很高兴出席凯夫制药厂正式投产仪式。借此特殊机会，我谨向凯夫制药厂表示热烈祝贺。我也对总统阁下和赞政府向凯夫制药厂提供的不可或缺的大力支持和帮助表示衷心感谢。
It’s my great pleasure to attend the official commissioning Ceremony of Kingphar Company. On this special occasion, first of all, allow me to express my warm congratulations to Kingphar. At the same time, I wish to extend my sincere gratitude to H.E. the President and the Government of the Republic of Zambia for the strong support and assistance which is indispensable to this launch of Kingphar.
凯夫药厂的投产，是赞比亚本地制药领域的里程碑，对赞比亚医疗卫生事业的发展具有重要意义。投产后，凯夫药厂将为赞当地创造200多个就业机会，每年增加600余万美元的税收。值得称赞的是，药厂在正式投产前，就积极履行社会责任，为当地学校提供净水设备、为抗击霍乱捐赠药品器械，充分展现了凯夫制药有限公司对赞比亚人民的爱心
The commissioning of Kingphar Company marks an important milestone in the local medical industry of Zambia, and it is also of great significance to the promotion of public health of Zambia. When in full operation, the Kingphar Company is expected to create more than 200 jobs and contribute more than 6 million US dollar taxes per year. It is worth mentioning that, even during the construction period, Kingphar already took it as an obligation to fulfil its corporate social responsibilities, such as providing water purification equipment for local schools, donating medical equipment for the fight against cholera. These kind gestures have fully demonstrated their heart for the people of Zambia.

我曾在许多场合介绍过凯夫制药有限公司总经理王舜雪先生的传奇经历，今天我很乐意再重复一遍。2013年11月，王舜雪来赞考察投资环境，在游览维多利亚瀑布时，不慎失足从悬崖边跌落，只靠一只手抓住草根，命悬一线。是赞比亚警察、士兵将悬在半空中的他救上崖顶。“赞比亚人民给了我新的生命，我要还给赞比亚人民健康”。王舜雪发誓，要在赞比亚开设制药厂，回馈赞比亚人民。今天，他履行了自己的誓言。
I have shared on many occasions the legendary experience of Mr. Wang Shunxue, the General Manager of Kingphar, and I would be more than happy to repeat it again. In November 2013, Mr. Wang came to Zambia to conduct a market research for investment opportunity. When he visited the Victoria Falls in Livingstone, he unfortunately fell off the cliff, hanging there by only holding on to some grass. His life was in serious danger. It was the Zambia’s policemen and soldiers who saved him. “Zambian people have given me a new life, and I will give them good health care for return”, he said and vowed to pay back the Zambian people by opening a pharmaceutical plant. Today, he has fulfilled his promise.

Your Excellency, Ladies and Gentlemen,
中赞传统友谊源远流长，两国在公共卫生领域的合作也历史悠久。中国从1978年开始向赞比亚派遣19批医疗队，总共有515名大夫和专家。今年已是中国援赞医疗队成立40周年。他们高尚的医德、精湛的医术赢得了赞比亚人民的赞许，也让赞比亚人民看到了中国医疗技术的飞速发展。2011年，中方为赞方援建了利维·姆瓦纳瓦萨综合医院，并在2017年6月启动了扩建工程。项目完工后，医院将升格为教学医院，床位也将从现有的150个增加到850个。此外，中方还向赞方提供仪器设备，并通过派遣专家组短期义诊手术，开展本地培训和赴华培训等多种方式与赞方进行合作。去年10月赞比亚爆发霍乱疫情，中方迅速响应。中国政府决定向赞方提供30万美元现汇援助，同时还紧急派遣了卫生检疫防控工作组赴赞，与赞卫生部进行交流和座谈，分享中国在传染病防治方面的经验。中国大使馆和在赞中资企业、华人华侨也纷纷慷慨解囊，与赞比亚人民一起抗击霍乱。这些行动充分体现了两国间的深厚友谊和两国人民的真挚感情，也充分证明了中赞合作给两国和两国人民带来了实实在在的好处。
China and Zambia share profound traditional friendship and enjoy a time-honored history of cooperation in all sectors including the field of public health. Since 1978, China has dispatched 19 batches of Medical Teams, with a total of 515 doctors and experts to Zambia, and this year marks the 40th anniversary of the Chinese Medical Team in Zambia. Their high professional skills and good medical ethics have gained high respect and appreciation from the government and people of Zambia, and also showcased the rapid development of China’s medical technology. The Chinese government donated the Levy Mwanawasa General Hospital in 2011, and the expansion project of the hospital started in June 2017.When it is completed in 2020, the hospital is expected to be upgraded to a teaching hospital, and the beds will increase from the current 150 to 850. Apart from this hospital, the Chinese government has also donated medical instruments and equipment, sent short-term medical expert groups here, and provided free training programs in China for Zambian doctors and government officials. Since October last year, there has been a cholera outbreak in Zambia. The Chinese side responded quickly. The Chinese government donated 300 thousand US dollars to support the Zambian government fighting against cholera, and also sent a Health and Quarantine Working Group to Zambia to exchange experience with the Ministry of Health about the epidemic prevention work. The Chinese Embassy and Chinese enterprises have also made generous donations to help fight against cholera together with the Zambian people. All these clearly reflect the deep-rooted friendship between our two countries and peoples, and fully prove that the cooperation between China and Zambia has brought real benefits to both sides.

公共卫生领域是中非合作框架的重要组成部分。基于中赞两国过去的良好合作，我有信心两国在这一领域将拥有广阔的合作前景。中非合作论坛约堡峰会提出的中非十项合作计划，其中就包括医疗卫生领域合作，鼓励支持中国企业赴非洲开展药品本地化生产，提高药品在非洲的可及性。前不久，非盟主席法基赴华同王毅外长进行战略对话，也把中方支持非洲加强疾病防控体系和能力建设作为五大合作领域之一。与此同时，我们注意到，赞政府也高度重视医疗卫生事业的发展，将此列入第七个国家发展规划中重点发展领域，旨在进一步提高公共卫生服务水平，有效改变传染病患病率高、非传染性疾病死亡率高等状况。
Public health sector is an important component part of the framework of China-Africa Cooperation. Based on the good cooperation of the past, I am confident that Zambia and China will enjoy broad prospects in the future public health sector cooperation. In December 2015, H.E. President Xi Jinping made a pledge at the Johannesburg FOCAC Summit to implement ten cooperation plans with Africa, in which public health cooperation is included. The Chinese side will encourage and support more local drug production by Chinese enterprises in Africa to increase Africans’ easy access to medicine. Not long ago, H.E. Mr. Wang Yi, Foreign Minister of China, met with H.E. Mr. Moussa Faki, the Chairman of the African Union, for strategic dialogue in China. He made it very clear that as one of the five priority cooperation fields, China would focus on strengthening cooperation on the disease prevention system and capacity building in the health sector with Africa. At the same time, we have noticed that the Zambian government also attaches great importance to the development of public health, and has included it as a key sector in the Seventh National Development Plan, with a clear aim to further improve the overall public health services, materially contain the situation of high infectious diseases prevalence and high mortality of non-communicable diseases.

Your Excellency, Ladies and Gentlemen,
改革开放四十年来，中国在医疗卫生领域取得了长足的发展，医疗队伍和医疗产业都达到了世界先进水平。中国不仅有意愿，也有能力本着互利共赢的原则，加强同赞方在医疗卫生领域的合作，同赞方一起共同努力，推动赞比亚医疗卫生产业迈上新台阶，造福赞比亚人民。
After 40 years of reform and opening-up, China has gained remarkable progress in the health sector, with the medical and health industry reached the advanced level of the world, China now has not only the will, but also the ability to strengthen our cooperation with Zambia based on the principle of mutual benefit. We are therefore committed to work together with the government and people of Zambia to promote the country’s medical and health industry, and eventually to improve the lives of the Zambian people.
最后，我再次对凯夫药厂的建成投产表示热烈的祝贺。
Finally, may I once again offer my congratulations to the commissioning of Kingphar Company.
