Today marks the 43rd anniversary of the establishment of diplomatic ties between the People’s Republic of China and the Kingdom of Thailand. Thanks to the care and commitment of leaders of the elder generation, the two countries formally established diplomatic relations on July 1, 1975, and has since then opened up a new page of friendly cooperation. The bilateral relationship has been developing in a sound and stable manner over the past 43 years, setting a good example by co-existing in harmony and pursuing common development.
今天是中华人民共和国和泰王国建交43周年纪念日。1975年7月1日，在两国老一辈领导人的亲自关心和推动下，中泰正式建立外交关系，开启了友好合作新纪元。43年来，中泰关系始终保持稳定健康发展势头，成为国家间和睦相处、共同发展的典范。
Both China and Thailand are major developing countries in Asia with time-honored and splendid history. The friendship between the two countries goes back to ancient times. Recorded exchanges between China and Thailand can be traced to the Western Han Dynasty. Frequent business activities between the two countries started around the 10th Century, and there were Chinese relocating in Thailand in the 12th Century. Friendly communication for over 2000 years has made our two countries as close as family.
中泰同为亚洲重要发展中国家，都有着悠久璀璨的历史，两国友好交往源远流长。早在西汉时期，中国就有了关于中泰交往的历史记载，公元10世纪左右两国开始频繁的商贸往来，12世纪就有华人到泰国定居。绵延两千多年的友好往来，形成两国血缘相通、人文相近的“中泰一家亲”深厚情谊。
The past 43 years has given witness to the common progress made by the two countries. China launched reform and opening-up, embarked on the the journey of socialism with Chinese characteristics and became the second largest economy and the largest industrial country in the world. It has successfully lifted over 700 million people out of poverty, contributes over 30% to world economic growth for many years in a row, and promotes the cause of peace and development of mankind. In the meantime, Thailand has been exploring the path of development that suits its national conditions, making efforts to maintain political stability, promoting economic and social development and improving people’s livelihood. Thailand, reputed as one of the “Tiger Cub Economies”, is a major member and the second largest economy of ASEAN. It takes an active part in ASEAN-based regional cooperation and international cooperation on sustainable development, and acts as a strong force upholding peace, development and cooperation of the region and the world at large.
中泰建交以来的43年，见证了两国的共同成长进步。中国开启改革开放历史征程，走出了一条中国特色社会主义道路，成长为世界第二大经济体和第一大工业国，实现了7亿多人的成功脱贫，连续多年对世界经济增长贡献率超过30%，促进了人类和平与发展事业。与此同时，泰国也在不断探索符合自身国情的发展道路，积极维护政治稳定，促进经济和社会民生发展。泰国是东盟重要成员和第二大经济体，被誉为“亚洲四小虎”之一，积极参与以东盟为中心的区域合作，推动可持续发展等国际合作，是维护地区乃至国际和平、发展、合作的中坚力量。
China-Thailand all-round friendly cooperation, political mutual trust, economic relations as well as people-to-people and cultural exchanges also thrive in the process of common development. The high-level of the two countries pay mutual visits to each other like relatives. Many of the Chinese leaders have visited Thailand, while the Thai Royal Family, leaders of governments, parliaments and military also paid multiple visits to China, guiding and promoting the bilateral relationship. China has been the largest trading partner of Thailand for five consecutive years, and the third largest source of investment for Thailand. Thailand is the third largest trading partner of China in ASEAN. The successful launch of the first phase of China-Thailand railway cooperation project has opened up a new dimension in regional interconnectivity. More and more technically advanced, competent and innovative Chinese companies are coming to Thailand, injecting new impetus into Sino-Thai economic cooperation with new economy and new knowledge. Cultural and people-to-people exchanges between the two countries are increasingly active. There are 37,000 Chinese students in Thailand, and 27,000 Thai students in China. Around 1,700 volunteers for Chinese language teaching are working in different parts of Thailand. The two sides also engage in vocational education cooperation in a variety of areas including high-speed rail, aviation, spaceflight, artificial intelligence and logistics management. Last year, Thailand received nearly 10 million Chinese tourists. People-to-people bond is the endless stream of energy pushing China-Thailand friendship ahead. What is commendable is that the two peoples always support and help each other in trying times. The Chinese society has been very concerned about the whereabouts of those young Thai football players and their coach. The Chinese side sympathizes with their families and would like to offer all kinds of necessary assistance.
在共同成长的同时，中泰全方位友好合作蓬勃发展，政治互信日益深化，经贸关系不断加强，人文交流更加密切。两国高层像走亲戚一样你来我往，中国许多国家领导人都访问过泰国，泰国王室成员和历届政府、议会、军方领导人也多次对中国进行访问，指导和推进双边关系发展。中国连续五年成为泰最大贸易伙伴，是泰国第三大投资来源国，泰国是中国在东盟第三大贸易伙伴。中泰铁路合作项目一期工程顺利开工，开启区域互联互通新局面。越来越多技术领先、实力雄厚、营商创新的中国企业到泰投资，以新经济和新知识元素为中泰经贸合作注入新动力。两国人文交流日益活跃，目前有3.7万名中国学生在泰国学习，超过2.7万名泰国学生在中国留学，近1700名中国汉语教育志愿者在泰国各地工作，双方在高铁、航空航天、人工智能、物流管理等多个领域深入开展职业教育合作，去年近千万中国游客到泰国旅游，民心相通为“中泰一家亲”提供源源不断的动力。最难能可贵的是，中泰两国人民在面对困难时总能同舟共济，守望相助。近日有关泰国青少年足球队员和教练的消息牵动中国社会的心，中方对他们的家庭表示诚挚慰问，愿意提供一切必要的援助。
Today, both China and Thailand are faced with a world undergoing major development, transformation and adjustment. Unstable and uncertain factors are still on the rise, hegemony and power politics still exist, traditional and non-traditional security threats keep springing up, and unilateralism, trade protectionism and de-globalization have taken on different forms. At the same time, economic globalization, world multipolarization, society informatization and cultural diversity are gaining speed. Peace, development and cooperation remains the general trend and the shared aspiration of the people. Based on his thorough and correct understanding of the trend of the world and the times, President Xi Jinping proposes to build a community of shared future for all mankind with the purpose of upholding world peace and promoting common growth, and foster a new type of international relations based on mutual respect, equity, justice and win-win cooperation.
今天，中泰两国共同面对的，是处于大发展大变革大调整中的世界。各种不稳定、不确定因素突出，霸权主义和强权政治依然存在，各种传统和非传统安全威胁不断涌现，单边主义、贸易保护主义、逆全球化思潮不断有新的表现。与此同时，经济全球化、世界多极化、社会信息化、文化多样化迅速发展，和平、发展、合作仍是大势所趋，人心所向。正是基于对世界大势和时代潮流的深刻认识和正确把握，习近平主席提出以维护世界和平、促进共同发展为宗旨推动构建人类命运共同体，推动构建相互尊重、公平正义、合作共赢的新型国际关系。
The new type of international relationship championed by China emphasizes that countries should respect each other’s independent choices of social systems and development paths, respect each other’s core interests and major concerns, follow a new mode of state-to-state relationship featuring dialogue rather than confrontation, partnership rather than alignment, so as to achieve win-win and all-win results. This idea transcends traditional theories on international relations, such as zero-sum game, winner-takes-all and playing the bully, and presents a “Chinese approach” to crack difficult problems and defuse challenges and risks.
中国所倡导的新型国际关系，强调尊重各国自主选择社会制度和发展道路，尊重彼此核心利益和重大关切，推动走出一条对话而不对抗、结伴而不结盟的国与国交往新路，以实现全球伙伴关系的共赢、多赢。这一理念超越了零和博弈、赢者通吃、恃强凌弱的传统国际关系理论窠臼，是破解时代难题、化解风险挑战的“中国方案”。
China-Thailand friendly cooperation is the model for the new type of international relations. The bilateral relationship has harvested abundant fruits as the two countries adhere to the principle of mutual respect, equity, justice and win-win cooperation. Looking in to the future, we have every reason to believe that as long as the two sides stick to the principle of developing the new type of international relations, we could always expect new outcomes in bilateral cooperation.
中泰友好合作是实践新型国际关系的典范。43年来双边关系的累累硕果，正是由于两国坚持相互尊重、公平正义、合作共赢的原则。面向未来，我们有理由相信，只要双方继续秉持新型国际关系原则，中泰合作将不断结出新的硕果。
First, we should further increase the complementarity of our development strategies, firmly support each other in choosing the development path that suits respective national conditions, synergize the Belt and Road Initiative with the Thailand 4.0 Strategy and the Eastern Economic Corridor (EEC) in terms of policy, law and enforcement, creating favorable conditions for broader and closer cooperation.
首先，我们要进一步加强战略对接，坚定支持各自选择适合自身国情的发展道路，推动“一带一路”合作同泰国4.0战略、东部经济走廊规划等在政策、法律、执行等层面深入融合，为更广泛密切的合作创造有利条件。
Second, we should deepen and expand practical cooperation in trade. We should, on the one hand, increase the use of technology in traditional industrial cooperation; and on the other hand, encourage cooperation in new industries, conduct more cooperation in modern agriculture, digital economy, high-end manufacturing, new energy and other fields, and make sure that the high-speed rail cooperation will deliver benefits to people living along the railway line as soon as possible. China will continue to take new measures to enhance opening up. We welcome Thailand’s participation in the first China International Import Expo to be held in Shanghai in November this year, and are ready to set up a platform for Thai products and service to tap the Chinese market.
其次，我们要继续深化和拓展经贸务实合作，既提升传统产业合作的技术含量，也促进新业态、新产业合作，积极拓展现代农业、数字经济、高端制造业、新能源等领域合作，推动铁路合作尽早造福沿线民众。中国将持续推出扩大开放的新举措，欢迎泰方积极参与今年11月在上海举办的首届中国国际进口博览会，愿为泰国商品和服务开拓中国市场搭建平台。
Third, we should strengthen all-round and profound people-to-people and cultural exchanges. Efforts shall be made to press ahead with cooperation in education, culture, science and technology, promote knowledge and technology sharing, talent exchanges and training, especially targeted training on railway, digital economy, small-and-medium sized enterprises, increase the exchange of experience in poverty reduction and rural development, and support think tanks, media, and the youth in carrying out cooperation and communication.
第三，我们要加强全方位、深层次人文交流。继续开展教育、文化、科技等领域合作，重点推动知识和技术分享、人才交流和培训，特别是围绕铁路、数字经济、中小企业等开展有针对性的人才培训，加强在减贫和农村发展等方面的经验交流，支持智库、媒体、青年开展合作和交流。
Fourth, we should continuously enlarge regional and international cooperation. Thailand will take over the rotating presidency of ASEAN next year. The Chinese side fully supports Thailand in playing a positive role, and ASEAN’s centrality in regional cooperation. We would like to work together with the Thai side to upgrade China-ASEAN cooperation, push forward Lancang-Mekong cooperation for new outcomes, enhance coordination and cooperation in global governance and sustainable development, lead together open and inclusive regional and international cooperation, and work for the building of a community of shared future for all mankind.
第四，我们要不断扩大区域和国际合作。泰国将于明年担任东盟轮值主席国，中方将全力支持泰方发挥积极作用，支持东盟在区域合作中的中心地位，愿同泰方一道推动中国-东盟合作提质升级，推进澜湄合作不断取得新成果，并在全球治理、可持续发展等方面加强协调合作，共同引领开放包容的区域和国际合作，推动构建人类命运共同体。
With the wind blowing from the right angle, it is time for us to set sail. China and Thailand are at the new starting point of development. Despite international vicissitudes, as long as the two countries advance hand in hand, their comprehensive strategic partnership of cooperation will withstand the test of times, create more benefits for the two peoples and bring the two countries into a new era of common prosperity and development.
好风凭借力，扬帆正当时。中泰两国都站在新的发展起点上，无论国际风云如何变幻，只要双方携手并进，中泰全面战略合作伙伴关系必将历久弥新，给两国人民带来更多福祉，推动两国迈入共同繁荣发展的新时代！
