Good morning! Welcome to the Business Forum marking the 40th anniversary of China’s reform and opening-up and the roadshow for the 1st China International Import Expo. For many years, friends from various sectors in Victoria, including those present here, have followed closely and supported China’s development and reform and opening-up endeavour, and worked hard to promote China-Australia friendship and cooperation by actively engaging in exchanges and cooperation with China in the economic, trade and other fields. Let me take this opportunity to express our sincere thanks and high regards for all the efforts and contributions you have made.
今年是中国改革开放40周年。改革开放是中国的第二次革命，不仅深刻改变了中国，也深刻影响了世界。40年来，中国人民坚持聚精会神搞建设、坚持改革开放不动摇，持之以恒，锲而不舍，推动中国发生了翻天覆地的变化。今天，中国已经成为世界第二大经济体、第一大工业国、第一大货物贸易国、第一大外汇储备国，中国人民生活从短缺走向充裕、从贫困走向小康。我们成功开辟出一条中国特色社会主义道路。中国的实践雄辩地证明，只有符合本国国情的发展道路才是最好的道路，才是一个国家走向繁荣富强的康庄大道。
This year marks the 40th anniversary of China’s reform and opening-up, which, I should say, is China’s second revolution that has not only profoundly changed China, but also exerted great impact on the world. Over the past 40 years, the focused endeavour of the Chinese people in national development and their unwavering commitment to reform and opening-up have brought enormous changes to the country. China has grown to be the world’s second largest economy, the largest industrial producer, the largest trader of goods, and the largest holder of foreign exchange reserves. The Chinese people have emerged from a life of shortage and poverty and are now enjoying abundant supply and a moderately prosperous life. We have forged a path of socialism with Chinese characteristics. What has happened in China has amply proven that only the path that suits national conditions can best serve the country and lead it to prosperity.
改革开放是中国和世界共同发展进步的伟大历程。40年来，中国人民始终敞开胸襟、拥抱世界，为世界的繁荣发展作出了中国贡献。我们坚持对外开放基本国策，打开国门搞建设，成功实现从封闭半封闭到全方位开放的伟大转折。40年间，中国从引进来到走出去，从加入世界贸易组织到共建“一带一路”，为应对亚洲金融危机和国际金融危机作出重大贡献，连续多年对世界经济增长贡献率超过30%，成为世界经济增长的主要稳定器和动力源，促进了人类和平与发展的崇高事业。
Reform and opening-up is a great process that has seen China and the world develop and progress together. Over the past 40 years, the Chinese people have embraced the world with open arms and contributed their share to the world’s prosperity and development. We have made opening-up a fundamental national policy, pursued development with an open door, and accomplished a great transition from seclusion and semi-seclusion to all-round openness. From “bringing in” to “going global”, from WTO accession to the “Belt and Road” initiative, China has made significant contributions to countering the Asian financial crisis and the global financial crisis. Contributing over 30% of global growth for several years in a row, China has become a key anchor and driver for the world economy and a positive force in advancing the noble cause of global peace and development.
经过40年的快速发展，中国经济增长从主要依靠工业带动转向了工业和服务业共同带动，从主要依靠投资拉动转向了投资和消费一起拉动，从出口大国转向了出口和进口并重，这些结构的变化大大增强了中国经济的稳定性和韧性。今年一季度，中国经济保持良好发展态势，转型升级稳步推进，质量效益不断提升，国内生产总值实现6.8%的增长。这是中国经济增长率连续11个季度稳定在6.7%到6.9%区间，显示出消费动力更加强劲，结构优化更趋明显。
After 40 years of rapid development, China has shifted from an industry, investment and export-driven economy to one jointly powered by industry and services, investment and consumption, and exports and imports. These structural changes have made China’s economy more stable and resilient. The good momentum of growth continued in the first quarter of this year, which saw steady progress in economic transformation and upgrade, further increase in quality and efficiency and a GDP growth of 6.8%. With that, China has delivered a 6.7%-6.9% growth rate for 11 quarters in a row, demonstrating greater dynamics in consumption and more noticeable improvement in our economic structure.
去年10月召开的中共十九大宣告中国特色社会主义进入新时代，制定了全面建设社会主义现代化强国的宏伟蓝图，开启了加强中国同世界交融发展的新画卷。中国将坚定不移走和平发展道路，奉行互利共赢开放战略，同包括澳大利亚在内的世界各国人民一道构建人类命运共同体。
The 19th CPC National Congress held last October ushered in a new era for socialism with Chinese characteristics. It unveiled a blueprint for building China into a great modern socialist country in an all-round manner, and opened up a new chapter for China’s effort for shared prosperity with the rest of the world. We will continue to firmly follow the path of peaceful development, pursue the strategy of opening-up for win-win results, and work with the people of other countries, Australia included, to build a community with a shared future for mankind.
今天的世界，与40年前已不可同日而语。世界经济进入联动发展的阶段，与此同时，经济全球化出现波折，多边贸易体制受到挑战，保护主义抬头。但人类社会发展的历史告诉我们，开放带来进步，封闭必然落后。面对发展进程中出现的种种困难和挑战，只有改革才能加以破解，只有开放才能实现世界共同发展。
The world today is very much different from that of 40 years ago. While the world economy has entered a stage of interconnected development, economic globalization is experiencing some headwinds, the multilateral trade regime being challenged and protectionism on the rise. But human history shows that openness brings progress, seclusion leads to backwardness. When confronted with difficulties and challenges in the process of development, we have no other way out but to reform, and only by opening to each other can we achieve common development of the world.
正是基于这样的判断，中国坚持对外开放的基本国策，坚持打开国门搞建设。今年4月，习近平主席在博鳌亚洲论坛2018年年会上再次强调，过去40年中国经济发展是在开放条件下取得的，未来中国经济实现高质量发展也必须在更加开放条件下进行。这是中国基于发展需要作出的战略抉择，中国开放的大门不会关闭，只会越开越大！
Based on this judgment, General Secretary Xi Jinping reiterated in his report to the 19th National Party Congress that China will continue to adhere to the fundamental national policy of opening-up and pursue development with its door wide open. At the Boao Forum for Asia Annual Conference this April, President Xi emphasized that opening-up is key to China’s economic success in the past 40 years and high-quality growth in the future can only be achieved with greater openness. This is a strategic decision China has made in line with its development needs. China’s door of opening-up will not be closed. It will only open even wider!
在博鳌，习近平主席宣布了一系列扩大开放的重大举措，包括：大幅度放宽市场准入（尤其是在金融业和制造业方面）、创造更有吸引力的投资环境、加强知识产权保护、主动扩大进口。将于今年11月在上海举办的首届中国国际进口博览会，就是中国推进新一轮高水平对外开放、主动开放市场的重大政策宣示和行动。
In Boao, President Xi also announced a number of major measures to open China wider to the outside world. These include: easing market access significantly, especially in the financial and manufacturing sectors, creating a more attractive investment environment, strengthening protection of intellectual property rights, and taking the initiative to expand imports. This November, the inaugural China International Import Expo will be held in Shanghai. It is a major policy initiative and a move China has taken of its own accord to promote a new round of opening-up at a higher level and further open its market.
这将是世界上第一个以进口为主题的大型博览会，是国际贸易发展史上的首创之举。在近年来经济全球化出现波折，多边贸易体制受到挑战，保护主义抬头的背景下，中国举办进口博览会，就是要向世界表明中国对经济全球化和贸易自由化的强有力承诺，同时展示中国扩大对外开放的坚定决心。这将为各方进行开发中国市场的合作搭建新的平台，赢得了国际社会高度赞誉和积极响应。目前，全球已有来自120多个国家超过1700家企业报名参展，逾600家企业签约参展，其中包括近百家世界500强企业和各国行业龙头企业。签约展览毛面积达12万平方米以上，预计届时将有15万名国际国内采购商到会。
The Expo, the first of its kind in the world, is a pioneering undertaking in the history of international trade. By holding this expo against the backdrop of setbacks and challenges to economic globalization and multilateral trade regime and rising protectionism in recent years, China is making clear to the world its strong commitment to globalization and trade liberalization and its firm resolve to expand opening-up. The Expo will provide a new cooperation platform for all sides to explore the Chinese market, and has won much acclaim and positive responses from the world community. To date, over 1,700 businesses from more than 120 countries in the world have signed up for the event, and more than 600 of them have signed the exhibition contracts, including nearly 100 world’s top 500 companies and leading businesses from different countries. The gross exhibition area contracted has exceeded 120,000 square meters, and 150,000 domestic and international buyers are expected at the Expo.
我们诚挚邀请维多利亚州和塔斯马尼亚州的企业和商家参加此次博览会。澳大利亚上海商会最近发表的《澳在华企业商业景气调查报告》显示，澳在华企业业绩良好，78%的企业对未来1年内的发展前景表示乐观，83%的企业对未来5年内的发展前景持乐观态度。多数企业表示直接或间接受益于中澳双边自贸协定，认为中国的营商环境更加友好、有利，“一带一路”倡议有助于拓展对华业务。我们希望领区商家和企业抓住中国国际进口博览会的重大机遇，围绕创新研发、市场开拓等进一步加大在华投资合作力度，更好地参与到中国经济社会发展进程当中，与中国共享发展成果，共创美好未来。
We sincerely invite businesses in Victoria and Tasmania to attend the Expo. The Australia-China Business Sentiment Survey, recently released by Auscham Shanghai, shows that the Australian businesses in China are doing very well. 78% of the respondents held a positive outlook for the next 12 months, and 83% of the respondents indicated increased positivity for the next five years. Most of those surveyed believed that they have directly or indirectly benefited from CHAFTA, and they found China’s business environment more friendly and favourable and the “Belt and Road” initiative helpful to their operations in China. We hope that Victorian and Tasmanian businesses will take up the important opportunities presented by the Expo, focus more of your investment and cooperation in China on innovative R&D and market exploration, get more actively involved in China’s economic and social development, and share in China’s development dividends.
