今天，来自世界多个国家和地区的代表相聚北京，出席首届“南南人权论坛”，共商发展中国家和世界人权事业发展大计。我谨对本次论坛的举办表示热烈的祝贺！
Today, as delegates from different parts of the world gather in Beijing for the first “South-South Human Rights Forum” to discuss the promotion of human rights in developing countries and the world, I wish to extend warm congratulations on the convening of this forum.
人人充分享有人权，是人类社会的伟大梦想。近代以来，发展中国家人民为争取民族解放和国家独立，获得自由和平等，享有尊严和幸福，实现和平与发展，进行了长期斗争和努力，为世界人权事业发展做出了重大贡献。
It is the lofty ideal of mankind that everyone enjoys human rights to the full. Since modern times, people in the developing world have fought long and hard for national liberation and independence, for freedom and equality, for dignity and happiness, and for peace and development. By doing so, they have also contributed significantly to the progress of human rights in the world.
中国共产党和中国政府坚持以人民为中心的发展思想，始终把人民利益摆在至高无上的地位，把人民对美好生活的向往作为奋斗目标，不断提高尊重与保障中国人民各项基本权利的水平。前不久召开的中国共产党第十九次全国代表大会描绘了中国发展的宏伟蓝图，必将有力推动中国人权事业发展，为人类进步事业做出新的更大的贡献。
Following a people-centered development philosophy, the Communist Party of China (CPC) and the Chinese government have all along placed people’s interests above all else, and worked hard to meet people’s desire for a better life and improve respect for and protection of the fundamental rights of the Chinese people. The 19th CPC National Congress convened not long ago outlined an ambitious blueprint for China’s development, which will give a strong boost to human rights development in China and make new and even greater contribution to the progress of mankind.
当今世界，发展中国家人口占80%以上，全球人权事业发展离不开广大发展中国家共同努力。人权事业必须也只能按照各国国情和人民需求加以推进。发展中国家应该坚持人权的普遍性和特殊性相结合的原则，不断提高人权保障水平。国际社会应该本着公正、公平、开放、包容的精神，尊重并反映发展中国家人民的意愿。中国人民愿与包括广大发展中国家在内的世界各国人民同心协力，以合作促发展，以发展促人权，共同构建人类命运共同体。
The development of human rights worldwide cannot be achieved without the joint efforts of developing countries, which account for more than 80% of the world’s population. In the meantime, human rights must and can only be promoted in light of specific national conditions and people’s needs. Developing countries should uphold both the universality and particularity of human rights and steadily raise the level of human rights protection. It is important for the international community to respect and reflect the will of the people in developing countries in the spirit of justice, fairness, openness and inclusiveness. The Chinese people would like to work in concert with people in other developing countries and beyond to advance development through cooperation, promote human rights through development, and build a community with a shared future for human beings.
本次论坛以“构建人类命运共同体：南南人权发展的新机遇”为主题，顺应世界潮流，契合发展要求。希望各位代表和各位嘉宾深入探讨交流，为促进发展中国家人民享有更加充分的人权、实现全人类共同繁荣发展贡献真知灼见。
The theme of this forum “Building a Community of Shared Future for Human Beings: New Opportunity for South-South Human Rights Development” is highly relevant as it reflects the trend of the world toward greater development. I hope you will engage in in-depth discussions and contribute your insights on how to help people in developing countries enjoy human rights more fully and to achieve common prosperity and development for mankind.
