新年伊始到访菲律宾，我感到十分高兴。有人说菲律宾是地球上的一方天堂，我和许多到访过菲律宾的朋友都赞同这个比喻。我也高兴地看到越来越多的中国民众到访这个魅力非凡的国度，探寻其魅力之所在。
As China’s Ambassador to ASEAN, it is my great pleasure to visit this lovely country in my tour of duty at the beginning of the year, a country known for its natural beauty and the warmth of its people. It is also encouraging to see more and more Chinese visit this country in search of its charm and wonder.
最近有两件大事引起中国民众对菲律宾的关注持续上升。一件是去年11月，习近平主席成功实现首次对菲国事访问，推动中菲关系升级为全面战略合作关系，引领中菲关系进入更高的发展轨道。
Two major headlines about the Philippines captured Chinese media in recent months. The first is the state visit by Chinese President Xi Jinping last November, elevating the China-Philippines relations to a comprehensive strategic partnership.
另一件是去年8月，菲律宾开始担任中国—东盟关系协调国，同年11月第21次中国—东盟领导人会议取得一系列丰硕成果，并发表了《中国—东盟战略伙伴关系2030年愿景》，为双方未来合作制定了中长期规划，标志着中国—东盟关系进入全方位发展的新阶段。良好的开端是成功的一半。我们期待菲律宾担任协调国3年期间发挥好桥梁作用，推动中国与东盟更好地联结起来，实现双方关系新的更大提升。
The other is Philippines’ takeover of the 3-year term country coordinatorship for China-ASEAN dialogue relations last August. The China-ASEAN Strategic Partnership Vision 2030, an outcome document issued at the 21st China-ASEAN Summit last November, has laid out a medium-and long-term blueprint for future cooperation and set up a new stage of all-round development for China-ASEAN relations. It bolds well for the beginning of Philippine’s role as country coordinator over the next 3 years, which we believe will serve as a bridge and facilitator for closer China-ASEAN strategic partnership in the decade to come.
去年，我们共同庆祝了中国—东盟建立战略伙伴关系15周年，双方关系展现出可喜的新气象，呈现出令人鼓舞的新势头。
Last year marked the 15th anniversary of China-ASEAN Strategic Partnership. With joint efforts, this relationship has scored many achievements and shown new momentum for further progress.
高层互动有新突破。习近平主席在多双边场合会见了东盟各国领导人。李克强总理对东盟秘书处进行了历史性访问。东盟各国领导人、东盟秘书长林玉辉、四位副秘书长、东盟十国常驻代表分别访华。这种频密的高层交往对双方关系发展发挥了强有力的牵引作用。
Breakthroughs have been made in high-level visits. Last year, President Xi Jinping met with leaders of ASEAN countries on bilateral and multilateral occasions, deepening policy exchange and strategic communication. Premier Li Keqiang made a landmark visit to the ASEAN Secretariat. Several leaders of ASEAN countries, ASEAN Secretary-General and the Committee of Permanent Representatives (CPR) of ASEAN all paid successful visits to China on separate occasions. Such frequent high-level exchanges have played a critical role in developing our relations.
战略互信有新进展。中国和东盟国家共同致力于全面有效落实《南海各方行为宣言》，积极推进“南海行为准则”磋商。在我们共同努力下，“准则”磋商不断取得新进展，今年可望完成“准则”单一磋商文本草案一读工作。去年，李克强总理在中国—东盟领导人会议上倡议未来三年完成“准则”磋商，这充分体现出中国同东盟国家共同维护南海和平与稳定的诚意、决心和信心。去年10月，中国—东盟举行了首次海上联合演习，对增进双方了解互信、深化防务安全合作、提升共同应对海上安全威胁能力具有重要意义。中方愿同东盟国家继续努力，把南海建设成为和平之海、友谊之海、合作之海，造福地区各国和人民。
New steps have been taken in enhancing strategic mutual trust. China and ASEAN countries have worked closely in the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), and the consultations towards a Code of Conduct (COC). Discussion is moving on good track and we hope to complete the first reading of the single draft negotiating text of the COC within 2019. Premier Li Keqiang proposed at the China-ASEAN Summit last year that China was ready to work with ASEAN countries toward concluding COC consultations in three years’ time on the basis of consensus. This fully reflects China’s sincerity, determination and confidence in upholding peace and stability in the South China Sea with ASEAN countries. The first China-ASEAN joint maritime drill last October was a testament to the higher level of trust among us and will help us build stronger defense against maritime hazards and security threats. We are confident that with joint efforts, we will ensure South China Sea a place of peace, friendship and cooperation to benefit the countries and peoples of the region.
经贸合作有新势头。2018年尽管国际经贸形势阴霾笼罩，中国与东盟贸易额达5878.7亿美元，同比增长14.1%，再创历史新高。中国连续10年成为东盟第一大贸易伙伴，东盟连续8年成为中国第三大贸易伙伴。值得一提的是，中菲贸易关系也日益紧密，2018年双边贸易额达556.7亿美元，同比增长8.5%。《中国—东盟自贸协定升级版》已于今年1月1日全面实施，新的原产地规则在原产地认定方面更加灵活便利，将有助于双方企业更多地享受优惠关税，进而促进双方贸易往来。双方加强创新发展战略对接，在数字经济、电子商务、智慧城市、清洁能源等领域开辟了新的合作增长点。第二届“一带一路”国际合作高峰论坛即将在中国北京召开，中方期待杜特尔特总统赴华与会。中国愿以此为契机加强“一带一路”倡议与东盟发展战略的对接，为双方经贸合作注入强大的新动力。
Momentum is rising on trade and investment. Despite uncertainties in global economy, two-way trade between China and ASEAN grew by 14.1% to a record US$587.87 billion in 2018. China has been ASEAN’s top trading partner for 10 consecutive years, while ASEAN China’s third largest trading partner for eight years in a row. It is worth mentioning that the Philippines has had increasingly closer trade relations with China. Compared with last year, Philippines’ trade with China grew by 8.5% to $55.67 billion in 2018. The upgraded protocol of China-ASEAN Free Trade Agreement, which took effect on 1 January 2019, will take two-way trade further. The revised rules of origin, for instance, are more flexible and convenient to apply and will help companies enjoy more tariff preferences and promote trade between the two sides. Innovation has grown to be an emerging driver. Digital economy, e-commerce, smart cities and clean energy, among others, are new areas of cooperation. The second Belt and Road Forum for International Cooperation will be held in Beijing this coming April. We look forward to President Duterte’s attendance at the forum. It will be a good opportunity to strengthen synergy between the Belt and Road Initiative and the ASEAN development strategy and provide more impetus to regional integration.
人文合作有新亮点。双方领导人同意将人文交流打造成为中国—东盟关系第三大支柱，以夯实双方关系社会土壤，提升双方民众的共同体意识。今年是“中国—东盟媒体交流年”，上周双方在北京共同隆重举办交流年开幕式，习近平主席发来贺词，殷切希望双方媒体做友好交往的传播者、务实合作的推动者、和谐共处的守望者，讲好共促和平、共谋发展的故事，为共建更为紧密的中国—东盟命运共同体作出更大贡献。为促进双方青年交往，今年中方着手启动“中国—东盟菁英奖学金”这一人文交流旗舰项目，并开展“未来之桥”中国—东盟青年领导人千人研修计划，未来5年拟邀请1000名东盟优秀青年来华培训。
Socio-cultural cooperation and people-to-people exchanges have grown to be a third pillar of China-ASEAN relations, a source of social support for the sustained development of China-ASEAN relations. 2019 is the Year of China-ASEAN Media Exchanges. Chinese President Xi Jinping sent a congratulatory letter to its opening ceremony held in Beijing last week. He called on media from both sides to do more as messengers of friendship, facilitators of cooperation and guardians of harmonious coexistence, so that there will be more stories told about our common endeavor for peace and development and thus contributing to the building of a closer China-ASEAN community. To promote youth exchanges, China will launch the China-ASEAN Young Leaders Scholarship and the 1,000 ASEAN young talents trading program this year, allowing more opportunities for ASEAN youth and professionals to pursue academic excellence in China.
双方关系有新内涵。中国—东盟战略伙伴关系已经超出双边范畴，具有鲜明国际和地区意涵。双方关系的发展不仅为本地区20亿人民带来实实在在的利益，而且成为维护地区乃至世界稳定与繁荣的“发动机”和“稳定锚”。双方致力于推动《区域全面经济伙伴关系协定》（RCEP）早日结束谈判，推进东亚经济共同体建设，以实际行动坚定反对单边主义和保护主义，共同维护基于规则的多边贸易体系。
To top all of that, our relationship has gone beyond bilateral dimension and is taking on richer regional and global significance. China-ASEAN partnership has delivered tangible benefits to the 2 billion people of ours and become an anchor of regional peace and stability. We are joining hands in advancing talks for the Regional Comprehensive Economic Partnership Agreement (RCEP), and moving towards an East Asian Economic Community. We will take concrete actions to firmly oppose protectionism and unilateralism, and safeguard the rule-based multilateral trading system.
中国和东盟正携手迈入共同成长的新时代。中国人常说，“善邻是福”。作为友邻，中国和东盟应该守望相助，共同追梦。东盟是中国周边外交优先方向，也是“一带一路”建设重点地区。展望未来15年，习近平主席提出要打造更高水平的中国—东盟战略伙伴关系，迈向更加紧密的中国—东盟命运共同体。中方愿与东盟方一道，在《2030愿景》的指引下，做共同发展的伙伴、共建和平的伙伴、开放共赢的伙伴、开拓创新的伙伴、包容互鉴的伙伴。我坚信，在菲作为协调国的引领下，在双方共同努力下，中国—东盟战略伙伴关系一定会取得新的更大发展，给双方人民和地区各国带来更大的福祉。
China and ASEAN are both entering a new era of development. As neighbors, our interests are tied and futures connected. Mutual support and cooperation for shared aspirations is our best choice. We regard ASEAN the top priority of our neighborhood diplomacy and a key area for jointly building the “Belt and Road”. Under the guidance of the document Vision 2030, China will work closely with ASEAN to be partners for common development, partners for peace, partners for win-win progress, partners for innovation and partners in promoting inclusiveness and mutual learning. I am confident that with strong stewardship of the Philippines as country coordinator and endeavor of both sides, China-ASEAN strategic partnership will achieve greater progress and bring more benefits to the people and the region as a whole.
