Statement by H.E. Ambassador Zhang Jun at the 74th Session of General Assembly Under Agenda Item 122 “Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council”

主席先生,

Mr. President,

 

感谢你召开今天的会议。

Thank you for convening this meeting.

 

首先,我感谢第73届联大安理会改革政府间谈判机制共同主席、阿联酋常驻代表努塞贝大使和卢森堡常驻代表布劳恩大使,为推动安改工作所作积极贡献。在他们的出色主持下,会员国就改革涉及的五大类问题进行了深入讨论,增进了相互了解,达成了诸多共识,特别是进一步明确了改革应优先增加发展中国家、尤其是非洲国家在安理会的代表性和发言权。中方对此表示赞賞。

At the outset, I wish to thank the IGN co-chairs of the last GA session Ambassador Lana Nusseibeh of UAE and Ambassador Christian Braun of Luxembourg for advancing Security Council reform. Indeed, through their excellent facilitation, member states had in-depth discussions on the five clusters of issues concerning Security Council reform, which helped them increase mutual understanding and common ground, and consolidate the principle of increasing representation and voice of developing countries, especially African countries. China appreciates that.

2020年是联合国成立75周年,也是纪念二战胜利75周年。联合国是二战最重要的成果之一,是无数反法西斯烈士用生命和鲜血换来的。回顾过去,安理会作为国际集体安全机制的核心,为维护国际和平与安全发挥了不可替代的重要作用,有效避免了世界大战的再次发生。展望未来,我们要正确认识历史,汲取战争教训,反思战争起因,坚定支持联合国的地位和作用,坚定维护《联合国宪章》的核心价值,避免后世于战祸,共同开创美好未来。

The year 2020 marks the 75th years anniversary of the founding of the UN and the end of WWII. The UN, a major outcome of WWII, came after the fight against fascism in which so many people made the ultimate sacrifice. As the core of the international collective security mechanism, the Security Council has played an irreplaceable role in maintaining international peace and security and in preventing another world war. We must learn from history and war and reflect on the causes of war, support the status and role of the UN and uphold the core values of the UN Charter to shape a better future free from the scourge of war for generations to come.


当今世界正经历百年未有之大变局,最重要的特征是发展中国家的群体性崛起。中方支持安理会与时俱进,通过合理、必要改革,优先增加发展中国家、特别是非洲国家的代表性和发言权。联合国会员国大多数是中小国家,但至今仍有63个国家从未进入过安理会,一些中、小国家平均每40年到50年才能进入一次安理会。这令人遗憾,更不公平。安理会改革必须优先增加中、小国家进入安理会并参与决策的机会。这样才能让安理会更加民主、透明、高效。

The world today is undergoing changes unseen in a century, with the collective rise of developing countries being the defining feature. China supports reasonable and necessary reform of the Security Council to meet the needs of the times. Priority should be given to increasing representation and say of developing countries, especially African countries. Most of the UN members are small and medium sized countries. However, till now, 63 countries have never made their way to the Security Council. Some of the small and medium sized countries get a seat at the Council every 40 to 50 years. This is regrettable and unfair. Reform must increase the opportunities for the small and medium sized countries to sit in the Council and participate in its decision-making process. This is the only way to make the Council more democratic, transparent and efficient.

 

当前,多边主义面临严重冲击,联合国更需要的是团结与合作。安理会改革涉及全体会员国切身利益和联合国未来发展方向,事关全球治理体系和国际秩序的重大调整,必须通过深入沟通、民主协商,寻求兼顾各方利益和关切的“一揽子”解决方案,达成最广泛政治共识,得到广大会员国共同支持。

Multilateralism is under attack. The most needed for the UN is unity and cooperation. Security Council reform concerns the vital interests of all UN member states and the future of the UN, and will lead to major adjustment of the global governance system and international order. In-depth communication and democratic consultation is needed to find a package solution that accommodates interests and concerns of all parties and enjoys the widest possible political consensus and receives the support of all member states.

 

政府间谈判是会员国讨论安理会改革问题的唯一合法平台。我们希望本届政府间谈判继续沿着会员国主导的正确轨道,以非正式全体会议形式,就改革涉及的五大类问题进行深入讨论。当前,各方对改革总体方向和思路仍然存在巨大分歧,仓促启动具体案文谈判,或人为设定改革时限,甚至强推不成熟的改革方案,不仅无助于改革进程健康发展,还将加剧各方分歧,引发对立甚至对抗。中方对此表示反对。安改进程如把握不当,不仅不会取得进展,甚至会危害已达成的共识,损害全体会员国共同利益,更不利于从根本上改变发展中国家在安理会代表性不足的现状。这是我们不愿看到的。

The IGN is the only legitimate platform for discussion among member states on Security Council reform. We hope that IGN of the current GA session will keep to the right track of being membership driven and carry out in-depth discussion on the five clusters of issues through informal plenary sessions. Currently, the parties have serious disagreements on the general direction and approach of reform. This said, rushing into text-based negotiation, setting artificial timeline, or even trying to force through any premature reform proposal would do no good to the sound development of the reform process. That would only aggravate division, and cause conflict or even confrontation. China is opposed to such attempts. The process of reform, if not handled properly, will not make any progress. Instead, it could jeopardize the consensus already reached and undermine the interests of all member states, and still less would it address the underrepresentation of developing countries in the Security Council. That is not what we want to see.

 

主席先生,

Mr. President,

 

中方期待联大主席任命经验丰富、公正客观的人选担任政府间谈判机制共同主席,将支持共同主席在联大主席指导下,根据联大第62/557号决定授权开展工作,听取并尊重会员国意见,为推动会员国弥合分歧、相向而行发挥桥梁作用。

China expects the PGA to appoint experienced candidates with just and objective perspectives to serve as co-chairs of the IGN, and will support the co-chairs in doing their work under your guidance within the mandate of GA decision 62/557, listening to and showing respect for the views of member states and serving to bridge differences and facilitate agreement among member states.

 

中方呼吁会员国展现政治意愿,积极、建设性参与本届联大政府间谈判,推动改革进程不断凝聚最广泛共识。中方愿同各方共同努力,推动安理会改革朝着符合全体会员国共同利益和联合国长远利益的方向发展。

China calls upon all member states to demonstrate political will, engage in IGN during this GA session actively and constructively and work towards the widest possible consensus. China is ready to work with all parties to take the reform in a direction that serves the fundamental interests of all member states and the long-term interests of the UN.
