很高兴今晚同大家欢聚一堂,共同庆祝中华人民共和国国庆。首先，我谨代表中国驻哥打基纳巴卢总领馆，对各位来宾的光临表示热烈欢迎和诚挚感谢，特别要感谢州元首敦阁下和夫人、首席部长拿督斯里沙菲益阿达阁下和夫人莅临今晚的招待会。
It is my great pleasure to have all of you with us, celebrating the National Day of the People’s Republic of China. First of all, on behalf of the Chinese Consulate General in Kota Kinabalu, I would like to extend my warmest welcome and sincere gratitude to all the guests, especially to the Head of State, TYT Tun Datuk Seri Panglima (Dr.) Haji Juhar, YABhg. Toh Puan Datuk Seri Panglima (Dr.) Hajah Norlidah, Chief Minister YAB Datuk Seri Panglima Haji Mohd Shafie and YABhg. Datin Seri Panglima Shuryani for attending tonight’s Reception.
今年是中华人民共和国成立70周年。70年前的中国，在经历了长达百年的动乱、战乱后，由原来世界上最富庶的一个国家，陷入了一穷二白的境地。毛主席有过这么一段话描述那个时候的中国，他说：“现在我们能造什么呢？能造桌子、椅子，能造茶碗，能造茶壶，还能种粮食，还能磨成面粉，还能造纸。但是一辆汽车、一架飞机、一辆坦克、一辆拖拉机都造不出来。”这就是当时中国真实的状况。
This year marks the 70th anniversary of the founding of the People’s Republic of China. 70 years ago, China was plunged into a poor situation from one of the most prosperous countries in the world after a hundred years of turmoil and war. As described by Chairman Mao at that time, “What could we produce now? We can produce tables, chairs, teacups and teapots; we can grow grains, and grind them into flour; we can also make paper. However, we cannot even make a car, a plane, a tank or a tractor.” This was the real situation in China at that time.
70年沧桑巨变。在中国共产党领导下，经过几代人艰苦奋斗，中国已然稳居世界第二大经济体，成为世界第一大工业国、第一大货物贸易国、第一大外汇储备国，近年对世界经济增长的贡献率超过30%。建国以来，中国共减少贫困人口8.5亿，对全球减贫贡献率超过70%。现在，我们能制造出世界上速度最快、营业里程最长的高铁；能制造出世界上下潜能力最深的作业型载人潜水器；能制造出世界上首个登陆月球背面的探测器。中国的移动支付、5G技术领先世界。中国制造上天入海、遍布世界，并正逐步由中国制造走向中国创造。
In the past 70 years, China has seen dramatic changes. Under the leadership of the Communist Party of China and with hard work of several generations, China has become the world’s second largest economy, the world’s largest industrial country, cargo trading country and foreign exchange reserve country, contributing over 30% to the global economic growth. China has lifted 850 million people from poverty since its founding, contributing more than 70% to the global poverty reduction. Now, we can make the world’s fastest high-speed rail with the longest network, the world’s most capable manned submersible and the world’s first probe to land on the moon’s far side. China leads the world in mobile payment business and 5G technology. China’s products cover all areas ranging from space industry to deep sea industries. “Made in China” can be found all over the world and is gradually transforming to “Created by China”.
70年勇往直前。自改革开放以来，中国打开国门搞建设，敞开胸襟、拥抱世界，成功实现从封闭半封闭到全方位开放的伟大转折。正如习近平主席所强调的：“过去40年，中国经济发展是在开放条件下取得的，未来中国经济实现高质量发展，也必须在更加开放条件下进行。”今年中国又新设了6个自由贸易区，将于11月在上海举办第二届中国国际进口博览会。在贸易保护主义抬头的大背景下，中国将继续支持自由贸易和经济全球化，中国改革的脚步不会停滞，开放的大门只会越开越大。
In the past 70 years, China has marched forward courageously. Since the reform and opening-up, China has opened its door and mind to build the country and embrace the world, successfully realizing the great transformation from a closed or semi-closed state to one featuring all-round opening up. As emphasized by President Xi Jinping, “China’s economic development was achieved under a condition of opening-up in the past 40 years. In the future, China’s economy must achieve high quality development under more open conditions.” This year, China has established six more free trade zones. The 2nd China International Import Expo will be held in Shanghai in November. Against the rise of trade protectionism, China will continue to support free trade and economic globalization. The pace of China’s reform will not stagnate, and its door will open even wider.
70年上下求索。新中国成立后，始终坚持独立自主、睦邻友好的和平外交政策。随着中国经济实力和国际影响力的增强，中国更加密切地把自身发展与世界发展结合起来，不断为维护世界和平发展贡献中国智慧和中国方案。2013年，中国提出共建“一带一路”倡议，至今已成功举办两届“一带一路”国际合作高峰论坛，同160多个国家和国际组织签署相关合作文件，政策沟通不断深化，资金融通不断扩大，设施联通不断加强，贸易畅通不断提升，民心相通不断发展。“一带一路”倡议源于中国，机会和成果属于全世界，不仅带动了沿线国家经济发展，而且促进了世界经济增长，成为真正意义上的全球共识、全球平台、全球行动，为经济全球化开辟新路径，为国际合作拓展新空间。
In the past 70 years, China has kept exploring on the way forward. Since its founding, the People’s Republic of China firmly pursues an independent and good neighbor foreign policy of peace. With the increase of China’s economic strength and international influence, China begins to integrate its own development with the world’s more closely, continuously contributing the Chinese wisdom and approach to the maintenance of world peace and development. In 2013, China proposed the Belt and Road Initiative (BRI). So far, China has successfully held the Belt and Road Forum for International Cooperation twice and has signed relevant cooperation documents with more than 160 countries and international organizations. The BRI has strengthened policy, financial, infrastructure, trade and people-to-people connectivity. Although the BRI was proposed by China, the opportunities and achievements of it belong to the world. The BRI not only drives the economic development of the countries along the routes, but also promotes global economic growth. It has become a global understanding, a global platform, and a global action, opening up a new path for economic globalization and expanding new areas for international cooperation.
许多马来西亚朋友告诉我，每次去中国，都发现中国发展特别快，变化特别大。的确，中国用短短70年，完成了典型西方国家用至少250年到300年才完成的工业成就。道路决定前途。中国成功的秘诀就在于，坚持适合自身发展的道路，也就是中国特色社会主义。中国的发展给世界带来了深远的影响，也给世界上那些既希望加快发展、又希望保持自身独立性的国家和民族提供了全新的选择。
Many Malaysian friends told me that they found China developing fast and changing dramatically every time they visited China. Indeed, China spent only 70 years to complete the industrial achievements whereby most western countries took at least 250 to 300 years. Paths determine the future. The secret of China’s success lies in adhering to the path that suits its own development, that is, the Socialism with Chinese Characteristics. China’s development has brought profound impact globally and it has also provided new options to those countries and nations worldwide that wish to accelerate development and maintain their independence at the same time.

今年也是中马建交45周年。马来西亚是首个同中国建交的东盟国家。近半世纪以来，中马两国风雨同舟、携手并进。在中国改革开放初期，许多马来西亚华人赴中国投资兴业，帮助中国经济腾飞。近年来，中国提出共建“一带一路”倡议，马来西亚是最早响应和积极参与倡议的国家之一，也是早期收获最丰硕的国家之一。马来西亚新政府上台以来，敦马哈迪首相在短短10个月内两次访华，两国领导人就加强在“一带一路”框架下的合作达成广泛共识，为新形势下两国关系发展指明了方向，中马关系迈入新时代。
This year marks the 45th anniversary of the establishment of diplomatic relations between China and Malaysia. Malaysia was the first ASEAN country to establish diplomatic relations with China. For nearly half a century, the two countries have worked together through thick and thin and marched forward hand in hand. In the early days of China’s reform and opening-up, many Malaysian Chinese went to China to invest in various industries, helping China’s economy to take off. When China proposed the BRI in recent years, Malaysia was among the first countries to respond and actively participated in the BRI and was also one with the most early results. Since the new Malaysian government took office, Prime Minister Tun Dr. Mahathir visited China twice within just 10 months. The leaders of the two countries have reached broad consensus on strengthening cooperation under the framework of the BRI, setting the direction of bilateral relation development in the new situation. China-Malaysia relations have entered a new era.
今年上半年，中马双边贸易额近574亿美元，同比增长11%；截至今年8月，中国对马累计直接投资达116亿美元，连续3年成为马来西亚制造业最大外资来源国；截至今年3月底，仅制造业领域，中方已投资440多个项目，为当地创造了7.7万个就业岗位。“一带一路”倡议正为中马两国带来共同繁荣，为人民带来切切实实的好处。
In the first half of this year, bilateral trade volume between China and Malaysia was near 57.4 billion US dollars, an increase of 11% as compared with the same period last year. As of August this year, China’s cumulative direct investment in Malaysia reached US$11.6 billion. China has been the largest source of foreign investment in Malaysia’s manufacturing industry for three consecutive years. As of March this year, Chinese companies have invested more than 440 projects solely in the manufacturing sector, creating 77,000 jobs for the local community. The BRI is bringing common prosperity to China and Malaysia, and real benefits to the people.
沙巴地理位置优越，是古代海上丝绸之路的重要节点。中沙两地友好往来源远流长。沙巴优美的风景、丰富的资源、优秀的中华文化传承，以及和谐稳定的社会，都为当今中沙各领域合作提供了良好基础和广阔前景。
As an important node of the ancient Maritime Silk Road, Sabah is strategically located. The friendship and exchanges between China and Sabah enjoy a long history. Sabah’s picturesque scenery, rich resources, exceptional Chinese cultural heritage, harmonious and stable society have laid good foundation for cooperation with broad prospects in various fields between China and Sabah.
“好风凭借力，扬帆正当时”。借着“一带一路”的东风，在各方共同努力下，近年来，中沙合作蒸蒸日上、硕果累累。当前，中国企业在沙巴投资不断增加，涉及基础设施、房地产、电力能源、通讯、种植业、养殖业、酒店餐饮业、旅游业、物流业和制造业等领域。今年4月，首席部长拿督斯里沙菲益亲自率团访问中国，签署了总值200亿令吉的一系列合作意向书，将中沙经贸合作推向新高度。今年上半年，来沙巴的中国游客达31万人次，比去年同期增长5.6%。今年年底，东马首家孔子学院将在沙巴大学落成，成为沟通两地民心的又一座桥梁。刚刚前几天，亚庇市与中国杭州市、西安市结为了姐妹城市。
As the Chinese poem goes, “when the fair wind comes, it’s the right time to start sailing”. With the wind of BRI and the joint efforts of all parties, the cooperation between China and Sabah has flourished in recent years. At present, investment by Chinese companies in Sabah are increasing, covering sectors of infrastructure, real estate, power supply, communications, plantation, aquaculture, hotel and catering, tourism, logistics, manufacturing and others. In April this year, Chief Minister Datuk Seri Panglima Haji Mohd Shafie led a delegation to China in person and signed a series of MOUs on cooperation with a total value of RM20 billion, bringing China-Sabah economic and trade cooperation to a new level. In the first half of this year, the number of Chinese tourists coming to Sabah reached 310,000, an increase of 5.6% as compared with the same period last year. At the end of this year, the first Confucius Institute in East Malaysia will be established at the University of Sabah, as a bridge to connect the people between the two places. Just a few days ago, Kota Kinabalu became a sister city of Hangzhou and Xi’an in China.
一项项合作成果的背后，有着两地政府的大力支持，也饱含着广大华人华侨、中资企业以及无数普通劳动者的辛苦汗水。在此，我要向所有中沙合作的参与者、支持者致敬！也要感谢首席部长拿督斯里沙菲益领导的沙巴州政府，及所有关心和支持总领馆工作的朋友们！让我们继续并肩合作，努力推动中沙共同发展与繁荣！
Behind the scene of all the fruitful cooperation results, we see strong support from the governments of both China and Sabah, and hard work of countless ordinary workers. Here, I would like to pay tribute to all those who participate and support the China-Sabah cooperation! I would also like to thank the Sabah State Government, led by Chief Minister Datuk Seri Panglima Haji Mohd Shafie, and all the friends who support the work of the Consulate General! Let us continue to work hand in hand in promoting the common development and prosperity of China and Sabah!
在这里，我要感谢广大华社、华教组织、中资企业赠送的花蓝，为今晚的招待会增添了浓浓的节庆气氛。我要感谢由国际著名古筝演奏家关杰教授率领的大连古风艺术团的艺术家们，即将为大家呈现一台精彩绝伦、富有中国民族特色的节目。
I would also like to thank the Chinese community, Chinese educational organizations and Chinese enterprises for your flower stands, which enhance the festive atmosphere of tonight’s Reception. I would like to thank Dalian Gufeng Arts Troupe, led by the world renowned Guzheng player Professor Guan Jie. The artists are going to present us a wonderful performance with Chinese characteristics.

Lastly, let us wish prosperity to China and Malaysia and happiness to the people of the two countries! May China-Malaysia friendship last forever! May China-Sabah cooperation flourish! Wish all of you good health!
