今年是国际金融危机爆发10周年。

This year marks the 10th anniversary of the global financial crisis.

 

10年前,金融危机从华尔街开始,像多米诺骨牌一般迅速蔓延,全球市场和国际社会陷入深度恐慌,担心上世纪30年代“大萧条”的噩梦重演。关键时刻,占世界经济总量85%的二十国集团领导人走到一起。各方平等对话、协调行动,把急速滑向悬崖的世界经济拉回到稳定和增长轨道。二十国集团领导人峰会机制应运而生。

Ten years ago, the financial meltdown that started from the Wall Street plunged global markets and the international community into deep panic. At that critical juncture, leaders of the 20 largest economies representing over 80% of global output came together. Through equal dialogue and coordinated actions, they brought the world economy which was rapidly sliding to the brink back to the track of stability and growth, and that represented the start of the G20 Summit.

 

10年来,二十国集团领导人定期会晤,为世界经济把脉开方、举旗定向。从稳定市场、重塑信心到面向未来、推进改革,从财政税收、货币金融到贸易投资、就业民生,从能源气候、可持续发展到数字经济、新工业革命,二十国集团在全球经济治理的方方面面发挥着重要的顶层设计作用,成为公认的国际经济合作主要平台。随着那场危机成为过去,有人似乎认为二十国集团政策协调与合作不再紧迫,有人甚至对二十国集团的作用和发展方向提出了疑问。

Over the past decade, G20 leaders have been meeting regularly to steer the world economy. From stabilizing the market and restoring confidence to promoting reforms and addressing future challenges, the G20, as the premier forum for international economic cooperation, has played a leading role in all different aspects of global economic governance. Nevertheless, as we gradually put the global financial crisis behind, some people seem to get the impression that G20 cooperation is no longer urgent. Some even begin to question the relevance and future of the mechanism.

 

那么,二十国集团真的已经完成历史使命,不再重要了吗?答案是否定的。当前,尽管世界经济保持增长,但风险和下行压力不容忽视。单边主义和保护主义给世界经济带来冲击,发达经济体货币政策调整对新兴市场和发展中国家产生负面溢出效应,主要国际机构近年来首次下调了世界经济增长预期。中长期看,世界经济动能不足、全球经济治理滞后、国际发展失衡等根本矛盾仍未有效解决。尤其值得关注的是,经贸领域的冲突正在向政治、安全领域蔓延,这对世界的和平与稳定不是好消息。

Is it true that the G20 has accomplished its historical mission and become less important? The answer is no. The world is suffering from economic shocks brought about by rising unilateralism and protectionism, and the developing countries are increasingly affected by the negative spillovers of shifting monetary policies of the developed economies. Fundamental challenges facing the global economy, including insufficient drivers of growth, inadequate global economic governance and unbalanced development are yet to be effectively resolved. Moreover, economic and trade tensions are spreading rapidly to the political and security fields, which is not good news for world peace and stability.

 

新的10年呼唤新的领导力。

A new decade calls for new leadership from the G20.

 

二十国集团要继续做多边主义的捍卫者。多边主义是战后国际关系民主化的集中体现,也被证明是完善全球治理、应对共同挑战、实现共同发展的有效方式。推行单边主义、保护主义只会损害我们大家的利益。以世界贸易组织为核心的多边贸易体制是多边主义的重要体现,其作用只能加强不能削弱。中国赞同与时俱进对世贸组织进行必要的改革。我们同时认为,应坚持世贸组织的核心价值和基本原则,应尊重和维护发展中国家的发展权利和发展空间。

The G20 must demonstrate leadership in upholding multilateralism. Multilateralism has proven to be an effective means for improving global governance, tackling common challenges and achieving collective development. The multilateral trading regime with the WTO at its core, a key component of multilateralism, should be strengthened rather than weakened. Reform of the WTO is an important G20 agenda. China agrees with necessary reforms of the WTO. Meanwhile, we hold that the core values and basic principles of the WTO should be upheld, and the development space of developing countries must be respected and preserved.

 

二十国集团要继续做全球经济治理的完善者。国际金融危机爆发后,二十国集团针对全球经济治理暴露的弊端推行了一系列改革,增强了世界经济的抗风险能力。但这显然仍是一项远未完成的工作。我们应继续落实国际金融体系改革路线图,筑牢金融安全网,增强发展中国家的代表性和发言权,打造公平、公正、包容、有序的国际金融体系,为世界经济保驾护航。

The G20 must demonstrate leadership in advancing reform. The G20 has introduced a host of reforms aiming at improving global economic governance. We must continue our efforts to implement the roadmap for reforming the international financial system and increase the representation and voice of developing countries, thus creating a new international financial order that is equitable, fair, inclusive and rules-based.

 

二十国集团要继续做创新增长的领军者。引领世界经济增长是二十国集团的共同责任。当今世界最大问题是增长的动能不足,根本出路在于创新。我们应牢牢抓住新科技革命的机遇,推进新技术应用、数字经济、未来的工作等各领域合作,用实实在在的合作成果彰显二十国集团的生命力和领导力。与此同时,我们也要关注新技术应用给经济、社会、生活带来的冲击和负面影响,帮助人们在收获新技术和新业态发展带来的红利的同时,防止出现新的鸿沟。

The G20 must demonstrate leadership in supporting innovation. It is time that the G20 seize the opportunities of the new scientific and technological revolution, and advance cooperation to apply new technologies, harness the digital economy and promote jobs for the future. At the same time, the G20 needs to be mindful of the side effects and negative impacts of new technologies on the economy, the society and people’s life, and help the world economy achieve growth of higher quality.

 

二十国集团要继续做包容发展的推动者。杭州峰会上,包容增长首次同强劲、可持续、平衡增长目标同等并列,反映了国际社会对经济增长的再认识。我们应积极推动落实2030年可持续发展议程,加强基础设施互联互通,帮助发展中国家加快发展。为此,要充分听取发展中国家声音,保障发展中国家的发展权益和政策空间,“不让任何一个人掉队

The G20 must demonstrate leadership in promoting development. It needs to actively implement the 2030 Agenda for Sustainable Development, strengthen infrastructure connectivity, help developing countries accelerate development and protect their legitimate rights and policy space so that no one is left behind.

 

“艰难困苦,玉汝于成。峰会10周年之际,经济全球化和多边合作正遭遇逆风。二十国集团要把握航向,勇立潮头,坚持共商共建共享,引领世界经济冲云破雾,驶向彼岸。即将在阿根廷布宜诺斯艾利斯举行的二十国集团领导人峰会将吸引全球目光,也将对新形势下的国际经济合作展开新的有益探索。迎来改革开放四十周年的中国,是多边主义和开放型世界经济的坚定支持者、维护者、建设者。中国将沿着和平发展、改革开放、互利共赢的道路继续走下去。我们愿同各方加强合作,凝聚共识,共同为世界经济提振信心,为国际合作添砖加瓦,为共同发展贡献力量。

Such leadership requires a spirit of partnership among G20 members. The upcoming G20 Summit in Buenos Aires will be closely watched worldwide as it explores new ways to advance international economic cooperation under new circumstances. China is celebrating the 40th anniversary of its reform and opening up this year. We will remain a staunch supporter, defender and contributor to multilateralism and to an open world economy. We are ready to step up cooperation with all parties to boost confidence in the world economy and contribute our share to common development.
