亲爱的老师们、同学们：
Dear faculties and students,
大家上午好！很高兴出席外交学院2014-2015学年开学典礼。首先，我谨代表外交部向今年新入学的同学们表示最热烈的欢迎！欢迎你们来到外交学院，欢迎你们来到“中国外交官的摇篮”！
Good morning, everyone! I’m very glad to attend the opening ceremony of 2014-2015 academic year at China Foreign Affairs University (CFAU). First of all, on behalf of the Ministry of Foreign Affairs, I would like to extend my warmest welcome to this year’s newly admitted students. Welcome to CFAU, and welcome to the “Cradle of China’s Diplomats”!
再过几天，就是教师节了，我也要借此机会向外交学院的全体教职员工，包括不远万里来到外交学院任教的外籍专家和教师致以节日的问候。各位老师，你们辛苦了！
The Teachers’ Day is coming in a few days. I would also like to take this opportunity to extend my festive greetings to all the faculty and staff at CFAU, including the foreign experts and teachers who come from far away. All the teachers – thank you very much for your hard work!
外交学院是一所有着光荣历史和优良传统的学校。1955年创办以来，学院在中央领导的亲切关怀下，在外交部党委的直接领导下，培养了一批又一批优秀的外交人才。据统计，迄今从外交学院已经走出了近300位中华人民共和国的特命全权大使和数千名参赞以上的高级外交官，可以说是桃李满园，硕果累累，为新中国外交事业作出了巨大贡献。近年来，学院的建设又不断取得新成绩。今天，宽敞、美丽的新校区张开双臂欢迎同学们在此学习和生活，新校区的投入使用标志着学院教学改革和创新正在迈开新的步伐。我相信，在学院新一届领导班子的带领下，在全校师生的共同努力下，外交学院必将迎来新一轮的大发展、大提高，为我们的外交育人事业再立新功，再创辉煌！让我们一起为外交学院加油！
CFAU boasts a glorious history and fine traditions. Since its foundation in 1955, the university has cultivated generations after generations of diplomatic talents under the kind care of the central leadership and the direct leadership of the Party committee of the Ministry of Foreign Affairs. According to the statistics, thus far, CFAU has cultivated nearly 300 ambassadors extraordinary and plenipotentiary of the People’s Republic of China and thousands of senior diplomats higher than counselor. It can be said that CFAU has made fruitful achievements and significant contributions to China’s diplomacy. Today, with open arms, the new, spacious and beautiful campus welcomes you to study and live here. The launch of the new campus demonstrates that the teaching reform and innovation of the university are taking a new step. I am convinced that under the guidance of its new leadership and with the concerted efforts of all its faculties and students, CFAU will surely embrace a new round of great development and advancement, and will continuously make new and glorious contributions to our diplomatic cause and talent cultivation. Let’s cheer together for CFAU!
各位老师，各位同学，
Dear faculties and students:
当前，中国外交站在了一个新的历史起点。我们的国家从来没有像今天这样接近世界舞台的中央，从来没有像今天这样全面参与国际上的各种事务，也从来没有像今天这样承担着维护世界和平与发展的重要责任。新起点带来新使命，新形势带来新要求。外交学院作为外交部的直属院校，不论什么时候，第一要务都是为我们国家的外交事业服务。这是外交学院义不容辞的责任，也是外交学院发展壮大的根基，学院的各项工作都应紧紧围绕这个中心任务展开。希望外交学院主动顺应中国外交事业面临的新需求，想中国外交之所想，急中国外交之所急，有针对性地加强自身建设，积极进行改革创新，不断为中国外交事业作出新的更大贡献。在此，我对学院工作提出三点期待：
At present, China’s diplomacy reaches a new historical starting point. Our country has never been so close to the center of the world stage, has never before so fully participated in various kinds of international affairs or shouldered such important responsibilities for safeguarding world peace and development like today. The new starting point brings along the new mission, and the new situation creates new demands. CFAU being directly under the Ministry of Foreign Affairs, its top priority is always to serve for China’s diplomacy. This is CFAU’s obligation as well as basis of development and thriving. All the work of the university should be carried out closely around this top-priority task. I hope CFAU can take its initiative to meet the new demand which China’s diplomacy is faced with and to dedicate itself wholeheartedly to it. I also hope CFAU can strengthen self-development with specific targets, actively engage in reform and innovation, and continuously make new and greater contributions to China’s diplomacy. Here, I have three points of expectation for you.
第一，要把学院打造成为新时期中国外交人才队伍的孵化器。做好外交工作，人才是关键。今天的中国外交比以往任何时候都需要一支多领域、复合型、专业化的外交队伍。其中既应有在一线从事对外交往的优秀外交官，也应有在二线从事理论研究的专家学者。在培养外交外事人才上，外交学院理应当仁不让。
First, we should build the university into an incubator of China’s diplomatic talents in the new era. Talent is the key to doing a good job in diplomacy. Today, China’s diplomacy needs a multifaceted, multidisciplinary, and professionalized diplomatic team more than ever. The team should include outstanding diplomats engaged in front-line foreign communication as well as experts and scholars engaged in second-line theoretical researches. In terms of cultivating talents of diplomacy and foreign affairs, CFAU should consider this its obligation.
第二，要把学院打造成为新时期中国外交理论研究与创新的排头兵。今天的中国外交正在开创一条有中国特色的大国外交之路，许多实践已经走到了理论的前头，迫切需要建立一套指导实践的系统理论，这样才能使这条路走得更稳，走得更顺，走得更远。外交学院的师资队伍人才济济，除了教学，进一步加强外交理论研究的潜力还很大。希望学院高度重视，加大投入，在国内外交研究机构中力争上游，在国际外交理论发展中独树一帜，为推进中国特色大国外交贡献更多理论创新。
Second, we should build the university into a pioneer of theoretical research and innovation in China’s diplomacy in the new era. Today, China’s diplomacy is opening up a path of major-country diplomacy with Chinese characteristics, and many practices have developed ahead of the theory, which creates an urgent need to establish a set of systematic theories to guide practice, so as to make this path steadier, smoother and further developed. There is a galaxy of talents among the teaching staff of CFAU. In addition to teaching, there is still great potential to further strengthen the study of diplomatic theories. I hope that CFAU can attach great importance to and increase input into theoretical studies, so as to become outstanding among the domestic diplomatic research institutes as well as develop its own school in the development of international diplomatic theories, and to contribute more theoretical innovations to promoting major-country diplomacy with Chinese characteristics.
第三，要把学院打造成为新时期对外交流合作的生力军。开放包容，一直是外交学院的重要办学理念。与国外相关院校开展交流合作，互通有无，取长补短，有利于不断提高学院的办学质量，也有利于学院的长远和可持续发展。同时，各种走出去和请进来的交流活动，是学院积极宣示中国外交政策和理念的重要平台。据我所知，目前外交学院已与近60个国家的外交学院建立了合作关系，各种交流项目日益增多，这是件好事，希望再接再厉，把院校间的对外交流与合作进一步做大，做深，做实。
Third, we should build the university into a vital force of international exchange and cooperation in the new era. Openness and inclusiveness have always been the key philosophy of school management of CFAU. Conducting exchange and cooperation with relevant institutions abroad to realize mutual exchange and learn from each other will be conducive not only to constantly improve the quality of school management, but also to the long-term and sustainable development of the university. At the same time, various exchange events of “going out” and “bringing in” are an important platform for the university to actively declare China’s foreign policy and diplomatic gist. For all I know, CFAU has so far established cooperative partnership with institutes of foreign affairs from about 60 countries, and the various exchange programs keep increasing in number. This is good. I hope that persistent efforts are made to make the international exchange and cooperation among the institutes even greater, deeper and more substantial.
最后，我还要对外交学院的同学们讲几句话。
Finally, I have a few words for the students of CFAU.
同学们都是来自全国各地考生中的佼佼者，但你们都把外交学院作为了高考的共同选择。我相信，你们中的绝大多数人心中都怀揣着对外交的一份兴趣、一份向往甚至是一份热爱。作为外长，我对你们作出的这个选择感到高兴，因为中国外交需要一代又一代像你们这样愿意投身外交事业的有志青年。你们，将成为中国外交的希望所在。我衷心期待并祝愿你们中的很多人在几年后都能够踏入外交门槛，为祖国的外交事业付出你们一生的努力和心血！当然，也会有不少同学最后可能去了其他单位，从事其他工作。这也没有关系。因为你们不论身在何处，都不会忘记在这里学到的外交知识，不会忘记“站稳立场、掌握政策、熟悉业务、严守纪律”的十六字校训，不会忘记“忠诚、使命、奉献”的中国外交人员核心价值观。这些，都将伴随着你们在这里度过青春岁月而成为你们人生中受用无穷的宝贵财富。我衷心期待并相信，所有从外交学院走出去的同学，都能在自己的岗位上，以不同方式关心外交、支持外交、参与外交，为中国外交作出你们应有的贡献！大家说好不好！
You are all outstanding candidates from across the country, and all of you have made CFAU your choice in the college entrance examinations. I believe that the vast majority of you have harbored interest, yearning and even passion for diplomacy. As the Foreign Minister, I am rejoiced at this choice you have made, for China’s diplomacy needs generations after generations of motivated youths like you to become devoted to the cause of diplomacy. You will become the hope of China’s diplomacy. I sincerely expect and wish many of you to step over the threshold of diplomacy in a few years and devote your lifelong efforts to the diplomacy of the motherland. Of course, quite a few students may go to other departments and engage themselves in other jobs. It doesn’t matter, because no matter where you are, you will never forget the knowledge of foreign affairs you have learned here, the sixteen-character school motto “Unswerving Loyalty, Mastery of Policies, Professional Competency and Observance of Disciplines”, and the core value of “Loyalty, Mission and Devotion” of the Chinese diplomatic staff. All of these will accompany you through your youth here and become luxuriant and precious wealth benefiting your whole life. I sincerely hope and believe that all of the students from CFAU could be interested in diplomacy, support diplomacy and be involved in diplomacy in your own posts in different ways, and make your own contributions to China’s diplomacy.
