4天前，我陪同梅首相在上海出席了浦东发展银行伦敦分行的揭牌仪式。在我的记忆中，这是英国首相第一次为中资银行驻伦敦机构揭牌。今天，我很高兴出席浦发银行伦敦分行开业典礼。我谨对浦发银行伦敦分行的隆重开业表示热烈祝贺！
Four days ago in Shanghai, I had the honor to accompany Prime Minister May to unveil the plaque of the Shanghai Pudong Development Bank London Branch. If I have it right, this was the first time that a British prime minister ever unveiled the plaque of the London Branch of a Chinese bank. Today, it is a great pleasure to join you at the opening of the Pudong Development Bank London Branch. May I first of all express my warmest congratulations!
2013年，我曾出席浦发银行伦敦代表处揭牌仪式。短短4年多时间，来自黄浦江畔的浦发银行在泰晤士河畔生根发芽，茁壮成长，取得了骄人业绩。2017年12月18日，浦发银行伦敦分行获得英国审慎监管局正式授权，成为浦发银行第一家走出亚洲的分行。浦发银行伦敦分行正式开业，不仅是中英金融合作一件喜事，也是中英关系“黄金时代”一个“黄金成果”。我认为，它具有三重意义：
Time flies! More than four years have passed since I attended the opening of the London Representative Office of the Pudong Development Bank. From the bank of the Huangpu River in Shanghai to the bank of the Thames in London, the Pudong Development Bank has now taken root, begun to grow and proudly borne fruits. This is achieved within just four short years! On 18 December 2017, the Pudong Development Bank got the go-ahead from the Prudential Regulatory Authority of the UK to set up a branch in London. This is the Pudong Development Bank’s first branch outside Asia. It is a joyous occasion for China-UK financial cooperation. And it is a “golden fruit” of the China-UK “Golden Era”. I think the significance of the opening of the Pudong Development Bank London Branch is three-fold.
首先，这是中资银行加快国际化的重要步伐。伦敦作为国际金融中心，法律环境开放透明，市场准入壁垒较低，金融服务国际化程度高，吸引了包括浦发在内的多家中资银行纷纷落户。近年来，浦发银行加快国际化经营发展，积极探索金融创新，资产规模持续扩大，经营实力不断增强。伦敦分行正式成立后，将有助于浦发银行拓展海外市场，加快全球接轨，提升竞争能力。展望未来，随着“一带一路”倡议稳步实施，人民币国际化进程提速，中资银行“走出去”将面临更多机遇和更广阔空间。
First, it shows that Chinese banks are taking important steps and moving fast to build up international presence. London is a world financial center, with an open and transparent legal environment, easy market access and global reach in financial services. These are the qualities that have attracted the Pudong Development Bank and many other Chinese banks to London. In recent years, the Pudong Development Bank has quickened its steps in exploring international business. It is vigorously devoted to financial innovation and has continuously built up its assets and strength. Setting up a branch in London is an important step. This will help the Pudong Development Bank explore the global market, adapt to international standards and improve its competitiveness. Looking ahead, we see great opportunities as the Belt and Road Initiative makes steady progress and RMB internationalization continues to accelerate. This will unveil broader prospects for Chinese banks to expand their international business.
第二，这是中英金融合作深化发展的突出展现。金融合作是中英全方位务实合作的重要增长点。上周，英国首相特蕾莎·梅首次对华正式访问取得圆满成功，推动两国关系“黄金时代”提质升级。中英两国领导人就加强经贸、金融等领域合作达成新的重要共识。双方将继续支持各自银行在对方国家扩大投资经营，鼓励两国银行深化跨境合作。浦发伦敦分行的设立，将进一步推动中英跨境人民币业务，有助于巩固伦敦在人民币国际化进程中的独特地位，展现中国企业对脱欧背景下的英国发展前景充满信心，为中英金融合作注入新的强劲动力。
Second, the opening of the Pudong Development Bank London Branch shows that China-UK financial cooperation is becoming ever deeper. In the overall picture of China-UK cooperation, the financial services sector is an important part. Prime Minister May’s successful visit to China last week took China-UK “Golden Era” to a new level. During the visit, the leaders of our two countries reached important new agreement on economic, trade and financial cooperation. The two sides will continue to support their banks in expanding business in each other’s country. And the two sides will also continue to encourage banks to carry out cross-border cooperation. The opening of the Pudong Development Bank London Branch is the latest progress in this regard. It is a boost to China-UK cross-border RMB business. It underlines the unique role of London in RMB internationalization. It highlights the confidence of the Chinese business community in the post-Brexit UK. And it will inject new impetus to China-UK financial cooperation.
第三，这是中国改革开放纵深推进的生动体现。今年是中国改革开放40周年，也是全面贯彻落实中共十九大精神开局之年。十九大报告强调“中国开放的大门不会关闭”，提出“推动形成全面开放新格局”。随着越来越多的中国企业到海外设厂、跨国并购，中资银行国际化发展能够更好地满足企业海外经营的金融需求，促进企业到海外投资兴业。同时通过吸引境外优质客户，中资银行也能促进双向贸易和投资合作，助力改革开放。浦发银行伦敦分行的开业说明，中国将坚持引进来和走出去并重，与包括英国在内的各国扩大双向投资和贸易往来，既实现自身经济高质量发展，又推动共建开放型世界经济。
Third, the opening of the Pudong Development Bank London Branch shows that China is determined to deepen reform and open wider to the world.2018 is an important year for China. This year marks the 40th anniversary of China’s reform and opening-up. It is the opening year for the implementation of the blueprint outlined at the 19th Party Congress. This Congress reaffirmed that China will never close its door to the world. China will open up on all fronts. More Chinese companies will set up businesses overseas, including through merger and acquisition. This will create huge demand for financial services and require Chinese banks to develop overseas operation to meet that demand. In the opposite direction, overseas branches of Chinese banks are also well positioned to provide services to foreign companies seeking to expand their business to China. In a word, the internationalization of Chinese banks will help promote two-way trade and investment. This will in turn give China’s reform and opening up a further push. The opening of the Pudong Development Bank London Branch is a testament to China’s determination to keep its door open and encourage two-way trade and investment with the world, including the UK. This is how China will strive to achieve high-quality growth at home and at the same time contribute to an open economy in the world.

中国国家主席习近平说：“当今世界是开放的世界，当今中国是开放的中国，中国和世界的关系正在发生历史性变化。”自1993年开业以来，浦发银行跟随时代发展的脚步，不断成长，不断壮大，见证了中国与世界关系的历史性变化，见证了中英关系的全方位发展，见证了中英金融合作的跨跃式提升。中国进入新时代，中英关系“黄金时代”进入新阶段。新时代要有新气象，新阶段要有新作为。我相信浦发银行一定能抓住新机遇，开拓新局面、创造新业绩，为中英金融合作增光添彩，为中英关系“黄金时代”贡献更多“黄金成果”！
President Xi Jinping said, today’s world is an open world, and today’s China is an open China; the relationship between China and the rest of the world is undergoing historic changes. The Pudong Development Bank has witnessed the historic changes in the relationship between China and the rest of the world. Since its establishment in 1993, the Pudong Development Bank has followed the trend of the times. It has grown and become stronger. In that process, it has become an example of the development of China-UK relations on all fronts. And it is an active participant in the leapfrogging progress of China-UK financial cooperation. China has entered a new era of development. China-UK “Golden Era” has ushered in a new stage. New era opens up new prospects, and new stage promises new achievement. I am convinced that the Pudong Development Bank will seize the new opportunities of the new era to open up new fronts; to achieve new success; to make new contribution to China-UK financial cooperation. And to bear more “golden fruits” for the China-UK “Golden Era”.
