尊敬的克罗地亚各位省长、各位市长，
尊敬的克罗地亚总理高级顾问，
Dear Distinguished Prefects and Mayors,
女士们，先生们：

今天我很高兴在使馆为这么多克罗地亚地方领导人和总理高级经济顾问举办此次午餐会。首先，我谨代表中国驻克罗地亚使馆对大家的到来表示热烈欢迎，对各位长期以来对中克关系发展的支持以及对中国的关注表示感谢。
I am very delighted to host this seminar today at our embassy in honor of Croatian prefects and mayors who are going to China to participate in the seminar on government and governance. It’s my real pleasure and honor to get to know so many distinguished friends present here today. First of all, I would like to extend my warmest welcome to you on behalf of our embassy. I want to express my appreciation to all the friends present here today for your support to the development of China and Croatia relationship and for your interest in China.
今天，我也愿借此宝贵机会向大家介绍中克关系和中国的发展。
Before you kick off your visit to China, I would like to take this precious opportunity to give you a briefing about China and the opportunities we are faced in our bilateral relationship and cooperations.
今年是中克建交27周年。27年来，两国关系在相互尊重、平等互利基础上取得快速发展，双边政治互信和传统友谊得到进一步巩固，全面合作伙伴关系不断深化。两国高层往来频繁，去年普连科维奇总理赴华出席首届中国国际进口博览会，今年4月，李克强总理访克并出席第八次中国-中东欧国家领导人会晤，推动中克关系步入新阶段。
This year marks the 70th Anniversary of the Founding of the People’s Republic of China. The past seven decades have witnessed China’s historical transformation. In recent years, China-Croatia bilateral relationship based on mutual respect, equality and benefit has maintained strong momentum and entered a diamond-like development period. Both countries have enjoyed frequent high-level exchanges of visits. Last year, Prime Minister Mr. Andrej Plenkovic paid a successful official visit to China for the 1st China International Import Expo. This April, Premier Li Keqiang visited Croatia and attended the 8th Summit of Heads of Government of China and Central and Eastern European Countries.
两国务实合作快速发展。2018年，中克贸易额约10亿欧元，同比增长16.2%。中国路桥集团承建的佩列沙茨大桥，实现中克大项目合作的历史性突破，并成为中克欧三方合作的典范。今年4月，华为公司与克数字社会发展办公室签署两项合作谅解备忘录。此外，骆驼集团投资里马茨公司、北方国际投资塞尼风电等也是两国经贸合作重要组成部分。
The pragmatic cooperation between our two countries has been growing quickly. The bilateral trade was increased by 16.2% last year. The Peljesac Bridge being built by China Road and Bridge Corporation, marks a historic breakthrough in the cooperation between our two countries, and also creates a model of trilateral cooperation among China, Croatia and EU. This April, Huawei signed two memorandums of understanding with Croatian Central State Office for Digital Society Development. In addition, China Camel Group invested in Rimac, China Norinco International invested in Senj wind power project etc., all of which are important elements of economic and trade cooperation between our two countries.
两国人文交流再谱新篇。2018年，中国到克游客人数约24万，同比增长超过40%，今年这一数字还将再创新高。克罗地亚已成为中国游客到访中东欧最受欢迎的旅游目的地之一。今年也是中克文化和旅游年，双方举办了一系列丰富多彩的交流活动，为两国民心相通提供了多样平台。
The story of bilateral people-to-people exchange is writing a new chapter. In 2018, the number of visitors from China to Croatia reached around 240,000, with a more than 40% year-on-year growth. This year this figure will hit a new high. Croatia is becoming one of the most popular destinations among Central and Eastern European countries for Chinese tourists. This year is also China and Croatia Year of Culture and Tourism with a series of wonderful events and activities, which provided various platforms for closer people-to-people ties between our two countries.
一直以来，地方合作是中克关系的重要组成部分，是两国推进务实合作的重要增长点，也是双方人民增进了解和友谊的重要平台。
Local cooperation has always been an important part of China-Croatia relations, a vital growth point for the two countries’ pragmatic cooperation, as well as a significant platform for the people of both sides to enhance understanding and friendship.
中克两国虽然发展阶段不尽相同，地方发展更是千差万别，但我们两国经济互补性强，两国在基础设施、清洁能源、农业、文化、教育、体育、旅游、卫生、数字化等领域合作潜力巨大。我相信，克罗地亚地方省市将从对华合作中获益。真诚希望双方加强沟通交流，推进务实合作，共同为新时代背景下实现创新、协调、绿色、开放和共享发展，为中克全面合作伙伴关系取得更丰硕成果贡献力量。
The differences among provinces and cities create the complementarity of China-Croatia cooperation, and serve as the driving force for the sustainable development of our bilateral relations. China and Croatia have great potential for cooperation in infrastructure, clean energy, agriculture, culture, education, sports, tourism, health, digitalization and so on. I believe that with China’s new round of reform and opening up, the counties and cities of Croatia will further benefit from the cooperation with China. The Dao De Jing said “a journey of a thousand miles begins with a single step”; the West often says “think big, do small”. I quote these two sayings and sincerely hope the local levels of our two countries will start from small things and start from today, to strengthen mutual communication, promote pragmatic cooperation, to jointly achieve innovative, coordinated, green, open, and shared development and to contribute to a more fruitful China-Croatia Comprehensive Cooperative Partnership.

Ladies and gentlemen,
中国有包括台湾在内的23个省，4个直辖市，新疆、西藏等5个自治区以及香港、澳门2个特别行政区。
China has 23 provinces including Taiwan, 4 metropolitan cities, 5 autonomous regions including Xingjiang and Tibet and 2 special administrative regions (SAR) – HK and Macao. China has been resolute in its resolve to uphold its sovereignty, security and core interests.
台湾是中国不可分割的一部分。我们坚持一个中国原则，坚决挫败任何分裂图谋。中国实现统一是历史大势，更是任何人任何势力都无法阻挡的。中国坚决捍卫国家主权、安全与核心利益。我们坚决反对外部势力以所谓的人权、言论自由、集会自由等为借口干涉中国内政，坚决反对有些国家和有些人玩弄双重标准实现其政治目的。如今，中华民族伟大复兴正展现出前所未有的光明前景，对此我们充满信心。
We adhere to one China principle and combat and contain any separatist forces. The complete unification of China is inevitable, which no one can stop. We strongly oppose outside interference of our internal affairs and strongly oppose those people who are against China under the camouflage of human rights, freedom of speech or freedom of demonstration etc and using double standard to reach their political purposes. Taiwan is inalienable part of China. Now China is faced with more bright prospect than never before to realize China dream of the great rejuvenation of the Chinese nation.
一路走来，中国不仅实现自身发展的巨大飞跃，也为世界做出重要贡献。国际金融危机爆发以来，中国经济增长对世界经济增长的贡献率年均在30%以上，超过美国、日本和欧洲之和。中国已经成为联合国会费第二大出资国，也是联合国维和行动第二大资金贡献国，并且从未拖欠任何款项。中国是世界和平的建设者、全球发展的贡献者、国际秩序的维护者。
Along the way, China has not only taken a huge leap in its own development, but also made significant contribution to the world. Since the reform and opening-up policy, China has made over $1.2 trillion of direct outbound investment. In the years following the outbreak of the international financial crisis, China contributed to over 30 percent of global growth every year on average, which is combined total of US, Japan and Europe. China is already the second largest funding contributor to United Nations and United Nations peacekeeping operations, and has paid in full and has never been in arrears. China has been a builder of world peace, contributor of the world growth and defender of the world order.
中国70年的成就不是别人恩赐的，而是中国人民在中国共产党的领导下，用勤劳和汗水、智慧和勇气、改革和创新奋斗出来的。中国恪守中国共产党的初心使命，坚持中国特色社会主义道路，坚持以人为本的发展理念，坚持改革开放。在这一过程中，我们求真务实，坚持道路自信、理论自信、制度自信、文化自信。我们坚信这是一条适合中国国情并顺应时代潮流的正确道路，并将在这条道路上不断迈进。
The past 7 decade’s miracle of the PRC has not been given by someone but achieved by the Chinese people through their hard work, vision, courage, reform and innovation under the leadership of the CPC. China stays true to the founding mission of Communist Party of China, uphold the path of socialism with Chinese characteristics and be guided by a people-centered development philosophy. In this process, we have taken a realistic and pragmatic approach. We are confident in our path, theory, system and culture. Because we believe this is a right path that fits it’s conditions and is in keeping with the trend of the times. And we will further improve and enrich socialism with distinctive Chinese features through reform and opening-up. And will steadily forge ahead along this path.
现在，中国进入了新一轮改革开放的重要时期，正在努力推进高质量经济发展、经济结构性调整和体制机制创新。中国的大门不会关闭，只会越开越大。大家都知道，我国第二届进口博览会将于下月初在上海举行，这将成为年度进口博览会，欢迎包括克罗地亚在内的各国朋友参加。今年前三季度我国经济增长6.2%，经济基本面良好，赋有潜力和韧劲。中国将促进更高水平对外开放，推进“一带一路”倡议建设，构建开放型世界经济，建设相互尊重、公平正义、合作共赢的新型国际关系，并与其它国家共同建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的的人类命运共同体。中国将坚持走和平发展道路。中国的发展是世界的机遇，我们欢迎包括克罗地亚在内的其它国家人民搭乘中国发展的“快车”、“便车”，并真诚希望中国人民和世界各国人民的日子都越过越好。
Now, China is in very important period of another round of reform and opening-up and pushes forward its economy towards high quality development, economic structure adjustment and institutional innovation. Faced with greater instability, uncertainties and downward pressure in world economy, our economy has enjoyed a sound momentum of stable growth. Our economic performance is sound and stable is expected to grow at 6.2% this year. In the coming 15 years, China’s import of goods and services are expected to exceed US$30 trillion and US$10 trillion respectively. China will continue to promote opening-up across the board, advance international cooperation on the Belt and Road Initiative, upgrade an open world economy, and work for a new type of international relations based on mutual respect, equity, justice and win-win cooperation and work together with other countries to build a community of a shared future for mankind featuring long-lasting peace, universal security, common prosperity, open and inclusiveness, as well as clean and beautiful world. China’s development is an opportunity for the world. President Xi Jinping repeatedly and solemnly stated that committed to the path of peaceful development, China will never seek hegemony, expansion or sphere of influence no matter how the international situation changes or how developed it may become. We welcome the people of the other countries including Croatia aboard the express train of China’s development and sincerely wish all of them a better future.
