欢迎大家参加今天的研讨会。15年前，中国成为第一个与东盟建立战略伙伴关系的对话伙伴。15年来，中国与东盟风雨同舟，携手前行，共同应对了风险挑战，共同收获了和平繁荣。中国国务委员兼外长王毅认为，中国—东盟合作已经成为亚太区域合作中最为成功和最具活力的典范。
A warm welcome to all of you to this seminar. I would also like to thank China Foreign Affairs University and Universitas Indonesia for kindly co-sponsoring this seminar. In 2003, China became the first dialogue partner to forge strategic partnership with ASEAN. Our relationship has grown exponentially in the decade and half, through tackling common challenges and upholding peace and prosperity. To quote from Chinese State Councilor and Foreign Minister Wang Yi, “China-ASEAN cooperation has become most successful and dynamic in the Asian-Pacific region”.
我们携手前行，共同成长。过去15年里，中国深度融入全球经济，经济总量从1.6万亿美元上升到12万亿美元，世界排名由第六上升至第二。中国成功举办奥运会、世博会、APEC和G20峰会，以越来越开放的姿态融入地区和世界。东盟于2003年提出建立经济、安全与社会文化共同体的目标，2015年底建成三个共同体，成为不同社会制度和发展水平国家联合自强的典范。在此过程中，中国始终支持东盟共同体建设，支持东盟一体化进程。双方见证了彼此的成长，助推了彼此的发展。
It has been a journey of shared growth. China, as a pivotal member of WTO, has grown the size of its economy from US$1.6 trillion, ranking No.6 in the world, to US$12 trillion, second only to the United States. Along the way, it has contributed a steady 30% to growth worldwide, and deeply integrated itself into the regional and world economy. In the meantime, ASEAN has been growing rapidly, now the 6th largest economy in the world and the first-ever sub-regional community across Asia. ASEAN’s success story made itself a role model of strength through unity among countries so rich in diversity. China has been a staunch supporter for ASEAN’s community building and integration. Indeed, we are each other’s cheerleader on the way towards greater progress.
我们相互扶持，爬坡过坎。双方携手走过艰难险阻，经受住了一系列考验，锤炼了中国-东盟战略伙伴关系的坚强韧性。2003年双方共同抗击SARS疫情，中方得到了东盟国家的宝贵支持。2004年底印度洋发生海啸后，中国及时伸出援手，帮助东盟受灾国展开救援和重建。2008年金融危机爆发后，中方与东盟国家共赴时艰，率先摆脱危机阴影。双方成为同舟共济、患难与共的亲密伙伴。
It has been a journey of kindred spirits. The path of growth is fraught with challenges, natural and man-made. Together, we have stood the test and proven solidarity and resilience. China will never forget the valuable support from ASEAN countries in the fight against the SARS epidemic. And in the wake of the devastating Indian Ocean tsunami, China was among the first to the rescue and reconstruction efforts. The international financial crisis took a heavy toll worldwide, yet we stood by each other’s side as true friends and emerged stronger.
我们互利合作，深度交融。2010年，中国-东盟自贸区全面建成，双方经贸合作水平大幅提升。中国-东盟贸易额从15年前的552亿美元跃升到2017年的5148亿美元，增长近十倍。中国连续9年成为东盟第一大贸易伙伴，东盟连续7年成为中国第三大贸易伙伴，双向直接投资累计近2000亿美元。2017年，双方人员往来达4900万人次（包含边民），双向留学生总数超过20万人。双方形成了你中有我、我中有你、相互交融的互利共赢合作格局。
It has been a journey of cooperation for mutual benefits. The establishment of the China-ASEAN FTA in 2010 has been a major boost to our trade relations. Two-way trade jumped from US$55 billion to US$514 billion in 2017, nearly ten-fold increase in a span of 15 years. China has become ASEAN’s largest trading partner for nine consecutive years and ASEAN China’s third largest for seven straight years. Two-way direct investment totals nearly US$200 billion in aggregate terms. Mutual visits in 2017 reached 49 million, and the exchange of international students exceeded 200,000. A model of mutually beneficial and win-win cooperation has taken shape.
我们妥处分歧，制定规则。中国与东盟国家相互尊重，照顾彼此关切，坚持通过对话协商妥善处理分歧。我们排除外部干扰，致力于全面有效落实《南海各方行为宣言》，并不断取得新进展。我们积极推进“南海行为准则”磋商，并取得积极进展，展示出双方有意愿、有能力以自主方式制定出符合地区实际、各方共同遵守的地区规则。
It has been a journey of learning to handle differences and shaping interactions. We have come to the consensus to respect each other, accommodate each other’s concerns, and seek a proper management of differences through dialogue and consultation. China and ASEAN countries are committed to the full and effective implementation of the DOC, while moving earnestly on the COC consultation. With concerted efforts, tangible outcomes are already on the ground. We have shown the will and ability to work out rules on our own, rules that will meet our region’s imperatives and be adhered to by all.
我们维护和平，造福地区。东盟为域内外国家对话合作提供了重要平台。中国认同东盟区域合作理念和“东盟方式”，与东盟其他对话伙伴一道，积极参与东盟主导的东亚各合作机制，始终坚定支持东盟中心地位，共同引领东亚区域合作进程。双方日益成为维护地区和平稳定、促进地区发展以及维护经济全球化和自由贸易的中坚力量。
Above all, it has been a journey of upholding peace and prosperity of the region. ASEAN provides an essential platform for dialogue and cooperation among countries in and outside the region. China shares ASEAN’s vision for regional cooperation and the ASEAN Way, and with other dialogue partners, has actively participated in ASEAN-led frameworks and moved ahead regional cooperation process, with ASEAN at the driving seat. China and ASEAN both champion free trade and economic globalization and are working together to uphold the hard-earned peace, stability and development of the region.
经过15年的发展，中国—东盟战略伙伴关系正在步入成熟期。这是双方长期共同努力的结果，得益于我们坚持深化政治互信，坚持深化睦邻友好，坚持实现合作共赢，坚持维护地区稳定。经过15年的积淀，中国—东盟战略伙伴关系今天再出发拥有牢固而厚实的基础。
The China-ASEAN strategic partnership is growing ever more mature, as a result of our enduring efforts to nurture mutual trust, deepen good-neighborly friendship, seek win-win cooperation and uphold regional stability. The remarkable achievements we have seen today have laid solid ground for our renewed partnership in the decades to come.
上个月，中国成功召开了“两会”，选举出新一届国家领导人，释放出继续深化改革开放、推动经济高质量发展的积极信号。东盟踏上第二个50年的新征程，正在“韧性与创新”主题下绘制未来发展的新蓝图。中国和东盟正携手迈入发展的新时代。
The recently-concluded annual sessions of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) have been a landmark event, sending strong signals for deepening reform and opening up, and pursuing high-quality growth. ASEAN, on its part, has embarked on its second 50-year journey and is drawing a new blueprint under the theme of “Resilience and Innovation”. China and ASEAN are entering a new era hand in hand.
习近平主席提出，要打造更高水平的中国—东盟战略伙伴关系，迈向更加紧密的中国-东盟命运共同体，为双方关系发展指明了方向。李克强总理提出将“2+7合作框架”升级为“3+X合作框架”，并与东盟国家领导人就制定“中国—东盟战略伙伴关系2030年愿景”达成重要共识，为双方关系规划了新蓝图。如果说过去15年是中国—东盟战略伙伴关系的1.0版，我们期待2.0版更具实质性和先进性内涵，更具地区性和全球性意义。
President Xi Jinping proposed that China and ASEAN jointly forge a higher level of strategic partnership and build a closer community of shared future which mapped out the direction for the development of China-ASEAN relations. Premier Li Keqiang proposed upgrading the China-ASEAN cooperation framework from 2+7 to 3+X and reached important consensus with ASEAN leaders on formulating the “China-ASEAN Strategic Partnership Vision 2030” as an outcome for this year’s commemorative summit. It is both relevant and opportune to look ahead and craft out our visions for this partnership. If our partnership over the past 15 years is version 1.0, we expect version 2.0 of the next 15 years to be more substantive, forward-looking, carrying more significance both regionally and internationally.
一是引领性。去年10月，中共十九大正式确立“推动构建人类命运共同体”和“构建新型国际关系”两大目标。不久前，中国全国人大通过宪法修正案，纳入了“坚持和平发展道路”、“坚持互利共赢开放战略”和“推动构建人类命运共同体”三大理念。中方愿以此为指引，与东盟一道努力将双方关系打造成构建新型国际关系和人类命运共同体的示范田。
The first is “pioneering”. The 19th CPC National Congress last October set the goals of building a community of shared future for mankind and a new type of international relations featuring mutual trust, justice and win-win cooperation. Not long ago, the latest session of the NPC adopted the Constitutional amendments, with the inclusion of concepts like “following a path of peaceful development”, “pursuing a mutually beneficial strategy of opening up”, and “working to build a community with a shared future with the rest of the world”. ASEAN is our top priority in neighborhood diplomacy. China-ASEAN relationship can be a pioneering model for the materialization of these goals.
二是战略性。当前，国际和地区形势复杂多变，不确定性突出。中国—东盟关系应更多发挥东亚合作推进器、地区稳定压舱石的战略性作用，积极探索符合本地区特点的安全合作架构和规则，加快推进“区域全面经济伙伴关系协定”（RCEP）谈判，共同绘制东亚经济共同体蓝图，坚定反对单边主义和贸易保护主义，为本地区乃至世界的和平稳定发展注入更多正能量。
The second is “strategic”. Amid rising uncertainties and complex changes in the global and regional landscape, China-ASEAN relations should play a strategic role in propelling East Asia cooperation and safeguarding regional stability. We will explore rules and architecture for security cooperation that accord with the characteristics of this region, and accelerate the negotiations on RCEP. We can map out a blueprint towards the vision of an East Asia Economic Community that enhances the multilateral trade system and economic integration, while firmly fending off temptations for unilateralism and trade protectionism.
三是前瞻性。中国致力于实现“两个一百年”奋斗目标，东盟致力于实现《东盟共同体愿景2025》，“中国梦”与“东盟梦”息息相通。“中国-东盟战略伙伴关系2030年愿景”可以为连接“中国梦”与“东盟梦”搭建桥梁。我们应汲取经验、立足当前，推动“一带一路”倡议和《东盟互联互通总体规划2025》深入对接；同时，着眼长远、面向未来，绘制出反映双方人民期待的共同愿景，使之成为双方关系未来发展的引路灯塔。
The third is “forward-looking”. China is dedicated to achieving the “Two Centenary Goals”, while ASEAN is working hard towards the ASEAN Community Vision 2025. The “China-ASEAN Strategic Partnership Vision 2030”, currently under formulation, can be a bridge to connect the two. We shall enhance synergies between the Belt and Road Initiative (BRI) and the Master Plan on ASEAN Connectivity (MPAC) 2025. We should also look in the long run and map out shared visions that reflect our peoples’ aspiration, and serve as a beacon for the growth of our relations.
四是创新性。创新是引领发展的第一动力。我们要与时俱进，落实合作新理念，挖掘增长新动能，不断深化和丰富“3+X”合作。我们要不断拓展澜湄合作，积极探索中国-东盟东部增长区合作新模式，使之成为10+1合作的创新性补充。我们要以中国-东盟创新年为契机，深入对接创新发展战略，在制造技术、数字科技、智慧城市、文化产品等多个领域开辟出更广阔的合作天地。
The fourth is “innovative”. Innovation is the primary force driving development. Our relations will grow abreast with the times, with new areas explored and growth potentials released. We will move forward sub-regional cooperation frameworks like the Lancang-Mekong Cooperation and explore a new model of cooperation with BIMP-EAGA, as supplements to the China-ASEAN cooperation. This year is the China-ASEAN Year of Innovation. We will further synergize our innovation strategies and collaborate in the areas of industrial technology, digital technology, smart cities and cultural products.
五是人民性。中国和东盟都秉持以人民为中心的发展思想，中国-东盟关系的新时代属于双方20亿人民。我们要推动中国—东盟务实合作更多“沉下去”，更多接地气，更多惠及广大民众。我们要进一步密切人文交流，夯实中国—东盟关系第三大支柱，使中国—东盟命运共同体意识更加深入人心。
Last but least, it is “people-centered”. The new era of China-ASEAN relations belongs to our 2 billion people. We shall tailor our cooperation to the needs and interests of our people. We shall continue to expand people-to-people exchanges and strengthen the third pillar of China-ASEAN relations and help raise the awareness of China-ASEAN community of a shared future among the public.
女士们，先生们，
Ladies and gentlemen,
英国著名科学家达尔文曾说过：“能够生存下来的物种不是最强的，亦非最聪明的，而是最能适应变化的”。越是在变革的时代，越需要展现远见卓识，越需要精心描绘愿景。中方将继续把东盟放在对外合作议程的首页，愿与东盟一道打造更高水平的战略伙伴关系，携手构建理念共通、繁荣共享、责任共担的命运共同体。
As Charles Darwin once said: “It is not the strongest of the species that survive nor the most intelligent, but the one most responsive to change.” In such a time of great changes, what are needed more than anything else are vision and the ability to have the vision translated into reality. China will continue to view ASEAN with highest priority and work to lift our strategic partnership towards a community of shared future.
中国-东盟关系的健康稳定发展，离不开学术界朋友的关心和支持。我期待各位专家学者在今天的研讨会上进行深入探讨，为绘制新时代中国-东盟战略伙伴关系的新蓝图贡献智慧。
The sound and stable growth of our relations is not possible without the care and support from friends of the academia. I hope all the great minds present today will have in-depth discussion and contribute your valuable ideas on drawing a new blueprint for China-ASEAN strategic partnership.
