今天，我们共聚一堂，共商中非“一带一路”合作，对接《2063年议程》。首先，我谨代表中国驻非盟使团向各位来宾表示热烈的欢迎！
We are gathered here to discuss China-Africa cooperation on the “Belt and Road” Initiative and the interface between the BRI and Agenda 2063. First of all, allow me to extend a warm welcome to all the guests on behalf of the Mission of the People’s Republic of China to the African Union.
本次对话会聚焦非洲互联互通，着眼数字经济、能源和产业发展等领域，携手应对非洲面临的基础设施、人才和资金等发展挑战，为中非企业互通商机、对接项目搭建交流合作平台。我期待与大家一道，畅所欲言，凝聚共识，共同开创中非“一带一路”合作的美好未来！
Today’s dialogue focuses on Africa’s connectivity, digital economy, energy and industrial development, and aims to provide a platform for China and Africa to jointly address the challenges facing the development of infrastructure, human and financial resources and for Chinese and African businesses to explore cooperation opportunities. I am looking forward to sincere discussions that will build consensus to contribute to a better future of China-Africa cooperation under the BRI.
今天恰逢非洲自贸区协定生效。非洲自贸区是非洲经济一体化的重大成果，也是中非共建“一带一路”的重要内容。我愿借此机会向非盟和非洲各国表示热烈祝贺，祝愿非洲在和平与发展的道路上取得新的更大成就！
Today’s dialogue coincides with the entering into force of the Agreement Establishing the African Continental Free Trade Agreement. The AFCFTA is a landmark achievement in Africa’s economic integration, it is also an important part of China-Africa cooperation under the BRI. I would like to take this opportunity to congratulate the AU and its member states on this special occasion and wish you greater success on the path of peace and development.

Ladies and gentlemen, Dear Friends,
“一带一路”倡议提出5年多来，得到国际社会的广泛关注和踊跃支持。前不久，第二届“一带一路”国际合作高峰论坛在北京成功举办。参会各方共签署100多项多双边合作文件，取得283项务实成果，达成640多亿美元项目合作协议。新形势下，“一带一路”合作不断迸发出旺盛的生命力，根本原因在于其秉持共商、共建和共享理念，高举和平、发展、合作、共赢的旗帜，顺应世界多极化、经济全球化的潮流，植根各国对持久和平、普遍安全、共同繁荣、开放包容和清洁美丽世界的渴望，着眼构建人类命运共同体的美好愿景，是一条凝聚各方合作共识和发展憧憬的繁荣之路、开放之路。
Since it was proposed five years ago, the BRI has received wide-spread attention and support from the International Community. Recently, the 2nd Belt and Road Forum for International Cooperation was successfully held in Beijing, attaining over 100 bilateral and multilateral cooperation documents, 283 practical results and cooperation projects valued at more than US$ 64 billion. Under new circumstances, the bursting vitality of cooperation under the BRI lies in our perseverance in common consultation, joint construction and shared results. By holding up the banner of peace, development, cooperation and mutual win in accordance with multi-polarization and economic globalization, the BRI is rooted in the people’s yearning to build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity, and envisages a community with a shared future for mankind. It is a road of prosperity and openness featuring consensus and aspirations of all the participants.
非洲是“一带一路”的自然和历史延伸。早在15世纪初，中国明代航海家郑和沿着古代海上丝绸之路抵达非洲之角的索马里和肯尼亚，把中方的丝绸、瓷器、茶叶和发展经验带到非洲。进入新世纪后，中非共同历史使命和发展目标将双方更紧密地联系在一起，古老的丝绸之路成为共筑中方繁荣发展的合作桥梁。我们欣喜地看到，39个非洲国家和非盟委员会与中方签署共建“一带一路”合作文件，一大批铁路、公路、桥梁、机场、港口和工业园项目在非洲落地生根，给中非人民带来实实在在的利益，也为中非全面战略合作伙伴关系注入新的内涵。
Africa is a natural and historical extension of the BRI. Zheng He, the Chinese navigator of the Ming Dynasty in the early 15th Century, traveled along the ancient Maritime Silk Road to African countries including Kenya and Somalia, bringing with his fleet silk, porcelain and Chinese tea. In the 21st Century, China and Africa are enjoying an ever-closer relationship with their common historical mission and development targets, the ancient Silk Road has become a cooperation bridge linking the two sides in their striving for prosperity and development. We are glad to acknowledge that 39 African countries and the African Union Commission have signed BRI documents with China. A large number of projects involving railways, roads, bridges, airports and seaports and industrial parks are being implemented, bringing genuine benefits to Chinese and African peoples and enriching the China-Africa Comprehensive Strategic and Cooperative Partnership.
女士们、先生们、朋友们，
Ladies and Gentlemen, Dear Friends,
非洲是“一带一路”国际合作不可或缺的重要组成部分。中非双方应以“一带一路”合作和中非合作论坛机制为引领，促进政策、设施、贸易、资金和民心融通，推动“一带一路”合作沿着高质量方向不断前进。
Africa is an indispensable part of the international cooperation under the BRI. China and Africa should work together within the framework of the BRI and FOCAC to promote policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people affinity, and orient BRI cooperation on a path of high-quality development.
第一，以政策沟通为平台，加强战略对接。“一带一路”倡议具有开放、包容和透明的特点，不打地缘政治的小算盘，不搞封闭排他的小圈子，让合作在阳光下运行。中方愿与非洲各施所长、各尽其能，推动“一带一路”与《2063年议程》、联合国2030年可持续发展议程和非洲各国发展战略对接。欢迎各伙伴方积极加入“一带一路”合作，构建多层次合作架构，共促非洲经济社会发展。
Firstly, policy coordination is a platform to strengthen strategic cooperation. The BRI features openness, inclusiveness and transparency with no narrow-minded geopolitical calculations in closed-circuit groupings. China is willing to join hands with Africa to use our respective advantages and strengths to build more synergy between the BRI, Agenda 2063, UN Sustainable Development Goals and the development strategies of African countries. We welcome partners to pitch in to build a multi-layered cooperation architecture that contributes to the development of Africa’s economic and social development.
第二，以设施联通为重点，增进互联互通。基础设施是经济融通的动脉。中方愿结合非洲发展需要，本着政府引导、企业主体、市场运作原则，秉持共同、集约、绿色、安全和开放发展理念，加强中非“一带一路”合作顶层设计，高质量、可持续地在交通、能源、信息通讯和产业发展等领域推进重点项目，帮助非洲打造经济走廊和交通动脉，培育非洲经济增长的新动能，提升自主发展能力。
Secondly, facilities connectivity serves as a catalyst for boosting regional linkages. Infrastructure are the arteries of economic integration. Based on Africa’s development needs and the principles of governmental guidance, corporate initiative and market economy, China sticks to common, intensive, green, secure and open development ideas to strengthen top-level design for China-Africa cooperation under the BRI, and pursues the implementation of sustainable and high-quality key projects in transport, energy, ICT and industrial development. The ultimate goal is to build Africa’s economic corridors and transport arteries, cultivate new engines for economic development and improve Africa’s endogenous development capacity.
第三，以贸易畅通为亮点，扩大开放共赢。贸易自由化、区域经济一体化是历史潮流。以邻为壑、损人利己的贸易保护主义和经济霸权主义只会让人类退回自我封闭的孤岛，使世界经济的海洋干涸。中方坚定支持贸易和投资自由化便利化，致力于构建开放型世界经济，愿同非洲各国通过“一带一路”合作，帮助非方更好融入全球价值链和产业链，也将进一步向非洲敞开大门，欢迎更多非洲企业参与中国各类博览会，共享贸易融通和市场开放的红利。
Thirdly, unimpeded trade broadens the spheres of opening-up and win-win. Free trade and regional economic integration are in line with the prevailing historical trend. Trade protectionism and economic hegemony which advocate the policies of beggar-thy-neighbor and benefiting oneself at others’ expenses will send the human race back to isolated islands which will eventually dry up the ocean of the world economy. China resolutely supports trade liberalization and facilitation, and is committed to building an open world economy. We will cooperate with African countries through the BRI and help Africa to integrate into the global value and industrial chain, and further open our doors to Africa and welcome African businesses to participate in various expos to enjoy the dividends of unimpeded trade and market.
第四，以资金融通为助力，服务中非合作。当前中非投融资合作方兴未艾。中方从不在对非合作中附加政治条件，从不谋取政治私利，严格按照市场规则办事。中方愿依托“一带一路”专项贷款、丝路基金、中非发展基金、中非产能合作基金、非洲中小企业发展专项贷款等投融资平台，为中非共建“一带一路”提供资金支持。我们也希望与国际和非洲金融机构合作，创新投融资模式，解决非洲发展资金不足的问题。
Fourthly, financial integration contributes to China-Africa cooperation. China-Africa cooperation in financing and investment is growing rapidly. Abiding strictly by the rules of the market, China attaches no political conditions and seeks no political self-interests in its cooperation with Africa. China stands ready to provide financing for China-Africa BRI cooperation through the BRI special loans, the Silk Road Fund, China-Africa Development Fund, China-Africa Industrial Capacity Cooperation Fund, and the Special Loans for the Development of Africa's Small- and Medium-sized Enterprises. We also look forward to working with international and African financial institutions to innovate in investment and financing models to address the issue of capital deficit facing Africa’s development.
第五，以民心相通为纽带，促进文明交流。中非人民虽有肤色语言之别，但在文明交流互鉴中各具魅力、美美与共。“一带一路”合作坚持以人民为中心，走的是“对话而不对抗、结伴而不结盟”国与国交往新路，旨在搭建不同文明平等相待、和谐共处的桥梁。中方愿进一步扩大中非在文化、教育和旅游等领域合作，为青年、妇女、媒体和智库交流搭建更多平台，拉近中非人民心与心的距离。
Fifthly, people-to-people affinity is a link facilitating inter-civilizational exchanges. Though different in complexion and languages, Chinese and African peoples have demonstrated their ability to coexist in harmony and appreciate each other’s uniqueness in inter-civilizational exchanges and mutual learning. Cooperation under the BRI advocates a people-centered new path of international engagement that prefers dialogue to confrontation, and seeks partnership and non-alignment. We intend to build a bridge for equal treatment and harmonious coexistence between different civilizations. China is willing to expand cooperation with Africa in the areas of culture, education and tourism, and will create more platforms for the exchanges between youth, women, media and think tanks, so that the hearts of Chinese and African peoples will be closer.

Ladies and gentlemen, Dear Friends,
企业是共建“一带一路”的直接参与者和建设者。今天参会的各位企业家都心系非洲这片广袤土地，为促进中非关系发展做出积极贡献。希望中非企业抓住“一带一路”释放的政策红利和投资机遇，投身非洲经济社会发展，推动中非合作提质增效。中方企业应坚持正确义利观，积极向非洲转让技术、发展经验和创造就业，把帮助非洲实现自主可持续发展同中国自身发展紧密结合，促进中非互利共赢和共同发展。
Businesses are the immediate participants and builders of the BRI. Business representatives present today have made great contributions to the development of China-Africa relations. I hope Chinese and African businesses will take the policy dividends and investment opportunities unleashed by the BRI, and devote themselves to Africa’s economic and social development and uplift China-Africa cooperation to a higher level. Chinese businesses should stick to the righteous idea of justice and benefits to transfer technologies, development experiences and create employment, so that Africa’s drive to achieve endogenous and sustainable development can be closely combined with China’s own development, which will ultimately promote mutual benefits, win-win and common development.
当今世界正在经历百年未有之大变局。13亿中国人民众志成城，积极致力于全面建成小康社会，推动新一轮高水平对外开放。12亿非洲人民也在为实现经济振兴、民族富强、社会进步的“非洲梦”不懈努力。我相信，只要中非双方携手努力，“一带一路”合作必将在非洲实现更大发展，让中非合作这艘巨轮行稳致远！
The contemporary world is undergoing changes unforeseen in the past century. The 1.3 billion Chinese people are striving to build a moderately prosperous society and pushing ahead with a new round of high-level opening-up. The 1.2 billion African people are working tirelessly for the “African dream” of economic prosperity, national rejuvenation and social progress. I firmly believe that if China and Africa can join hands in cooperation under the BRI, greater progress will be made to keep China-Africa cooperation on a steady path to long-term development.
