很高兴应邀出席华为尼日利亚信息和通信技术（ICT）大赛颁奖仪式。祝贺尼日利亚青年才俊在比赛中取得了优异成绩。
It is a great pleasure and honor for me to join you in the Award Ceremony of the 2018 Huawei ICT Competition in Nigeria. Let me express my warm congratulations to all the young talents of Nigeria for your excellent performance in the competition.
“为使尼日利亚经济在21世纪的全球经济中更具竞争力，其产业政策必须与以数字化为主导的增长战略相关联。”尼日利亚经济复苏增长计划（ERGP）中的这句话令人印象深刻。
“To make the Nigerian economy more competitive in the 21st century global economy, its industrial policy must be linked to a digital-led strategy for growth.” I find the above-mentioned assessment in the document of ERGP very impressive.
ERGP进一步指出：“数字化主导的增长战略其总体目标是构建尼日利亚ICT生态系统。这一目标通过大幅扩大宽带覆盖范围、发展电子政务和建立ICT集群等方式来实现，从经济特区做起。政府将实施相关计划培养ICT技能，重点培训软件开发、编程、网络开发和网络安全方面的IT工程师。”
The ERGP, Nigeria’s Economic Recovery and Growth Plan, continues to state, “The overall goals of a digital-led strategy for growth centre on the establishment of an ICT ecosystem in Nigeria. This is enabled through significantly expanding broadband coverage, increasing e-government, and establishing ICT clusters, starting in the SEZs. Government will also drive a programme to build the skills in this sector, focusing on training IT Engineers in software developing, programming, network development and cyber security.”
今天在场的各位，政府官员、大学师生、包括华为在内的业界人士，都是尼日利亚ICT生态系统的重要组成部分。有各位的决心和共同努力，相信尼日利亚的数字经济增长将愈加强劲。
It is my belief that all of you present here today, government officials, professors and students from various universities, business representatives including Huawei, are integral parts of Nigeria’s ICT ecosystem. With your firm determination and joint efforts, I expect more and more solid progress in Nigeria’s digital-led growth.
上周，中国举办了两大促进中非合作的重要活动。6月25日，中非合作论坛北京峰会成果落实协调人会议在北京成功举办。6月29日，首届中非经贸博览会在湖南长沙闭幕，成果丰硕。
Last week, two important events to promote China-Africa cooperation took place in China. On June 25, the Coordinators’ Meeting on the Follow-up Actions of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) was successful held in Bejing. On June 29, the first China-Africa Trade Expo came to a close with fruitful outcomes in Changsha, the capital city of Hunan province in central China.
中方愿同尼方加强两国主管部门交流合作，分享信息通信发展经验，共同把握数字经济发展机遇，鼓励企业在信息通信基础设施、互联网、数字经济等领域开展合作，共同努力缩小数字鸿沟，推进信息社会建设。
China remains committed to enhancing exchanges and cooperation between competent authorities of China and Nigeria, sharing good practice in each other’s ICT development, seizing the opportunity presented by the digital economy, encouraging companies to carry out cooperation in ICT infrastructure, the internet and the digital economy, and working together to narrow the digital divide and promote the building of an information society in Nigeria and China.
二十年前，尼日利亚仅有2.7万手机用户；今天，这个数字飙升至1.7亿。二十年前，尼日利亚移动通话一分钟花费1美元；今天，只需2美分。二十年前，华为开始进入尼日利亚；今天，历经二十年来与尼日利亚共同成长，华为已是尼日利亚最可靠的商业伙伴之一。我们对一个中国的华为、尼日利亚的华为、全球的华为引以为豪。
Twenty years ago, there were 27 thousand mobile phone owners in Nigeria. Today, that number soars to 170 million. Twenty years ago, for one minute mobile talk in Nigeria it would cost you 1 USD dollar. Today, it costs you 2 cents. Twenty years ago, Huawei began to knock the door of Nigeria. Today, Huawei grows with Nigeria as a most reliable business partner of Nigeria. We are proud of the Chinese Huawei, the Nigerian Huawei, and the global Huawei.
