早上好！今天，我很高兴与各位来宾一起，出席广州航新航空科技股份有限公司成功收购爱沙尼亚Magnetic飞机维修公司（Magnetic MRO）的交割庆祝仪式。
Good morning! Today, it gives me great pleasure to join you at the Ceremony of Guangzhou Hangxin Aviation Technology’s Acquisition of Magnetic MRO.
首先，我代表中国驻爱沙尼亚大使馆对该项交易的顺利进行表示热烈祝贺！对爱沙尼亚投资局帮助两家公司牵线搭桥、最终促成本次合作表示高度的赞赏！
May I first of all extend, on behalf of Chinese Embassy to Estonia, my warmest congratulations to the success of this acquisition! I also would like to express my deep appreciation to Estonian Investment Agency for their efforts to help connect the two companies and finally facilitate their cooperation.
今天的活动有着特殊意义，也创下了一些新的记录。这是中爱两国首次在航空工业领域的合作，也是中国企业迄今为止在爱沙尼亚金额最大的一笔投资，更将是两国企业融合文化、肩并肩开拓全球市场的新的标杆。中国航空工业虽起步晚，但发展迅速，航空市场规模不断扩大，飞机维修需求不断扩大。2017年，中国航空维修市场总量超过7亿欧元。中爱双方在航空工业领域的合作具有巨大潜力和广阔前景。航新科技是中国最大的从事航空部附件维修企业之一，在东南亚、中东、欧洲等地都有业务。Magnetic公司也是爱沙尼亚的明星企业，在欧洲有着很高的知名度。他们的合并是真正的强强联合，不仅将进一步提升航新科技的竞争力，也将进一步发展Magnetic公司的全球业务，实现互利共赢，实现“1+1大于2”的经济效益。除此之外，我认为这件喜事还体现以下三点意义：
Today’s event is of especial significance because it sets a string of new records. It is the first aviation industry cooperation project between our two countries, as well as the biggest investment made by Chinese companies in Estonia so far. This cooperation will also serve as a new benchmark for companies from our two countries to integrate their culture and explore global market shoulder by shoulder. China’s aviation industry, although a late starter, is developing fast as China’s aviation market and aircraft maintenance market keep expanding. In 2017, China’s aviation maintenance market achieved more than 700 million euros. China-Estonia cooperation in the aviation industry enjoys great potential and broad prospects. Hangxin Aviation Technology is one of China’s largest aviation accessory maintenance companies, with its business spreading across southeast Asia, the Middle East and Europe etc. Magnetic MRO is also a star enterprise in Estonia and has a high reputation in Europe. Their merger is a real combination, which will not only further enhance the competitiveness of Hangxin Aviation Technology, but also enable Magnetic MRO to expand its global business, leading to mutual benefit and win-win outcomes and realizing the economic benefits of “1+1 greater than 2”. In addition, I think the significance of this deal is three-fold.
首先，这是中爱经贸合作空间广阔的最好例证。爱沙尼亚倡导自由经济，法律环境开放透明，市场准入宽松，企业国际化程度高。越来越多的中国企业开始将目光投向爱沙尼亚，看重它优越的地理位置、数字技术优势以及高品质的产品和服务。
First, this cooperation is a good example that demonstrates the vast space of China-Estonia economic and trade cooperation. Estonia advocates a free economy, with an open and transparent legal environment, easy market access and global reach in company business. More and more Chinese companies are looking to Estonia for its superior geographical location, digital technology and high quality products and services.
中国经济的良好发展前景也为两国企业合作注入强劲动力。中国是全球第二大经济体、第二大货物贸易国、第二大对外投资国和第二大外资流入国。过去五年，中国国内生产总值年均增长7.1%，占世界经济比重的15%左右，对世界经济增长贡献率超过30%，对外投资和贸易平均每年直接拉动各国1500万个就业岗位。中国外汇储备充裕，已成为对外投资大国，越来越多像航新科技这样的企业有意愿有能力走出国门，加快国际化步伐。同时，中国有13多亿人口，居民收入年均增长7.4%，消费日益多样化，成为全球最具成长性的大市场。未来五年，中国预计将进口10万亿美元的商品和服务、吸收6000亿美元的外来投资。中爱经济有较强的互补性，两国企业合作有更多机遇和更广阔空间。
The sound development prospects of China’s economy also inject strong impetus into our cooperation. As the world’s second largest economy, the second largest trader, the second largest outbound investor and second largest recipient of foreign investment, China has made many historical achievements. Over the past five years, the Chinese economy registered an average annual growth of over 7.1%, accounted for roughly 15% of global economy, contributing 30% to global growth. China’s overseas investment and trade created 15 million jobs worldwide every year. Now China is a major outward investor with abundant foreign exchange reserve. A growing number of companies, like Hangxin Aviation Technology, are both willing and able to explore the global market. Meanwhile, China is a country of over 1.3 billion people. With its personal income rising 7.4% every year, and consumption demands increasingly diversified, China has become the most promising growth market in the world. It is also estimated that, in the next 5 years, China will import 10 trillion US dollars’ worth of goods and services, and attract 600 billion USD foreign investments. The high complementarity between our economies promises greater potential and more opportunities for our enterprises.
第二，这是中爱两国共建“一带一路”倡议的成果。我犹记得航新科技在他第一次发给使馆的咨询邮件中写道：航新科技为抓住“一带一路”倡议合作机遇，希望了解作为“一带一路”沿线国家的爱沙尼亚的投资环境和机遇。同样，我们也经常接到爱沙尼亚企业对“一带一路”倡议的咨询。没有比这些更生动的案例来说明“一带一路”倡议对两国企业合作、贸易投资发展的强大推动作用了。爱沙尼亚是中国在欧盟和波海地区的重要合作伙伴，是中方推进“一带一路”建设和中国-中东欧国家合作的重要合作伙伴。2017年爱沙尼亚正式加入“一带一路”倡议，两国有关部门签署电子商务和数字丝路合作备忘录，将为双方企业带来更多机遇。
Second, this cooperation is the outcome of our joint efforts to jointly implement the Belt and Road initiative. I still remember the first consulting email from Hangxin Aviation Technology to our embassy. Hangxin wrote in its email: “in order to grasp the opportunity of the Belt and Road Initiative, we would like to know about the investment environment and opportunities in Estonia, which is one of the countries along Belt and Road”. Similarly, we often receive inquiries from Estonian enterprises on the Belt and Road initiative. I think nothing could more vividly illustrate the important role of Belt and Road initiative in promoting cooperation, trade and investment development between the two countries. Estonia is China’s important partner in the European Union and the Baltic region. It is also our partner in implementing the Belt and Road Initiative and the 16+1 Cooperation. Last year, Estonia officially joined the Belt and Road Initiative. Our two governments signed two MOUs on e-commerce and digital cooperation, providing new opportunities for businesses of both countries.
在这里，我想强调的是，共建“一带一路”倡议源于中国，但机会和成果属于世界，中国不打地缘博弈小算盘，不搞封闭排他小圈子，不做凌驾于人的强买强卖。只要各方秉持和遵循共商共建共享的原则，就一定能让“一带一路”框架下的务实合作尽快落地，惠及包括爱沙尼亚在内的各国企业和人民。
I would like to stress that the Belt and Road Initiative may be China’s idea, but its opportunities and outcomes are going to benefit the world. China has no geopolitical calculations, seeks no exclusionary blocs and does not do business by force. As long as the parties embrace the principle of extensive consultation, joint contribution and shared benefits, we will definitely enhance cooperation and fast-track implementation of the Belt and Road Initiative to the greater benefit of all our businesses and peoples.
第三，这是中国深化改革扩大开放的体现。今年是中国改革开放40周年。过去40年，中国经济发展的伟大成就是在改革开放条件下取得的，中国企业的成长史也是改革开放的一个重要历史见证。我相信，如果你们向卜范胜董事长了解航新科技作为民营企业的发展壮大历史，一定会更加深刻理解中国坚持改革开放的决心和行动。未来，中国开放的大门不会关闭，只会越开越大！中国鼓励企业走出去，融入全球价值链，参与全球竞争，也打开国门欢迎包括爱沙尼亚在内的企业在中国市场寻找机遇。下一步，我们将大幅度放宽市场准入，创造更有吸引力的投资环境，加强知识产权保护，主动扩大进口。今年11月，我们将在上海举办首届中国国际进口博览会。这不是一般性的会展，而是我们主动开放市场的重大政策宣示和行动。欢迎爱沙尼亚企业参展，推介本国优势产品和服务。
Third, this cooperation shows that China is determined to deepen reform and open wider to the world. This year marks the fortieth anniversary of China’s reform and opening-up. What has happened proves that opening-up was key to China’s economic growth over the past 40 years. The growth history of Chinese enterprises also stands as an important historical witness to China’s reform and opening up. And I believe that if you consult Chairman Bu Fansheng about the development process and history of Hangxin Aviation Technology, you will have a deeper understanding of China’s determination and real action to pursue further reform and opening. I wish to make it clear to all that China’s door of opening-up will not be closed and will only open even wider! We encourage our enterprises to go abroad, participate in global competition and integrate into the global value chain. We also welcome enterprises including Estonian enterprises to enter the Chinese market. In the coming years, we will significantly broaden market access, create a more attractive investment environment, strengthen protection of intellectual property rights (IPR) and take the initiative to expand imports. This November, we will hold the first China International Import Expo in Shanghai. It is not just another expo in an ordinary sense, but a major policy initiative and commitment taken of our own accord to open up the Chinese market. Friends from Estonia are welcome to participate in the Expo.

“好的开始，是成功的一半”。我很高兴看到爱沙尼亚加入“一带一路”倡议即取得可喜成果，很高兴看到航新科技和Magnetic公司沟通商谈愉快顺利进行，很高兴在爱沙尼亚的春天见证两个企业的合作。利用今天的机会，我衷心希望航新科技今后充分利用两国的市场机遇，不断提升市场影响力和竞争力，为推动中爱两国经贸合作不断发展做出更大贡献。
Well begun is half done. I am very pleased that our Belt and Road cooperation is followed closely by today’s gratifying results. I am glad to see that Hangxin Aviation Technology and Magnetic MRO have had a pleasant and productive communication. I am very happy to witness the cooperation between the two companies in this splendid spring. Taking today’s opportunity, I sincerely hope that the Hangxin Aviation Technology will take full advantage of the market opportunities of our two countries, continue to raise global influence and international competitiveness, and make more contribution to even stronger China-Estonia business cooperation.
