Interview with H.E. Ambassador Zhang Jinxiong on the Second Ministerial Meeting of the China-CELAC Forum

一、请介绍中国-拉美和加勒比国家共同体论坛第二届部长级会议情况，您对此次会议有何期待？
Q: Can you comment on the upcoming Second Ministerial Meeting of the China-CELAC Forum? What’s your expectation for the meeting?
答：中国-拉美和加勒比国家共同体论坛第二届部长级会议将于1月19日至22日在智利圣地亚哥举行。中国外交部长王毅将率团出席会议并与苏里南外长拜赫勒等加勒比有关国家外长集体会见。
A: The Second Ministerial Meeting of the China-CELAC Forum will be held from 19 to 22 January in Santiago, Chile. Foreign Minister Wang Yi will be there and meet with Minister Beighle and his other Caribbean colleagues.
这是中拉论坛部长级会议首次在拉美举行，也是中共十九大后中拉关系中的一场重要活动。中方期待同与会各国一道，探讨加强互联互通，聚焦互利共赢、共同发展，促进发展、创新与合作，并就共同关心的国际和地区问题充分、广泛交换意见，规划未来三年论坛发展和整体合作蓝图。我们希望以本次会议为契机，与拉美和加勒比国家一道，推动平等互利、共同发展的中拉全面合作伙伴关系迈向更高水平。
The Meeting will make a difference for China-CELAC relations. Not only it is the first time for the Meeting to be held in this continent, but also it will be held under the context of the just-concluded 19th National Congress of the Communist Party of China. We look forward to working with our CELAC partners to explore better enhancing inter-connectivity on the basis of mutual benefit and shared growth, promoting innovation and win-win cooperation, and exchanging views on international and regional issues of common interest. We hope to take this opportunity to chart a blueprint for future development of the Forum and China-CELAC cooperation in the next three years so as to bring our comprehensive cooperative partnership to a higher level.
本次会议将发表《中拉论坛第二届部长级会议圣地亚哥宣言》和《中国与拉美和加勒比国家合作（优先领域）共同行动计划（2019—2021）》成果文件，相信将为推进中拉整体合作迈向更高水平注入新的动力。
Two documents, Declaration of Santiago and Joint Action Plan of Cooperation (2019-2021) (Priority Areas) will be issued after the Meeting, which I believe will inject new impetus for our future cooperation.
二、中拉论坛建立以来取得了哪些成果？
Q: Can you tell us more about the achievements of the China-CELAC Forum?
答：中拉论坛于2014年7月建立，2015年1月在北京成功举行首届部长级会议。三年来，在双方共同努力下，中拉在论坛框架下保持沟通协调，中拉论坛框架下的各领域分论坛建设稳步推进并取得重要早期收获，为促进中拉整体合作和中国与各国双边关系发挥了重要作用。
A: The Forum was established in July 2014. Six months later, the first Ministerial meeting was held in Beijing. Thanks to the joint efforts of both sides in the past three years, China and CELAC countries maintained smooth communication and coordination under the framework of the Forum. Significant early harvest has also been yielded out of various sub-forums, which greatly contributed to the sound development of China-CELAC cooperation and country-to-country relations.
一是双方政治互信更加巩固。习近平主席4年内3次访拉，足迹遍布10个拉美和加勒比国家，并在双多边场合同所有拉美和加勒比建交国领导人会面，引领中拉论坛建设和中拉整体合作持续稳步发展。中拉政治和战略互信前所未有的加强。
Firstly, political mutual trust has been consolidated in an unprecedented way. President Xi Jinping visited Latin America three times in the past four years, leaving his footprints on 10 Latin American and Caribbean countries. He met on various occasions with all the leaders of Latin American and Caribbean countries having diplomatic ties with China. These summit meetings have enabled the Forum and China-CELAC cooperation to achieve sustained and steady progress.
二是双方利益融合更紧密。“1+3+6”合作不断深化和扩大，取得阶段性重要成果。2017年1月至10月，中拉贸易额达到2102.9亿美元，同比增长18.3%。中国企业在拉美设立的境外企业超过2000家，2016年流向拉美地区的直接投资为272.3亿美元，同比增长115.9%，累计直接投资存量达2071.5亿美元，拉美成为仅次于亚洲的中国海外投资第二大目的地。
Secondly, the bond between our two sides has been increasingly close. Under the framework of the China-Latin American Countries and Caribbean States Cooperation Plan (2015-2019), trade, investment and financial coordination have served as three engines in promoting the pragmatic cooperation in six prioritized fields, including energy and resources, infrastructure construction, agriculture, manufacturing, scientific and technological innovation, and information technologies. From January to October 2017, China-CELAC trade volume increased by 18.3% to $210.29 billion USD. Over 2,000 Chinese companies are operating in CELAC countries, investing a total of $27.23 billion USD in this region, an increase of 115.9% over the same period of the previous year. The total direct investment has reached $207.15 billion USD, making this region the second largest destination of outbound Chinese investment only after Asia.
三是双方友好更加深入人心。中拉立法机构、地方、媒体、智库交流频繁，教育、文化、旅游等领域合作蓬勃开展。去年成功举办的“中拉文化交流年”掀起了新一轮中拉文化相互欣赏和互学互鉴的热潮。中方对拉奖学金和人员培训、“未来之桥”中拉青年领导人千人培训计划等有序开展，中拉新闻交流中心正式成立。中国对地区受灾国家大力援助，体现了休戚与共的精神。
Thirdly, friendship has been deeply rooted in people’s mind. There have been frequent exchanges between legislative bodies, localities, media and think tanks between the two sides. Cooperation in education, culture, and tourism has been vibrant. China-CELAC Cultural Exchange Year was successfully held in 2017, generating a new trend of mutual appreciation and mutual learning. Scholarship, training programs and Bridge for the Future Program funded by China are constantly making head way. China-Latin America media exchange center has been established. Being as a genuine friend in need, China has provided substantial aids to Latin American countries hit by disasters.
三、您对中苏关系发展是否满意？
Q: Are you satisfied with your current relationship with Suriname?
答：中拉论坛的成立和中拉整体合作也有力促进了中苏关系向更高水平发展。近年来，中苏关系持续健康稳定发展，高层往来频繁。习主席与鲍特瑟总统两年内3次会晤，为两国关系发展指明了方向。去年12月，拜赫勒外长赴华出席南南人权论坛并与王毅外长会见。去年8月，外交部部长助理秦刚访问苏里南。中苏在涉及彼此核心利益的问题上相互支持，在地区和国际事务中密切协调配合，成为真诚互信的好朋友、互利共赢的好伙伴。
A: The establishment of CELAC-China Forum is a strong boost for our two countries to achieve a higher level of cooperation. Recent years have witnessed sound and steady progress in China-Suriname relations. High level exchanges are frequent. President Bouterse and President Xi Jinping met with each other three times within two years. Minister Beighle met with Minster Wan Yi in Beijing last month. Assistant Minister Qin Gang visited Suriname last August. As sincere friends of mutual trust and good partners of mutual benefit, China and Suriname have supported each other in issues of core interests and maintained close coordination in regional and international issues.
中苏务实合作成果丰硕。350套住房、外交部大楼维修和索非亚社区项目已交付使用，国家基础设施项目（大连四期）、瓦尼卡医院、国家宽带网络及电子政务项目等有序推进，机场扩建项目即将启动，农业技术合作中心完成可研，道路安全监控项目正在抓紧设计。2016年，我们向苏提供了100万美元紧急人道主义援助用于抗击寨卡。此外，我们还向苏提供了农机具、拖拉机、电脑等大量物资。
Fruitful results have been harvested in pragmatic cooperation between our two countries. Projects of 350 houses, renovation of the office building of BUZA and Sophia’s Lust Community Center have been concluded and transferred to Suriname. Projects of Dalian IV and National Broadband and e-Government are making headway. The project of expansion of airport is to be launched. Feasibility study of an agricultural and technical cooperation center has been concluded. The project of capital road monitoring and surveillance is under evaluation. We stand side by side with the Surinamese people. Apart from agricultural equipment, trucks and tractors, laptops, we provided one million US dollars’ emergency assistance in cash to Suriname to fight against ZIKA epidemic.
中苏人文交流日益活跃。苏国会外委会代表团成功访华。帕拉马里博市与杭州、帕拉区与湖北咸宁结为友城并开展友好活动。苏里南大学孔子学院成立一年来，开办多期中文课，苏里南民众报名“火爆”。2017年，苏里南近350位政府官员和各领域专业人士赴华参加培训项目，超过以往10年总和。苏里南记者团赴华报道“一带一路”国际高峰论坛、中国共产党第十九次全国代表大会，为增进两国人民相互了解发挥积极作用。
People-to-people exchanges between our two countries are increasingly dynamic. Last year, members of the Foreign Affairs Committee of the National Assembly visited China. Apart from Paramaribo and Hangzhou, two more cities, Para and Xianning have paired as sister cities. Confucius Institute of Anton de Kom University was successfully launched. Its Mandarin courses have become very popular. 347 people from both public and private sectors participated in short training programmes in China in a single year, which has outnumbered the total of previous 10 years. Surinamese journalists also went to China to cover the Belt and Road Forum for International Cooperation and the 19th National Congress of the Chinese Communist Party and visited various cities in China. Through their pens and lens, people in Suriname are able to see better the real China.
四、前不久，中国驻苏里南使馆与苏外交部合作举办了“一带一路”与中拉合作新机遇研讨会。苏里南和许多加勒比国家对参与“一带一路”建设抱有浓厚兴趣。此次部长级会议是否将讨论相关议题？
Q: Last December, the Chinese Embassy and the Foreign Ministry of Suriname co-hosted a seminar “One Belt One Road-Opportunity for China-CELAC Cooperation”, which has aroused strong interest in Suriname in participating in the OBOR initiative. Will there be any related discussions during the upcoming ministerial meeting?
答：中拉关系向更高水平发展需要新的动力，中拉论坛加强机制建设需要新的抓手。2013年，习近平主席提出“一带一路”倡议，旨在通过对接各国发展战略，促进相互合作，实现共同发展。“一带一路”倡议顺应时代发展潮流，符合各国发展需求，已成为全球最受欢迎的公共产品。
A: To bring China-LAC relations to a higher level and the mechanism of China-CELAC Forum to a stronger foothold, we need more input and inspiration. In 2013, President Xi Jinping proposed the initiative of building Silk Road Economic Belt and the 21st Century Maritime Silk Road (One Belt One Road or Belt and Road Initiative). The purpose is to promote cooperation and achieve shared growth by integrating developing strategies of participating countries. The Belt and Road Initiative conforms to the trend of times, meets the development needs of various countries and has become a popular global public product.
拉美和加勒比地区历史上就是“海上丝绸之路”的自然延伸，也是“一带一路”建设不可或缺的重要参与方。事实上，中拉论坛第二届部长级会议已将“一带一路”作为会议主题，反映了中拉对接发展战略的共同心愿。用“一带一路”的理念、原则和合作方式推动中拉各领域务实合作，深化政策沟通、设施联通、贸易畅通、资金融通、民心相通，将有助于双方实现优势互补、互利共赢。中方愿以第二届部长级会议为新起点，以合力推动“一带一路”建设为引领，进一步深化战略和政治互信，推动中拉务实合作提质升级，同时继续推进中拉论坛建设，办好分论坛活动，搭建更丰富对话交流平台，助力中拉整体合作向更高水平迈进，协力打造中拉命运共同体。
Historically, CELAC region is a natural extension of the ancient maritime Silk Road. Belt and Road Initiative will be incomplete without the participation of CELAC countries. As a matter of fact, the Initiative will be included in the theme of the Second Ministerial Meeting of China-CELAC Forum, which reflects the common aspiration of both sides to better integrate their development strategies. By utilizing the Belt and Road concepts, principles and cooperative modes, the two sides can enhance policy coordination, improve connectivity, and facilitate trade, finance and people-to-people exchanges so as to supplement each other and achieve win-win cooperation. Guided by the Initiative, China stands ready to take the Second Ministerial Meeting as a new start, to work with CELAC partners to further enhance our strategic and political mutual trust and upgrade China-CELAC pragmatic cooperation. Meanwhile, China will continue to strengthen the China-CELAC Forum and its sub-forums with a view to building more platforms for dialogue and exchanges. We have full confidence that with our concerted efforts, we can bring China-CELAC cooperation to a new height and forge together a China-CELAC community of shared destiny.
