On February 8, 2018, Indonesian English newspaper the Jakarta Post published the article “China, ASEAN enter a new era hand in hand” written by H.E. Mr. Huang Xilian, Chinese Ambassador to ASEAN. The full text is as follows:

Last year marked the golden jubilee of ASEAN. Over the past half century, ASEAN has come a long way, tailoring a path of its own in creating the first subregional community in Asia, an achievement hailed as an “Asian miracle” by many. ASEAN has grown into a role model of pursuing strength and harmony among diverse countries of many differences, and has set up a regional platform of dialogue and cooperation.
2017年是东盟成立50周年的“金禧年”。半个世纪以来，东盟积极探索符合自身特点的发展道路，建成本地区第一个次区域共同体，成为不同社会制度和发展水平国家联合自强的典范，也为域内外国家开展对话与合作提供了一个重要平台。
ASEAN is now opening the first chapter of its second 50 years. With blueprints including the ASEAN Community Vision 2025 and the newly minted theme of resilience and innovation this year, the regional community is entering a brand-new era of prosperity and progress. China applauds ASEAN’s success and believes that the “living and breathing modern miracle” of ASEAN, as Kishore Mahbubani and Jeffery Sng pointed out in their book, will continue to flourish in the future.
今年是东盟进入第二个50年的开局之年。为建设更高层次的共同体，东盟已制定《东盟共同体愿景2025》等发展蓝图，新任主席国新加坡提出“韧性和创新”两大主题。东盟共同体建设正迎来一个奋进图强的崭新时代。中国对东盟的发展进步感到由衷高兴，相信东盟这个“充满活力且真实存在的现代奇迹”还会继续延续。
For China, 2017 was a year of significance, too. Last October, the 19th National Congress of the Communist Party of China (CPC) laid out a three-stage development plan for the next 30 years toward building a moderately prosperous society in all respects by 2020, basically realizing socialist modernization by 2035, and developing China into a great modern socialist country that is prosperous, democratic, culturally advanced, harmonious and environmentally sound by the middle of the century. It symbolizes a new era and new journey in China’s quest to develop socialism with Chinese characteristics.
2017年对中国来说也是具有里程碑意义的一年。去年10月中共十九大提出到2020年全面建成小康社会、2035年基本实现社会主义现代化、本世纪中叶建成富强民主文明和谐美丽的社会主义现代化强国的目标。这标志着中国改革开放踏上新征程，中国特色社会主义建设步入新时代。
This new era does not belong to China alone, and is one that can be created and shared by all. We aim to foster a new type of international relations that features mutual respect, fairness, justice and win-win cooperation, and of building a community with a shared future for all mankind.
这个新时代不是中国一家独有的，而是世界各国共创共赢的新时代。中国将继续高举和平、发展、合作、共赢的旗帜，推动构建相互尊重、公平正义、合作共赢的新型国际关系，构建人类命运共同体。
Such efforts start with our neighbors, not least our ASEAN friends. China will deepen relations with neighboring countries guided by the principle of amity, sincerity, mutual benefit and inclusiveness as well as the policy of forging friendship and partnership with our neighbors. China will remain a firm supporter of ASEAN community building.
构建人类命运共同体首先始于周边。中国将按照亲诚惠容的理念和与邻为善、以邻为伴的周边外交方针深化同周边国家关系。
Good neighbors are a blessing. China places ASEAN high on its diplomatic agenda, especially in the implementation of the Belt and Road Initiative (BRI) and in its efforts to build a closer community for a shared future. Since the launch of the dialogue process in 1991, China-ASEAN relations have blossomed as one of the most vigorous and dynamic relationships for ASEAN and its dialogue partners, with fruitful results spanning wide-ranging areas, profusely benefiting our two billion people.
中国人民常说“善邻是福”。中方始终视东盟为周边外交的优先方向和共建“一带一路”的重点地区，致力于构建更为紧密的中国-东盟命运共同体。自双方1991年启动对话进程以来，中国与东盟关系已发展成为东盟同对话伙伴关系中最具活力、最富内涵的关系之一，各领域合作取得了累累硕果，给双方20亿人民带来巨大福祉。
This year marks the 15th anniversary of the China-ASEAN Strategic Partnership and the China-ASEAN Year of Innovation. As we both move into a new era of development and progress, our relations will also enter a new era of growth, from a speed-driven to a more efficient and mature growth, with broader prospects and vast potential to be harnessed together.
今年是中国-东盟建立战略伙伴关系15周年和中国-东盟创新年，随着双方关系从成长期步入成熟期，中国-东盟合作必将迎来更多发展机遇和更广成长空间。面对新机遇、新挑战，中国和东盟携手并肩迈入共同成长的新时代，中国和东盟关系也昂首阔步迈入提质升级的新时代。
At the informal dialogue between APEC and ASEAN leaders in Da Nang last November, President Xi Jinping encouraged the two sides to foster a higher level of strategic partnership toward building a closer China-ASEAN community of a shared future to contribute to realizing coordinated development and common prosperity in the Asia-Pacific. A few days later at the ASEAN-China Summit in Manila, Premier Li Keqiang proposed formulating the China-ASEAN Strategic Partnership Vision 2030 and upgrading the “2+7” cooperation framework into a “3+X” framework, underpinned by the three pillars of political and security cooperation, economic cooperation and people-to-people exchanges. These initiatives, once put into full action, will provide considerable impetus for our relations across the board and expand the regional and global dimensions of China-ASEAN cooperation.
2017年11月，习近平主席在亚太经合组织领导人与东盟领导人对话会上提出，要打造更高水平的中国-东盟战略伙伴关系，迈向更为紧密的中国-东盟命运共同体，为亚太地区实现联动发展和共同繁荣注入新动力。在去年11月菲律宾马尼拉举行的第20次中国-东盟领导人会议期间，李克强总理提议制订“中国-东盟战略伙伴关系2030年愿景”，将“2+7合作框架”升级为“3+X合作框架”，构建以政治安全、经贸、人文交流三大支柱为主线、多领域合作为支撑的合作新框架。我们相信，践行上述理念和倡议将激发双方合作更多活力，并赋予中国-东盟合作更多全球和地区内涵。
China and ASEAN will continue to build political and security trust. Vision 2030 will be a vision of progress, unity and win-win development, a good fit for the times and embodying the shared aspirations of the two sides. We shall continue to maintain close high-level exchanges, and enhance strategic communication and policy dialogue to increase trust and understanding. China will remain a firm supporter of ASEAN community building, ASEAN centrality in regional cooperation and its bigger role in regional and international affairs. China will work with ASEAN countries to push forward the Code of Conduct consultation and jointly uphold peace and stability in the South China Sea.
中国与东盟要继续致力于提升政治安全互信。我们制订的“2030年愿景”将是互利共赢的愿景，体现双方人民对美好未来的共同期待，符合时代的潮流。走入新时代的中国-东盟要密切高层往来，加强战略沟通与政策对话，不断增进相互理解与信任。中方将一如既往地坚定支持东盟共同体建设，支持东盟在区域合作中的中心地位，支持东盟在国际地区事务中发挥更大作用。双方要稳步推进“南海行为准则”磋商，共同维护南海及本地区的和平稳定。
We will enhance synergy to maximize our growth momentum. China will work with ASEAN to better align the BRI with the ASEAN Community Vision 2025, particularly the Master Plan on ASEAN Connectivity 2025. We will work closely on land, sea, aviation and cyber projects to enhance regional connectivity. The 2018 China-ASEAN Year of Innovation and ASEAN’s theme of resilience and innovation will be better matched with concrete efforts to materialize our cooperation potentials.
中国与东盟应加强双方发展规划的战略对接。中方愿秉持共商共建共享的原则，加强“一带一路”倡议与《东盟共同体愿景2025》特别是《东盟互联互通总体规划2025》的对接，推动实施一批陆上、海上、天上、网上互联互通重点项目。今年是中国-东盟创新年，这与东盟本年度主题“韧性和创新”高度契合，双方可就此开展对接与合作，以实现优势互补、共同发展。
We will also intensify trade and economic cooperation to expand shared interest. Last year, the two-way trade volume exceeded US$500 billion, a year-on-year increase of 13.8 percent. China’s imports from ASEAN grew by 20.1 percent, quite a major highlight of the international trade map. With the conclusion of an upgraded protocol for the China-ASEAN Free Trade Area, we hope the terms can be fully implemented to fully benefit the business community and ordinary people. China will work with ASEAN to advance the Regional Comprehensive Economic Partnership negotiations and bring our regions closer toward the goal of an East Asia economic community by 2020.
中国与东盟应拉紧互利共赢的经贸合作纽带。去年，中国和东盟贸易额突破5000亿美元大关，同比增长13.8%，其中中国从东盟进口更是增长了20.1%，成为国际贸易版图一大亮点。中方欢迎东盟各国积极参加今年11月在中国上海举行的首届中国国际进口博览会，愿从东盟国家进口更多优势产品。中国-东盟自贸区升级谈判业已完成，希望尽早落地，让自贸区升级成果尽早惠及双方企业和人民。我们愿同东盟国家一道，积极推进“区域全面经济伙伴关系（RCEP）谈判”，并朝着2020年建成东亚经济共同体的目标迈进。
The importance of people-to-people links can never be understated, as they provide the source and drive for closer relations at the top. China and ASEAN will enhance exchanges in education, tourism, sports and culture, as well as among youth, think tanks and the media, to consolidate the social foundation for our friendship and to build up the third pillar of China-ASEAN relations. In 2016, more than 38 million trips were made between the two sides. The figure will only grow as we implement the Joint Statement between China and ASEAN on Tourism Cooperation. At present, there are over 200,000 China and ASEAN students studying in each other’s countries. China will provide more than 20,000 government scholarships to ASEAN in the next three years.
中国与东盟应继续提升人文交流合作水平。人民之间的了解与友谊是中国-东盟关系深耕厚植的沃土。双方应共同促进教育、旅游、智库、媒体等各领域交流，夯实中国-东盟友好的社会基础，打造中国-东盟关系的第三根支柱。2016年，双方人员往来达3800万。我们可以落实《中国-东盟旅游合作联合声明》为契机，推动双方旅游合作再上新台阶。目前约有20多万中国、东盟留学生在彼此国家学习。未来3年中国将向东盟国家提供不少于2万个政府奖学金名额。我愿在这里向东盟国家的年轻俊才们发出诚挚邀请，欢迎你们前往中国留学，成为中国-东盟友好的民间使者。
With renewed confidence and expectations on the doorstep of a new era, we will work to our utmost with friends across ASEAN to bring about an even brighter future for the China-ASEAN strategic partnership.
