尊敬的陈汉成大使及东盟常驻代表委员会各位同事，
各位来宾，
女士们，先生们：

上午好！欢迎大家出席中国—东盟建立战略对话关系15周年纪念招待会暨“和谐共处”图片展。我愿借此机会，感谢东盟常驻代表委员会与我团共同主办此次活动，感谢《中国—东盟博览》杂志的鼎力支持。我还要特别感谢新加坡驻东盟使团、东盟秘书处和我的团队为本次活动所作的精心准备。
Good Morning, Selamat Pagi! A very warm welcome to this reception to celebrate the 15th Anniversary of the China-ASEAN Strategic Partnership. I wish to express appreciation to the Committee of Permanent Representatives to ASEAN for co-organizing this event. My thanks also go to the Singapore Permanent Mission, ASEC and my team for their hard preparations over the weeks and the China-ASEAN Panorama Magazine for their valuable support to the photo exhibition.
15年前，中国和东盟国家领导人以睿智和远见将中国—东盟关系提升为战略伙伴关系，揭开了双方关系崭新的一页。15年来，中国与东盟风雨同舟，携手前行，共同应对了风险挑战，共同收获了和平繁荣。中国—东盟合作为双方人民带来了实实在在的利益，成为亚太区域合作中最为成功和最具活力的典范。
15 years ago, our leaders with their wisdom and vision, opened a new chapter in China-ASEAN relations. Our relationship has grown by leaps and bounds in the decade and half and has become a most successful and dynamic pair of relationship in the world today.
15年来，双方政治互信不断深化。我们牢牢把握睦邻友好的大方向，加强高层交往和政策沟通，推进政治安全合作，在国际地区事务中相互支持。我们坚持通过对话协商妥善处理分歧，全面有效落实《南海各方行为宣言》，积极推进“南海行为准则”磋商。双方关系基础更加牢固，抵御风云变幻考验的韧性更加坚强。
On the political front, we remain firmly committed to peace and stability of the region and our good-neighborly friendship as an underpinning foundation. With closer high-level exchanges and policy communication, we have increased mutual trust and managed to settle differences through dialogue and negotiation and kept our relations forward on a sound track. China and ASEAN countries are committed to the full and effective implementation of the DOC, while moving earnestly on the COC consultation.
15年来，双方务实合作硕果累累。我们大力促进贸易和投资自由化便利化，完成中国－东盟自贸区升级，贸易额从15年前的552亿美元跃升到2017年的5148亿美元，增长近十倍。中国连续9年成为东盟第一大贸易伙伴，东盟连续7年成为中国第三大贸易伙伴。双向直接投资累计近2000亿美元。我们共商共建“一带一路”，互联互通重大项目加快落地，国际产能合作全面展开。
Robust Cooperation has delivered benefits for both. We have upgraded the China-ASEAN FTA. Two-way trade jumped from US$55 billion to US$514 billion in 2017, nearly ten-fold increase in a span of 15 years. Two-way direct investment totals nearly US$200 billion in aggregate terms. We are working together on the Belt and Road initiative, with many projects off the ground spanning across infrastructure, connectivity, and industrial cooperation.
15年来，双方人文交往日益密切。面对国际金融危机和抗击重大自然灾害，我们守望相助、同舟共济、共渡难关。我们举办科技、文化、教育、旅游、创新等一系列主题年活动。15年前，双方人员往来只有387万，今天我们即将迎来“5000万时代”，双向留学生总数超过20万人。
People-to-people exchanges have also grown rapidly. Our friendship has been strengthened by going through thick and thin, hand in hand. The organizing of the China-ASEAN theme year, such as S&T, culture, education, tourism and innovation, has added substance to our cooperation and boosted exchanges across the borders. While our personnel exchanges stood at 3.87 million in 2003, it is now crossing the threshold of 50 million. And the exchange of students between us exceeded 200,000.
总结过去，是为了开辟未来。过去15年发展历程给我们很多启示，其中最重要的就是双方共同追求睦邻友好、和平发展的目标，共同秉持“和谐共生”、“和而不同”的价值观，共同奉行讲信修睦、平等相待、开放包容、合作共赢的相处原则。随着中国与东盟各自进入发展新阶段，中国—东盟关系由成长期进入成熟期，携手迈入提质升级的新时代。
Experience of the past will guide us towards the future. One most important experience is that we share the vision of common peace and development; we believe in the value of “harmony in diversity” and we follow the principles of equality and mutual respect, openness and inclusiveness, good-neighborliness and win-win cooperation.
习近平主席提出，要打造更高水平的中国—东盟战略伙伴关系，迈向更为紧密的中国—东盟命运共同体，为双方关系未来发展指明了方向。今年5月，李克强总理对东盟秘书处进行了历史性访问，就在这个大厅，提出了中国与东盟做共同发展、共建和平、开放共赢、开拓创新、包容互鉴的“五大伙伴”。在庆祝中国—东盟建立战略伙伴关系15周年之际，中方愿同东盟方一道，落实好领导人倡议，推动中国—东盟关系行稳致远。
President Xi Jinping proposed that China and ASEAN jointly forge a higher level of strategic partnership and build a closer community of a shared future. In May this year, Chinese Premier Li Keqiang paid a historical visit to the ASEAN Secretariat. It was here, at the ASEAN Hall, that Premier Li underscored China’s commitment to be ASEAN’s partner in the five areas, namely partner for common development, partner for peace, partner for win-win cooperation, partner for innovation, and partner for mutual learning. China would work closely with ASEAN to implement the consensus of our leaders and steer our relations forward to the benefit of our people and the region.
一是进一步深化战略互信，打造政治互信 “加强版”。中方愿与东盟打造更具实质性和先进性内涵、更具地区性和全球性意义的战略伙伴关系。中方支持打造以东盟为中心，以国际法和规则为基础，开放包容的亚太区域架构。贸易战没有赢家，发动贸易战违反世贸规则，不仅于己不利，而且损害别人，殃及各方。中国愿同东盟和其他相关方一道，加快推进“区域全面经济伙伴关系协定”谈判，坚定反对单边主义和贸易保护主义，共同维护基于规则的多边贸易体系，为地区乃至世界发展繁荣注入正能量。
First, China is ready to build a strategic partnership with ASEAN that is more substantive, forward-looking and important both for the region and the world. We support building an ASEAN-centered regional architecture in the Asia-Pacific that is open, inclusive and rules-based. As we believe in the value of multilateralism and globalization in the world today, we need to object the tendency of unilateralism and trade protectionism. Trade war will serve no one’s interest. All parties, including those who are not directly involved, will suffer. China will work with ASEAN and all other countries to speed up regional integration process, including the RCEP negotiations, and uphold rules-based multilateral trading system to safeguard development and prosperity of the world.
二是进一步对接发展战略，打造务实合作“提质版”。中方愿与东盟加快制订“中国—东盟战略伙伴关系2030年愿景”，共同规划双方关系宏伟蓝图；促进“一带一路”倡议与东盟发展战略对接；以中国—东盟创新年为契机，把握好新一轮产业革命带来的历史性机遇，在数字经济、电子商务、智慧城市等新领域开辟出更广阔的合作天地。
Second, we will further synergize our development strategies and move our cooperation to a higher level. China and ASEAN will formulate a “Vision 2030” leaders’ statement this year to set out our common visions for the future. We will also better align the Belt and Road Initiative with the ASEAN Community Vision 2025, take advantage of this year as the China-ASEAN Year of Innovation to enhance cooperation in digital economy, e-commerce and smart cities and inject new dynamism into our relationship.
三是进一步密切人文交流，打造人文交流“升级版”。民心相通相亲，是中国—东盟关系稳定器、务实合作推进器、人民友谊催化器。我们要深化在文化、科技、环保、旅游等领域合作，加强青年、媒体、智库和地方交流，让命运共同体意识更加深入民心，切实将人文交流打造为中国—东盟关系的第三大支柱。
Third, we will continue to nurture the human bond and make socio-cultural cooperation a third pillar in our relationship. The potentials are huge in advancing cooperation in education, tourism, culture and sports, and promoting exchanges among the youth, media and think tanks.
今天，我们在此举行中国—东盟图片展，“和谐共处”的主题十分恰如其分，充分体现了双方追求的和平发展的大方向、和谐共生的大智慧、合作共赢的大目标，既体现了贯穿中国—东盟过去十五年的精神主线，也体现了双方关系的价值取向，更是构建中国—东盟命运共同体的实践路径。我们希望，通过这些颇具特色的图片，为大家打开一扇了解彼此文化的窗口，拉近彼此心灵上的距离，启迪双方业已存在的紧密关系。在此预祝图片展圆满成功！
There cannot be a more fitting theme than “living in harmony” for today’s photo exhibition. It embodies the shared value that has bound us over the past 15 years. It is also the spirit that will guide us as we move towards a closer community of a shared future. I hope these photos will offer a window into the kinship we have formed along the way and point to the future we will together shape.
最后，我愿借此机会特别感谢过去三年新加坡作为中国—东盟关系协调国，为推动中国—东盟关系发展所作积极努力和重要贡献，在此过程中，新加坡常驻东盟使团发挥了重要作用。我们也欢迎菲律宾即将接任中国—东盟关系协调国，期待菲方发挥建设性作用。让我们携起手来，推动中国—东盟战略伙伴关系不断发展，给地区国家和人民带来更大福祉。
Before I conclude, let me take this opportunity to express our sincere gratitude to Singapore as the country coordinator for China-ASEAN relations over the past three years. The progress of our relationship cannot be possible without the dedication, wisdom and diligence of our Singapore colleagues. And in that process, Ambassador Hung Seng and his team in the Singapore Permanent Mission have played a critical role. We thank you for your contribution and we also look forward to close collaboration with our incoming country coordinator the Philippines to bring our strategic partnership to a new height.
