Remarks by Ambassador Zhang Jun at the Security Council Open Video Conference on Protection of Civilians from Conflict-induced Hunger

主席先生，
Mr. President,
中方感谢巴尔加斯外长的发言，感谢屈冬玉总干事、比斯利执行主任、埃格兰秘书长的通报。
I would like to thank Foreign Minister H.E. Miguel Vargas Maldonado for his statement. I also thank Director-General Mr. Qu Dongyu, Executive Director Mr. David Beasley, and Mr. Jan Egeland for their briefings.
战争与武装冲突造成苦难与不幸，使无辜平民生存受到威胁，基础设施受损，冲击当事国的发展并造成人道危机，包括加剧粮食安全问题。联合国粮农组织和世界粮食计划署等机构密切跟踪形势，敏锐洞察分析，提出有针对性的意见和建议，值得充分肯定。我们也赞赏多米尼加倡议召开本次会议。
War and armed conflicts result in catastrophes and grievances. They may threaten innocent civilians' survival, destroy infrastructures, affect the development of the countries concerned, and lead to humanitarian crisis, including the worsening of food insecurity. It is recognizable that FAO, WPF and other international organizations follow the situation very closely, keep insight on conflict-induced hunger issues and bring focused observations and recommendations. We also appreciate the initiative of the Dominican Republic to have this meeting.
当前新冠肺炎疫情全球蔓延，全球产业链出现断裂，对各国经济和粮食安全造成冲击。沙漠蝗虫灾情在非洲、亚洲地区肆虐，加剧全球粮食安全风险。在此形势下讨论冲突饥饿中保护平民问题具有特殊意义。我愿分享以下几点意见：
The COVID-19 pandemic and the breakdown of the global industrial chain have also impacted the economies and food security of member states. Desert locust infestations are rampant in Africa and Asia, increasing global food security risks. Against this backdrop, there is added value to have discussions on this topic. I wish to share the following points:
第一，应重视预防与解决冲突，促进对话解决热点问题。安理会应恪守维护国际和平与安全的首要职责，通过政治外交等和平手段促进冲突的解决，使平民早日脱离战乱之苦。我们敦促有关各方积极响应秘书长发出的全球停火呼吁，停止敌对行动，确保人道准入，包括确保粮食供应。国际社会应高度重视非洲问题，支持非盟等区域组织斡旋调解努力。
First, it is imperative to prevent and resolve conflicts, and promote dialogue and political settlement of hot-spot issues. The Security Council should keep up to its primary responsibility for the maintenance of international peace and security, and promote the resolution of conflicts through political and diplomatic means, in order to relieve civilians from sufferings of war, including from hunger. We urge all relevant parties to actively support and act on the global ceasefire appeal and cessation of hostilities, made by the Secretary-General. All actions should be taken by parties concerned to ensure unhindered humanitarian access, including food supply. The international community should pay higher attention to issues in Africa and support the good offices and mediation efforts of the AU and other regional organizations.
第二，应推进包容、普惠、平衡发展，始终将发展问题置于重要位置。没有和平，难以实现发展，没有发展，也难以使和平持久。发展是解决各类全球性问题的根本之策，特别要支持非洲等地区实现发展，消除贫困，切实推进2030年可持续发展议程。应重视冲突地区的重建，加大投入，同步推进政治与经济进程、维和与建和进程，从根本上解决粮食危机和人道危机。
Second, it is essential to promote inclusive and balanced development, and always put development at the core place. It is difficult to achieve development without peace, and also hard to realize sustaining peace without development. Development is fundamental to solving various global issues. It’s especially important to support the efforts of Africa and other regions to eradicate poverty and advance the 2030 Agenda for Sustainable Development. Greater attention and inputs should be given to the reconstruction of conflict areas, promoting political and economic processes, and peace-keeping and peace-building processes in parallel, while increasing the development capacity of countries concerned, to prevent food crisis and other humanitarian disasters fundamentally.
第三，应大力加强国际合作，为促进全球粮食安全创造良好条件。国际社会应共同采取紧急行动，保证全球粮食供应链通畅，共同维护粮食供应和价格稳定。要支持粮农组织、粮食计划署等机构发挥独特协调作用，积极向有关国家提供人道援助，防止出现大规模饥荒。要尽快解除单边制裁，稳定产业链供应链，减少关税壁垒，畅通贸易，保障全球粮食供应不中断。人道救援行动应遵循《联合国宪章》宗旨和原则及联合国人道救援指导原则，尊重当事国主权。
Third, it is critical to strengthen international cooperation and set favorable conditions to promote global food security. The international community should jointly take urgent actions to ensure unobstructed global food supply chain and maintain food supply and price stability. We must support FAO and WFP in playing their unique coordinating role in providing humanitarian assistance to countries concerned to prevent large-scale famine. Unilateral sanctions must be lifted as soon as possible. Member states should stabilize industrial supply chains, reduce tariff barriers, facilitate trade and ensure the uninterrupted global supply of food and agricultural products. Humanitarian operations should be conducted in accordance with the purposes and principles of the UN Charter and relevant humanitarian guiding principles, while respecting sovereignty of countries concerned.

Mr. President,
中国作为农业大国，高度重视粮食安全，在实现粮食自给的基础上，始终积极参与国际农业与粮食合作。我们通过与粮农组织实施多边南南合作项目、向亚非拉地区派出专家和技术人员等多种方式，在力所能及范围内向其他发展中国家提供援助。新冠肺炎疫情和亚非蝗灾发生后，中国积极支持有关国家抗击疫情，积极响应粮农组织倡议，回应相关国家诉求，派出蝗灾防治工作组赴受灾国协助开展工作，分享有益经验，取得积极效果。
China, as a large agricultural nation, attaches great importance to food security. On the basis of achieving food self-sufficiency, China is always actively engaged in international cooperation in agriculture and food. We have provided assistance to other developing countries within our capacity, among other means, by carrying out projects, together with FAO, in the framework of South-South cooperation, and sending experts and technicians to Africa, Asia, Latin America and the Caribbean region. Since the outbreak of COVID-19 and the Asian-African locust plague, China has given active support to other countries in combating the epidemic. In active response to the FAO initiative and the requests of the relevant countries, China has sent locust control teams to share experience and help the affected countries. Positive results have been achieved.
中方愿同各方加强合作，共同维护全球粮食安全，携手创造一个无饥饿、无贫困的世界，为各国人民追求更大发展提供坚实支撑，为推动构建人类命运共同体，实现持久和平、共同繁荣的世界作出更大贡献。
China is ready to strengthen cooperation with all parties to safeguard global food security, and work together to create a world free from hunger and poverty. We are ready to provide solid support for all peoples in their quest for greater development, and make greater contributions to building a world of lasting peace and common prosperity and a better future shared by all mankind.
