A pair of one-horned rhinos was gifted to China by cargo flight on July 12, 2018, bearing profound friendship of the Nepali people to the Chinese people. Very soon, another pair of rhinos will set off to settle in China. Rhino was considered auspicious in China by the ancients. People believed rhino horn had the magic function of “mind reading”. For the Chinese literati, rhino horn literally means the tacit understanding and the meeting of minds between people. The rhinos remind me of the friendship between China and Nepal with mutual understanding as one of its features.

2018年7月12日，尼泊尔赠与中国的一对独角犀牛承载着尼泊尔人民对中国人民的深情厚谊，飞往广州。很快，另一对犀牛也将启程前往中国定居。中国古人视犀牛为祥瑞之兽。文学上用灵犀表达人与人之间心领神会，感情共鸣。用唐代大诗人李商隐脍炙人口的诗句“心有灵犀一点通”形容中尼友好是恰如其分的。

 

China and Nepal are linked by mountains and rivers. In the 5th century AD, the Chinese monk Fa Xian and the Nepali monk Buddhabhadra set the milestone of significant exchanges between the two countries. The marriage between Srongtsen Gampo and Princess Bhrikuti sowed the seeds of friendship from generation to generation. Master Xuan Zang and Araniko opened the new chapter of the friendship between China and Nepal. Since China and Nepal established diplomatic ties in 1955, relations between the two countries entered a new stage of development. In the past 63 years, we have experienced the immense transformation of the international community; we have shared the ups and downs of regional situation; we have overcome the ravages of natural disasters. Whenever confronted with difficulties, the governments and peoples of the two countries have always been understanding each other. The two countries jointly established the relations of Comprehensive Partnership of Cooperation Featuring Ever-Lasting Friendship.

　　中尼两国山水相连，唇齿相依。公元5世纪，中国高僧法显和尼泊尔高僧佛陀跋陀罗开启了两国交往先河。尺尊公主出嫁松赞干布，播下两国世代友好的种子。玄奘法师和阿尼哥继往开来,为中尼友好续写华章。1955年中国与尼泊尔建交，两国关系进入新的发展时期。63年风雨历程，我们共同经历了国际社会的风云变幻；共同度过了地区形势的斗转星移；共同战胜了自然灾害的肆虐疮痍。纵然风谲云诡，两国政府与人民始终心犀相通，命运与共，共同打造世代友好的全面合作伙伴关系。

 

As the Chinese Ambassador to Nepal, I witnessed the rapid progress of cooperation and development in various fields between the two countries. I am proud of the remarkable achievements of cooperation in various fields since the tie of diplomatic relations. With frequent exchanges of high-level visits of governments, parliaments, political parties and armies between the two countries, mutual political trust has been increasingly deepened. Last June, Prime Minister of Nepal K.P. Sharma Oli made a successful visit to China and had cordial and friendly meetings with President Xi Jinping, Premier Li Keqiang, Chairman of National People’s Congress Li Zhanshu. They reached extensive consensus on consolidating China-Nepal traditional friendship and deepening mutually beneficial cooperation between the two countries, setting the direction for China-Nepal relations.

　　作为驻尼大使，到任以来，我见证了两国各领域合作发展的快速前行，为两国建交以来各领域合作取得的显著成就感到骄傲。两国政府、议会、政党和军队高层往来频繁，政治互信日益深化。不久前，尼泊尔总理奥利成功访华，与习近平主席、李克强总理、栗战书委员长等中国领导人进行了亲切友好的会见会谈。就进一步巩固中尼传统友谊、深化两国互利合作深入交换意见，达成广泛共识。两国领导人为中尼关系的发展指明了方向。

 

China is a development partner for Nepal. The Araniko Highway, the Prithvi Highway, the International Convention Center and the National Armed Police Force Academy are among the symbols of China’s sincere support to Nepal. After the earthquake in April 25, 2015, the Chinese people stood firmly with the Nepali people. The Chinese government extends its support for the reconstruction in the areas covering infrastructure construction, recovery of people’s livelihood, repair of cultural and historical heritages, capacity building in disaster prevention and medical as well as public health cooperation. China actively supports and participates in economic and social development of Nepal. The cooperation in the fields of power development, infrastructure, communication, optical cable, agricultural technology, education, health, tourism and aviation has been expanding continuously which provide help for Nepal to achieve social and economic development.

　　中国始终是尼泊尔的发展伙伴。阿尼哥公路、布里特维公路、国际会议中心、武警学院等工程见证了中国对尼的真诚支持。尼泊尔4·25地震后，中国人民坚定地与尼泊尔人民站在一起。中国政府决定在基础设施、民生恢复、文物修复、防灾减灾、医疗卫生等领域大力支持尼震后恢复与重建。中国积极支持、全面参与尼经济社会的发展，在电力开发、基础设施、通讯光缆、农业技术、教育卫生、旅游航空等领域的合作不断扩大，帮助尼实现经济社会发展。

 

China held seven China Festivals and eight China Education Fairs successfully in Nepal. The exchanges of literature, publication, music and fine arts between the two countries are frequent and the dialogues between think tanks are very active. The Governance of China (Volume I) written by President Xi Jinping was translated into Nepali language and widely welcomed in Nepal. In 2017, the first exhibition of the treasures from the National Museum of Nepal was successfully held in Anren, Chengdu in China. Last year, about 6,400 Nepali students were studying in China.

　　中国已在尼成功举办七届“中国节”和八届“中国教育展”。两国文学、出版、音乐和美术界交往频繁，智库对话活跃，《习近平谈治国理政》（第一卷）被翻译成尼文，受到尼各界人士的广泛欢迎。2017年，尼泊尔国家博物馆馆藏珍品中国首展在成都安仁成功举办。去年全年，在华学习的尼泊尔学生约6400人。

 

Since 1998, China has sent medical teams of 11 continuous groups to Nepal and the doctors have been serving in the B.P. Koirala Memorial Cancer Hospital funded and constructed by China. Medical teams from Tibet Autonomous Region, Sichuan Province and Guangdong Province of China also visited Nepal and brought warmth and care to the Nepali people.

　　自1998年以来，中国已连续向尼泊尔派遣11批医疗队，长期在中国援建的BP柯伊拉腊肿瘤医院为病患服务。来自西藏、四川、广东的医疗服务队，为尼泊尔人民带来温暖和关爱。

 

Air routes from Lhasa, Chengdu, Kunming, Guangzhou, Xi’an and Hong Kong to Kathmandu have been opened with 90 flights a week now. With an increasing number of tourists, China is the second largest tourists source country for Nepal.

　　人员往来方面，两国已开通拉萨、成都、昆明、广州、西安、香港至加德满都的航线，每周往来90个航班。中国来尼游客人数不断上升，是尼泊尔第二大游客来源国。

 

Since the establishment of diplomatic relations 63 years ago, the two countries have made remarkable achievements on their respective development. This year marks the 40th anniversary of China’s reform and opening up. After 40 years’ hard working, China with full confidence in its own development, is moving towards a new journey of becoming more open and building a great modern socialist country. After the promulgation of the new constitution, Nepal has completed the elections of governments under the federal system for the first time and established the governments at all three levels. Based on the wishes of the people, Nepal has completed its historic political transformation.

　　建交63年来，两国在各自的发展道路上都取得了显著成绩。今年是中国改革开放40周年。经过40年的艰苦奋斗，中国正在走向更加开放、走向建设社会主义现代化强国的新征程，对自身发展充满信心。尼泊尔完成了制定新宪法后联邦体制下的首次三级选举，建立了三级政府。根据人民的意愿，尼泊尔完成了历史性的政治转型。

 

Since the establishment of diplomatic relations 63 years ago, China and Nepal have always respected each other’s independence, sovereignty and territorial integrity, respected and accommodated each other’s concerns and core interests, respected and sincerely supported each other’s choice for development path. It sets a model of harmonious co-existence between countries of different size and social system. China will continue to follow the principle of amity, sincerity, mutual benefit and inclusiveness, adopting the policy of forging friendship and partnership with its neighbors and respecting each other, treating each other as equals and realizing win-win cooperation. China will continue its support to the economic and social development of Nepal and work together with Nepal to build a community with shared future for China and Nepal. China will continue to work with Nepal to strengthen cooperation, push forward the construction of trans-Himalayan Multi-Dimensional Connectivity Network, promote trade and investment facilitation, build the cross-border economic cooperation zone, and deepen the cooperation under Belt and Road Initiative in order to lift relations to a new height, creating a brilliant future for the people of the two countries.

　　建交63年来，中尼双方坚持尊重对方独立、主权和领土完整，尊重和照顾彼此的关切和核心利益，尊重并真诚支持彼此选择的发展道路，树立了不同规模和不同社会制度国家间和睦相处的典范。中国将继续按照亲诚惠容理念和与邻为善、以邻为伴、互相尊重、平等相待、互利共赢的周边外交政策，支持尼经济社会发展，与尼泊尔共同打造中尼命运共同体。中尼将继续加强合作，推动跨喜马拉雅立体互联互通网络建设，促进贸易投资便利，建设跨境经济合作区，深化“一带一路”合作，推动中尼关系迈上新台阶，为两国人民创造更加灿烂美好的明天。

 

Today’s world is undergoing unprecedented changes and great adjustments. The multi-polarization of the world and globalization of economy are developing further in depth. The informatization of society and diversification of culture are continuously growing. And the trend of the times featuring peaceful development and win-win cooperation is even stronger. China is willing to work with all countries to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity. China will always work with related countries to push the thorough, solid, steady and enduring progress in Belt and Road development following the principle of achieving shared growth through discussion and collaboration. In this great era full of opportunities and challenges, China will continue to partner with Nepal in the years ahead.

　　今天的世界正面临前所未有的大变革、大调整。世界多极化、经济全球化深入发展，社会信息化、文化多样化持续推进，和平发展、合作共赢的时代潮流更加强劲。中国愿与各国共同努力，建设一个持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界。中国将始终以共商、共建、共享为原则，与其他国家共同推动“一带一路”建设走深走实，行稳致远。在这个充满机遇与挑战的伟大时代，中国愿与尼泊尔继续结伴前行。

 

China and Nepal have enjoyed friendly neighborhood for thousands of years and have become more intimate in the past 63 years. With this message, I congratulate the 63rd anniversary of the establishment of diplomatic relations between China and Nepal.

　　今天是中尼建交63周年纪念日。千百载辅牙相倚，六三年互为莫逆。是为贺。
