非常感谢各位嘉宾出席今晚的招待会，非常高兴在风景秀丽的陶波市和大家欢聚一堂。首先，我谨代表中国驻奥克兰总领馆向在座各位嘉宾表示最热烈的欢迎。驻奥克兰总领馆领区主要包括奥克兰市、怀卡托地区和北部地区等新西兰北岛三个重要区域，主要职责是致力于促进领区和中国各领域友好合作。虽然总领馆办公地点位于奥克兰，但我和我同事们心系于陶波和怀卡托地区。今晚和我一起来到陶波的有总领馆的副总领事和负责文化、教育、经商等事务的领事，以及中国银行、工商银行、建设银行、国旅、中林和上海鹏欣等中资企业的代表。
Thank you so much for joining us tonight. First of all, please allow me, on behalf of the Chinese Consulate General in Auckland, to extend our warmest welcome to all the distinguished guests present here. I am so delighted to host this event tonight in this beautiful city of Taupo. Chinese Consulate General in Auckland covers three very important regions of New Zealand, namely Waikato, Auckland and Northland. Our job is to promote friendship and cooperation in all areas between the consulate district and China. I am so proud that dynamic Taupo and Waikato region are situated in our consulate district. My colleagues and I attach great importance to this area and other districts in the Waikato Region as well. Today with me are some of my colleagues from the Consulate, Deputy Consul General and Consuls of education, commerce, culture and tourism and local government affairs, as well as some business representatives who are based in Auckland, including BOC, ICBC, CCB, China Travel Service, China Forestry Group and Shanghai Pengxin Group.

Ladies and gentlemen,
借此机会，我愿同大家分享中国新一轮改革开放和“一带一路”给中新关系、新西兰特别是包括陶波市在内的怀卡托地区带来的重要机遇。
What I am going to share with you tonight is about the opportunities China’s new round of opening up and One belt one road bring to New Zealand and China New Zealand cooperation, Taupo, Waikato region included.
40年前，中国做出改革开放这一重大正确决策。40年后，习近平主席在博鳌亚洲论坛年会开幕式上发表重要主旨演讲时强调“中国开放的大门不会关闭，只会越开越大”。习主席在讲话中全面回顾了中国改革开放光辉历程，表示得益于对外开放和中国人民的辛勤努力，中国现已成为世界第二大经济体、第一大工业国、第一大货物贸易国和第一大外汇储备国，逾7亿中国人民摆脱贫困。改革开放不仅对中国社会经济转型至关重要，也为世界和平与发展做出巨大贡献。在过去5年，中国经济对世界经济增长贡献率超过30%，是同期美国、日本和欧洲贡献率的总和。
40 years ago, China made right decision to reform and open up. 40 years later “China’s door of opening up will not be closed, but will only open even wider” Declared by Chinese President Xi Jinping in his keynote speech at the BFA Annual Conference just a week ago. His speech fully reviewed the historic achievements of China’s reform and opening up over the past 40 years. Thanks to the reform and opening up policy, through the hard work and strenuous efforts by the Chinese people for 4 decades, China has grown into the world’s second largest economy, accounting for 15% of the world’s GDP, the largest manufacturer, the largest trader of merchandise, and the largest holder of foreign exchange reserves. 700 million people were lifted out of poverty. Reform and opening up policy has not only been instrumental to China’s social and economic transformation but also has made great contribution to the world peace and development. Over the past five years, China’s economy contributed 30% of the world economic growth which was the combined total of the US, Japan and Europe.
改革开放是中国基于发展需要做出的战略决策，也是以实际行动推动经济全球化造福世界各国人民。改革开放顺应世界发展潮流，反对贸易保护主义和单边主义。中国经济已经深度融入全球经济，对外封闭只会作茧自缚。我相信新一轮开放政策必会成功。中共十九大和全国两会分别于去年10月和今年3月在北京胜利召开，选举产生了新一届党和国家领导人，制定了全面建设社会主义现代化强国的宏伟蓝图。中国致力于同各国人民同心协力、携手前行，努力构建人类命运共同体，建设和平、安宁、繁荣、开放、美丽的世界。中国将继续做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。
Reform and opening up is the strategic decision made by China based on its own need for development and a concrete action taken by China to move economic globalization forward in a way that benefits people across the world. It goes with the trend of the world, and was against protectionism. With the Chinese economy so integrated into the global economy, closing the door will only hinder our own economy. I am confident this new round of open door policy is bound to succeed. The 19th National Party congress of CPC and two sessions of Chinese people’s congress respectively held in Beijing last Oct and this March elected a strong leadership to lead the country as well as outlined the grand blue print for China’s future development by the middle of this century. China is committed to work together with the rest of the world to build a community of shared future for mankind to construct a peaceful, secure, prosperous, open and beautiful world. China will continue to be the builder of the world peace, contributor of the world growth and the defender of the world order.
习主席还宣布了中国进一步扩大开放方面新的重大举措，包括大幅度放宽金融、制造、养老、医疗和教育等领域的市场准入、创造更有吸引力的投资环境、加强知识产权保护、主动扩大进口等。我们真诚希望扩大进口，未来5年,中国将进口10万亿美元商品,吸收6000亿美元外国投资,对外投资总额将达到7500亿美元。今年11月，上海将举办第一届中国国际进口博览会。我真诚地邀请新西兰朋友抓住机遇，积极参与此次经济贸易合作盛会。
At Bo’ao conference, President Xi Jinping also announced a series of measures of opening up including significantly broadening market access to financial services, manufacture, elderly care, health care and education etc., creating a more attractive investment environment, strengthening protection of intellectual property rights (IPR) and taking the initiative to expand imports. We have a genuine desire to increase imports. In the coming five years, China is expected to import US$10 trillion worth of goods, attract US$600 billion worth of foreign investment and make a total of US$750 billion outbound investment. This November, we will hold the first China International Import Expo in Shanghai. I sincerely invite the friends from New Zealand and Taupo to seize this important opportunity and actively participate in this grand economic and trade cooperation event.

五年前，作为中国开放的一项重要举措，习主席提出“一带一路”倡议。这是一条政策沟通、贸易畅通、金融融通、设施联通和民心相通之路，是一条发挥沿线国家优势、实现合作共赢之路。五年来，该倡议得到国际社会的高度赞赏。如今，中国在沿线国家的投资高达600亿美元，同20多个国家建立75个经济贸易合作区。“一带一路”倡议已成为全球公共产品，获得100多个国家的支持，80多个国家和国际组织同中国签署了合作协议。
Five years ago, President Xi Jinping proposed “One Belt and One Road” initiative, which is also an important measure of China’s reform and opening up. One Belt One Road is a road of connectivity of policy, trade, financing, infrastructure and people to people exchanges and a road of tapping the comparative advantages of the countries along the belt and road to have win-win co-operations. In the past five years, this initiative has been warmly received by the international community. Currently, China’s investment in countries along Belt and Road has reached US$60 billion and set up 75 economic and trade cooperation zones in over 20 countries. The “Belt and Road” has become an important global public product. It has received the support of over 100 countries and more than 80 countries and international organizations have signed cooperation agreements with China involving in this initiative
共建“一带一路”倡议源于中国，但机会和成果属于世界。只要各方秉持和遵循共商共建共享的原则，就一定能把“一带一路”打造成为最广泛的国际合作平台。去年，我们成功举办首届“一带一路”国际论坛高峰论坛，29位国家元首和政府首脑、140多个国家和80多个国际组织的代表出席，论坛达成了270余项成果。中方正筹备于明年举办第二届高峰论坛，热烈欢迎新西兰朋友届时与会。
The Belt and Road Initiative (BRI) may be China’s idea, but its opportunities and outcomes are going to benefit the world. As long as the parties embrace the principle of extensive consultation, joint contribution and shared benefits, we can surely make the BRI the broadest platform for international cooperation. Last year we successfully held the first international forum on One Belt One Road, attended by 29 heads of states and government, representatives of more than 140 countries and 80 international organizations, and achieved over 270 deliverables. Now China is preparing to hold the second international forum for One Belt One Road next year. Our friends from New Zealand are most welcomed to participate.
新西兰是第一个同中国签署“一带一路”合作协议的西方国家，是21世纪海上丝绸之路的自然延伸。双方就“一带一路”倡议合作实现了丰富早期收获，比如近年来航空互联互通和金融一体化发展迅速。每周往返于奥克兰和中国主要城市的直航航班超过150架次，各条航线平均每年能为新西兰带来1.3亿至1.6亿美元的收益以及大量就业机会。航空互联互通不仅加强了两国人文交流，也创造了投资与贸易机遇。中国建设银行、中国银行、中国工商银行已经或将要在新西兰设立支行，将为新西兰人民和中新合作提供优质金融服务。
New Zealand was the very first western country to sign cooperation agreement with China and New Zealand is the natural extension of 21st maritime Silk Road. Many early harvest has been achieved in BRI. Such as fast growing aviation connectivity and financial integration in recent years, more than 150 non-stop flights fly back and forth between major cities of China and Auckland per week. Each flight generates as much as 130 to 160 million US dollars on average to New Zealand per year and also brings many job opportunities. Air connection not only facilitated the people to people exchanges but also brought opportunities for investment and trade. China Construction Bank, Bank of China as well as Industrial and Commercial Bank of China (ICBC) have opened or are going to open branches to operate in New Zealand too, which will provide high quality financial services to New Zealand and China New Zealand cooperation.

十年前，新西兰成为第一个同中国签署自由贸易协定的西方发达国家。在这十年里，中新双边贸易额从68亿新元增长至261亿新元，占新西兰进出口总额的20%。如今，中国是新西兰第一大贸易伙伴。双方在其他领域的合作也与经贸合作同步快速发展。中国已经成为新西兰最大海外留学生来源国，第二大海外游客来源国。放眼未来，我们将迎来更多机遇：
Ten years ago, New Zealand became the first western country to sign Free Trade Agreement with China. Over the past 10 years our bilateral trade was increased from 6.8 billion to 26.1 billion New Zealand Dollars and accounts for 20% of New Zealand import and export. Now China is New Zealand’s No one trading partner. Along with the fast growing trade, the co-operations in other areas have developed quickly as well. China has become New Zealand’s largest source of international students, and second largest source of overseas tourists. Looking into the future, we are faced with more opportunities:
中新两国经济高度互补，百分百纯净、优质的新西兰产品将在中国市场更受欢迎。新西兰最大企业恒天然去年在华净利润达3.9亿新元，占到其总利润的五分之一。中国乳品企业鹏欣集团和雅士利集团都已在新西兰投资、建厂，为当地民众创造了大量就业。
China and New Zealand’s economies are highly complementary with each other. It is believed that the 100% pure and high quality New Zealand commodities will get more and more popular in Chinese market. For example, Fonterra, the New Zealand’s largest company, made gross profit of New Zealand $390 million in the great China region last year, which accounted for one-fifth of its total gross profit. The Chinese diary companies of Pengxin and Yashili all have investment in this part of New Zealand, and have established their plants which have created many jobs for local people.
中国倡导的创新、协调、绿色、开放、共享的新发展理念与新方高度契合，新西兰经济创新和开放程度高、经验十分丰富，双方合作前景广阔，可在初级产业和贸易便利化、供应链联通、科技创新、节能、商业咨询、金融一体化等“软连接”领域开展更多合作。
China’s new development concept featuring innovation, coordination, openness, greenness and shared development is very much in line with those of New Zealand., New Zealand is a very innovative and open economy and has accumulated lots of experience in this regard. In addition to primary industry, the “soft connections”, such as trade facilitation, supply chain connectivity, technological innovation, energy conservation, business consulting and financial integration, are also areas for further co-operations
新西兰正逐渐成为中国高端旅游目的地。2019年是“中新旅游年”。陶波市闻名天下的绝美自然风光和极限运动将吸引无数中国游客慕名而来。
New Zealand has gradually become the main destination of high-end tourism for Chinese tourists. 2019 will be china New Zealand tourist year. The Great Lake Taupo region is famous for its stunning natural scenery and adventure activities of sports, which will attract lots of tourists from China.
陶波市在初级产业、教育和地热等领域拥有特殊优势和潜力。陶波市在中国的两个姐妹友好城市苏州和绍兴都是中国的繁华都市。这些友城关系为双方带来了实实在在的利益。借此特殊场合，我想向市长先生和陶波市政府表达我的衷心感谢，感谢你们对中国与新西兰、特别是美丽陶波市合作的宝贵支持。
Taupo has unique advantages and potentials in many other sectors as primary industry, education and geothermal energy. Taupo has two sister and friendly city relationship with Suzhou and Shaoxing which are all prosperous cities in china. These sister city relationship has brought tangible benefit to both sides. On this special occasion, I would like to express my heartfelt thanks to His worship Major David Trewavas, the local government of Taupo and other local governments in this region for your valuable support to the cooperation between China and New Zealand, especially with this beautiful region.
放眼未来，双方合作潜力巨大。我真诚希望陶波市能抓住中新关系迅速发展、中国新一轮对外开放以及中新共建“一带一路”的重要机遇，继续同包括有关省市在内的中方拓展务实合作，更多地为双方百姓谋福利。我也真心希望你们继续欢迎中国企业投资，为他们提供便利营商环境和政策。我相信，在双方共同努力下，双方合作将更加紧密，中新两国全面战略伙伴关系必将迈上新台阶，两国和两国人民的友谊万古长存。
Looking into the future, the potential is huge. It is my sincere hope that this region will grasp the opportunities of the fast growing China New Zealand relations, China new round of opening up and the joint construction of the Belt and Road, continue to expand its practical cooperation with the local provinces and municipalities in China to bring more benefits to peoples of both sides. It is also my sincere hope that you will continue to provide welcoming environment to Chinese business people and favorable policies for them to have cooperation. Through our joint efforts, I believe the bilateral ties will get stronger and we will surely push China-New Zealand comprehensive strategic partnership into new high. The friendship between our two countries and two peoples will last forever.
