今天，我们在这里欢聚一堂，共同庆祝中华民族最重要的传统节日——春节，迎接2019年2月5日猪年的到来。我谨代表中国驻东帝汶使馆，向各位来宾及全体旅东侨胞、驻东中资机构、援东驻东医疗队代表等致以最诚挚的问候。恭祝大家新春快乐，万事如意！我还要特别感谢国家行政管理部副部长阿比利奥阁下、外交与合作部长顾问若泽阁下以及鲁瓦克基金会创始人伊莎贝尔夫人的光临，你们的到来表明东政府对旅东华侨华人所发挥作用及所作贡献的认可。
Today, we are gathering here to celebrate the coming Chinese Spring Festival, the most important Chinese traditional festival to welcome the arrival of the Lunar Year of the Pig, which will fall on 5th Feburary, 2019. On behalf of the Chinese Embassy in Timor-Leste, I would like to present my most sincere greeting to all the guests and representatives of overseas Chinese, Chinese enterprises in Timor-Leste and Chinese Medical Team. Wish you a happy Chinese New Year and all the best! Special thanks shall go to H.E. Vice-Minister of State Administration, Mr. Abílio José Caetano, Advisor to Minister of Foreign Affairs and Cooperation, Mr. José Turquel, and to Her Excellency Founder of Centre Quesadhip Ruak, Madame Isabel da Ferreira, your presence graces the reception tonight, which illustrates Timor-Leste Government’s recognition of the contribution and role of oversea Chinese here.
刚刚过去的2018年，世界力量对比加速演变，单边主义、保护主义不断蔓延，现存国际体系受到严重冲击，大国之间竞争博弈日趋激烈。但令我们自豪的是，在国际形势日益动荡背景下，亿万中国人民拼搏奋斗，中国国力稳步提升，经济发展持续向好，实现6.6%的稳定增长。
In the past year of 2018, the shift in the balance of power accelerated, unilateralism and protectionism further developed, the existing international system is coming under serious strain, and the competition among major powers is becoming intensified. But given the context of the more and more turbulent international situation, what really makes us proud is that with the hard striving of Chinese people, China’s national strength has gradually increased, its economic development improved constantly with a steady growth of 6.6% this year.
2018年，我们中国隆重庆祝改革开放40周年，成功举办首届中国国际进口博览会，通过继续深化改革，进一步扩大开放，坚持合作共赢，与世界各国人民共享发展机遇、实现共同繁荣。
In the year 2018, China celebrated the 40th anniversary of Reform and Opening-up, successfully held the first China International Import Expo. It is continuously deepening the Reform, expanding the Opening-up, adhering to win-win cooperation, with a goal to share development opportunities and to achieve common prosperity with peoples all over the world.
2018年，我们经济发展持续向好，实现6.5%的稳定增长，帮助更多人口脱贫，持续改善人民生活。嫦娥四号探测器在月球背面成功着陆，北斗卫星全球定位系统正式启用，港澳珠大桥正式通车，中国创新成就令世界瞩目。
In the year 2018, the Chang’e 4 Lunar Lander successfully landed on the dark side of the moon, the BeiDou Navigation Satellite System was formally launched and the Hong Kong-Zhuhai-Macau Bridge was officially inaugurated. China’s innovation achievements have attracted worldwide attention.
2018年，我们推动两岸关系进入新阶段。习近平主席在《告台湾同胞书》发表40周年纪念会上重申“一国两制”及和平统一方针，提出探索“一国两制”的台湾方案和开展两岸民主协商的重要重要倡议，为新时代两岸走向定下新基调。
In the year 2018, at the commemorative meeting marking the 40th anniversary of the publication of A Message to Compatriots in Taiwan, President Xi Jinping reiterated “One China, Two System” policy and peaceful reunification, and proposed an initiative to carry out Cross-Strait democratic consultations, setting a new tone for the development of Cross-Strait relations in new era.
2018年，我们全面中国推进中国特色大国外交，成功主办博鳌亚洲论坛年会、上海合作组织青岛峰会、中非合作论坛北京峰会等主场外交活动，提出中国主张，发出中国声音，提升中国话语权和影响力。
In the year 2018, China promoted the Major-Country Diplomacy with Distinctive Chinese Features. We hosted a number of events like the Annual Conference of the Boao Forum for Asia, the Qingdao Summit of the Shanghai Cooperation Organization, the Beijing Summit of the Forum on China-Africa Cooperation, put forward China’s proposition, issued China’s voice and enhanced China’s influence.

2018年也是中东睦邻友好、互信互利的全面合作伙伴关系取得新发展的一年。两国高层沟通密切，务实合作成果丰硕，人文交流日益频繁。中国是东第二大贸易伙伴，来东投资兴业的中国企业日益增多，涉足基础设施、农业、贸易等多个领域。中国企业承建的东帝汶第一条高速公路——苏艾高速公路1期项目正式通车，蒂坝港项目破土动工。粮仓、电视等援助项目稳步推进，中国援东职业教育培训班学生在华一年学习生活后顺利毕业。
The year of 2018 also witnessed new development of the comprehensive cooperative partnership between China and Timor-Leste of good-neighborliness, mutual trust and mutual benefit. The high-level exchanges continued, our pragmatic cooperation was fruitful and the cultural exchanges were much closer. China is the second largest trading partner of Timor-Leste. More and more Chinese companies have invested and operated here, getting involved in many fields like infrastructure, agriculture and trade. The Suai Highway (Phase I) Project, the first highway in Timor-Leste, built by Chinese enterprise, was officially launched, the Tibar Bay Port Project broke the ground, the China-aided projects of Grain Depot and DTMB Digital TV have been steadily advanced, the Timorese students attending in vocational training courses have just graduated after their one-year study in China.
在今天欢聚的时刻，我们特别邀请了两批特殊的客人。一批是中国援东医疗队代表。自2004年1月以来，先后有7批中国医疗队来东为东民众诊疗，救治病患约30万人次。现第7批医疗队即将完成离任两年的使命回国，祝他们回国旅途顺利。另一批是刚从中国学成归来的职业培训班学生代表，相信中国留学经历会改变这些年轻学子的人生。台上的鲁瓦克总理夫妇是东方促成培训班的重要功臣，总理夫人更是于去年12月亲自赴华出席培训班结业仪式。相信在中国留学这段经历会改变这些年轻学子的人生，也希望这些学生能够在未来成为让我们以热烈的掌声向这些中东友谊的使者表示感谢和敬意。
At this moment of happy reunion, we invited two groups of special guests. One group is Chinese Medical Team. From January 2004, there have been 7 batches of Chinese Medical Team coming to Timor-Leste, providing medical treatment for about 300,000 Timorese patients. Now, the 7th batch of Medical Team is about to finish their two-year mission in Timor-Leste and I would like to wish them a pleasant journey back. And the other group are student representatives of the vocational training courses who have just returned from China. Prime Minister, H.E. Mr. Taur Matan Ruak and Madame Isabel were both active supporters to this program and Madame personally visited China to attend the Closing Ceremony last December. I believe that this experience of studying in China will surely change theses young people’s life, and I also hope these students will become messengers of friendship between our two countries in the future.

2019年是新中国成立70周年，也是决胜全面建成小康社会，实现第一个百年奋斗目标的关键一年。70年一路走来，中国奇迹举世瞩目，关键就在于有中国共产党的坚强领导，在于中国人民不懈的拼搏奋斗。当前，东帝汶也在全力谋求国家发展，实现经济多元化，改善人民生活水平。2019年是东推进国家战略发展规划的重要一年，也是联合国东帝汶行动20周年，这些都为企业家们提供了宝贵机遇。
The year 2019 is the 70th anniversary of the founding of the People’s Republic of China, and also a crucial year to secure a decisive victory in building a moderately prosperous society in all respects and to realize the first centenary goal of China. During the past 70 years, the Chinese miracle has attracted worldwide attention and its key lies in the strong leadership of the Chinese Communist Party as well as the unremitting hard-working of the Chinese people. At present, Timor-Leste is also bent on its national development, economic diversification and improving people’s livelihood. 2019 is an important year for Timor-Leste to push forward its national strategic development plan, it’s also a year for 20th anniversary of UNTAET. All these provide vast opportunity for the entrepreneurs.
我们希望广大侨胞侨胞、中资企业继续发扬心系祖（籍）籍国、热爱东帝汶的爱国爱乡精神，积极在东发展创业，遵守当地法律法规，履行社会责任，为东国家发展及中东友好交流事业做出新的贡献。驻东使馆将继续秉承“以人为本”理念，加强领保工作力度，提升领事便民水平，一如既往地为大家服好务。
We hope that all the overseas Chinese and Chinese enterprises in Timor-Leste could continue to carry forward the love and passion to the native country as well as to Timor-Leste, to actively develop business, to respect and abide by the local laws and fulfill social responsibility here, to make new contributions to Timor-Leste’s national development, and to the cause of friendship between China and Timor-Leste. Based on “People-Centered” idea, the Chinese Embassy will, as always, exert itself to serve you well, by stepping up consular protection and making consular services more accessible.
在新的一年里，让我们一起撸起袖子加油干，为更美好的生活努力拼搏，为中东关系的更好明天共同奋斗。衷心祝愿伟大的祖国繁荣昌盛，人民幸福安康。祝愿各位旅东侨胞和朋友事业兴旺，吉祥如意，身体健康，生活幸福。
In the year of 2019, also the year of the pig, let’s roll up our sleeves and work hard together for a better life for our two peoples and a brighter future of China-Timor-Leste relations. Let’s sincerely wish our motherland and Timor-Leste prosperity. Wish all our fellow compatriots and friends here in Timor-Leste a successful career, good luck, health and happiness.
