女士们、先生们、朋友们，
大家下午好！

Friends, Ladies and Gentlemen,
Good afternoon.
非常荣幸出席今天庆祝“非洲日”活动。我谨代表中国驻索马里使馆表示祝贺。1963年非洲统一组织（现为非洲联盟）宣告成立，“非洲日”从此诞生。今年5月25日，非洲大陆迎来第55个“非洲日”。历经半个多世纪，“非洲日”逐渐成为非洲人民争取独立、自由、进步和发展的象征。
It’s my honour to attend today’s celebration of Africa Day. On behalf of the Chinese Embassy in Somalia, I would like to express congratulations. In 1963, the Organization of African Unity, which is now the African Union, was established and gave birth to Africa Day. On 25th May this year, the 55th Africa Day comes to the African continent. Over more than half a century, Africa Day has gradually become a symbol of African people’s pursuit for independence, freedom, progress and development.
55年来，非洲和平取得了巨大成就。当年，非洲各国赢得了独立和自由，极大地提升了非洲人民的荣耀感和自信。迄今非洲大多数国家和地区实现了和平、稳定与发展。非洲国家和人民正以独立和解放运动的精神和斗志，加强团结与合作，战胜各种困难与挑战，实现和平稳定。我们对非洲和平进步取得的成就感到骄傲！
Over the last 55 years, great achievements have been made in the peace of Africa. Back in history, African countries won independence and freedom, which greatly heightened the honour and confidence of the African people. Up to now, most African countries and regions have succeeded in achieving peace, stability and development. Upholding the fighting spirits in their independence and liberation movements, African countries and peoples are strengthening unity and cooperation, conquering all kinds of difficulties and challenges, and achieving peace and stability. We are proud of the achievements made in the peace and progress of Africa!
55年来，非洲发展取得了巨大成就。非洲国家致力于联合自强和一体化进程，各国积极推进国家经济和社会发展，极大改善了非洲人民生活水平。过去20多年，非洲总和国内生产总值平均每年增长5%左右。过去10年，一些非洲国家经济增长速度达到8%至9%，甚至到达两位数。在全球经济发展低迷情况下，非洲仍是世界上增长最快的区域之一，许多非洲国家通过发展实现了联合国千年发展目标。非盟《2063年议程》发展蓝图已绘就，加快工业化进程和现代化建设已成为非洲国家共同追求的目标。我们对非洲发展繁荣欢心鼓舞！
Over the last 55 years, great achievements have been made in the development of Africa. African countries have been committed to the process of unity, self-improvement and integration, promoted their economic and social development, and greatly improved the living standards of the African people. In the past two decades, the overall average annual GDP growth rate of Africa was 5%. In the past decade, the economic growth rate of some African countries reached 8% to 9% or even over 10%. Against the background of global economic distress, Africa has remained one of the fastest growing regions in the world, and many African countries have achieved the UN Millennium Development Goals through development. The development blueprint of the AU “2063 Agenda” has been drawn up, and acceleration of the process of industrialization and modernization has become a common goal pursued by African countries. We are encouraged by the development and prosperity of Africa!
55年来，非洲已成为一个充满希望和快速发展的大陆。非洲是一个资源丰富、耕地富饶、劳动力充足、发展潜力巨大、发展优势越来越明显的大陆。非洲人以非洲方式处理非洲问题，通过各种方式实现和平、融合与繁荣，并在世界舞台上发挥积极作用，在维护非洲国家发展利益、推动全球化进程中扮演着重要角色。非洲以“更快、更高、更强”的精神开创美好的未来。我们对非洲的光明前景充满信心！
Over the last 55 years, Africa has become a continent of hope and rapid development. Africa is a continent rich in resources, arable land and labor force and a continent with great potentials for development and increasingly obvious development advantages. Africans handle African issues in African ways, achieve peace, integration and prosperity through various means, exert positive effects on the world stage, and play an important role in safeguarding the development interests of African countries and promoting the globalization process. Africa is creating a better future with the spirit of “faster, higher and stronger”. We are fully confident in the bright prospects of Africa!
中非一向是好朋友、好伙伴、好兄弟的命运共同体。半个多世纪以来，中非双方相互理解和支持，休戚与共，中非关系经受住了国际风云变幻和时间的考验，双方友谊牢固不可破，历久弥新。中方坚定支持非洲独立、和平与发展，双方在政治、经济、文化、教育、医疗卫生、体育等各领域友好合作取得了丰硕成果。
China and Africa have always been a community of shared future in which the two sides have been good friends, good partners and good brothers. For over half a century, China and Africa have understood and supported each other, and shared weal and woe. China-Africa relationship has withstood the test of time and fluctuating international situation, and the friendship between the two sides has remained unshakable and become even stronger as time goes by. China firmly supports independence, peace and development of Africa, and the two sides have conducted fruitful cooperation in the political, economic, cultural, educational, health, sports and other fields.
中非具有相似的发展理念和共同的发展任务。长期以来，特别是2015年中非合作论坛约翰内斯堡峰会以来，中国在非洲大力投资建设铁路、公路、电力等基础设施建设，为非洲经济社会发展做出了应有贡献,赢得了非洲人民普遍赞誉。“鞋子合不合脚，自己穿了才知道”，中非合作成果，只有非洲人民才最有发言权。作为世界上最大发展中国家，与作为世界最具发展潜力的大陆，中非合作潜力巨大，发展前景广阔。
China and Africa have similar development concepts and common development tasks. Over the years, especially since the 2015 Johannesburg Summit of the Forum on China-Africa Cooperation, China has invested heavily in infrastructure construction such as railways, roads and electric power in Africa, which has made due contributions to Africa’s economic and social development and won widespread praise from African people. “Only after trying on them by yourself can you know if shoes fit your feet well”. Only African people have the say in the achievements of China-Africa cooperation. As the largest developing country in the world, and as the continent with the greatest potentials for development in the world, China and Africa enjoy great potentials and broad prospects for their cooperation.
中非面临着难得的历史性发展机遇。中方倡导“一带一路”建设，将有效对接世界各国发展战略、《2063年议程》和联合国“2030年可持续发展议程”，为包括非洲在内的世界各国提供了良好的合作平台。今年9月，中方将举行中非合作论坛北京峰会，中非领导人将共同规划中非关系发展蓝图，这次峰会将开启中非合作共赢、共同发展的新时代，在中非关系发展进程中具有新的里程碑意义。中非合作发展将以“一带一路”建设为契机，以工业化和农业现代化为牵引，以产业合作与产业对接为重点，全面深化工业、农业、基础设施、人力资源开发、投资、贸易、金融等领域互利合作。中方将继续秉持习近平主席提出的真实亲诚对非政策理念和正确义利观，本着和平合作、开放包容、互学互鉴、互利共赢和创新、协调、绿色、开放、共享的发展理念，进一步做强和夯实中非政治上平等互信、经济上合作共赢、文明上交流互鉴、安全上守望相助、国际事务中团结协作，开拓中非全面战略合作伙伴关系的新局面。中国坚持对外开放的基本国策，坚持打开国门搞建设。中国开放的大门不会关闭，只会越开越大。中国的发展是世界的机遇，也是非洲的机遇。中国愿同非洲一道，推动构建新型国际关系和人类命运共同体。
China and Africa are facing rare historical development opportunities. The “Belt and Road” initiative advocated by the Chinese side will effectively link up with development strategies of countries in the world, the 2063 Agenda and the United Nations “2030 Sustainable Development Agenda”, and provide a helpful platform for cooperation among all countries in the world including Africa. In September this year, China will hold the Beijing Summit of the Forum on China-Africa Cooperation. Leaders of China and Africa will jointly map out a blueprint for the development of China-Africa relations. The Summit will open a new era of win-win cooperation and common development for China and Africa, and become a new milestone in the development of China-Africa relationship. The development of China-Africa cooperation will take the “Belt and Road” construction as an opportunity, industrialization and agricultural modernization as traction, industrial cooperation and linkage as focus, and comprehensively deepen mutually beneficial cooperation in fields like industry, agriculture, infrastructure, human resource development, investment, trade, and finance. In conducting relations with Africa, China will continue to adhere to the principles of sincerity, practical results, affinity and good faith towards Africa and uphold the values of friendship, justice and shared interests which are proposed by President Xi Jinping, follow the ideas of peace and cooperation, openness and inclusiveness, learning from each other, win-win cooperation, and pursue the idea of innovative, coordinated, green, open and shared development. China will further strengthen and consolidate a China-Africa relationship featuring political equality and mutual trust, win-win economic cooperation, mutually enriching cultural exchanges, mutual assistance in security, and solidarity and coordination in international affairs, and open up a new phase of China-Africa comprehensive strategic and cooperative partnership. China will continue to adhere to its fundamental national policy of opening-up and pursue development with its door wide open. China’s door of opening-up will not be closed and will only open even wider! China’s development is an opportunity for the world as well as an opportunity for Africa. China is willing to work with Africa to foster a new type of international relations and to build a community with a shared future for mankind.
中方一贯支持非洲和平事业，一贯支持非盟在促进非洲和平与发展进程中所发挥的重要作用，一贯支持索和平重建，赞赏非索团为实现索及地区和平与稳定所做贡献，迄今已向非洲派驻了大批维和人员，积极向索提供力所能及的人道主义援助，连续8年向非索团提供资金支持。当前索和平重建处在关键时期，在索政府领导下，索和平重建取得了明显成效。中方将继续本着“索人主导、索人所有”原则，积极为索实现持久和平与安全做出不懈努力，愿与国际社会一道，推动索在实现国家和平发展、振兴繁荣的道路上不断取得新的更大成就。
China has always supported the cause of peace in Africa and consistently supported the important role played by the African Union in promoting peace and development of Africa. China has consistently supported the peace and reconstruction of Somalia, and appreciates the contribution made by AMISOM for the realization of peace and stability in Somalia and the sub-region. China has sent a large number of peacekeepers to Africa, actively provided humanitarian assistance to Somalia within its ability, and provided financial support to AMISOM for consecutive 8 years. At present, the peace and reconstruction process of Somalia has come to a crucial stage, and remarkable achievements have been made under the leadership of the Somali Government. China will continue to follow the principle of “Somali led, Somali owned”, and make unremitting efforts for the realization of lasting peace and security in Somalia. China is willing to work together with the international community to promote continuous new and greater achievements by Somalia in realization of peace, development and prosperity.
