首先请允许我感谢渣打银行举办本次研讨会并邀请我发言。十分高兴有机会与在座的各位回顾过去5年来“一带一路”合作取得的丰硕成果,共同展望中印尼继续深化发展战略对接、共建“一带一路”合作的广阔前景。

To begin with, I would like to thank the Standard Chartered Bank for hosting this seminar and inviting me as one of the keynote speakers. I am glad to meet with all of you present today, to review the fruitful cooperation under the Belt and Road Initiative (BRI) over the past five years and look to the bright future where China and Indonesia continue to synergize development strategies and jointly build the BRI.

 

正如大家所知,2013年中国国家主席习近平对印尼进行国事访问时首次提出“二十一世纪海上丝绸之路”倡议。习近平主席和佐科总统从各自民族振兴的战略高度出发,就对接“一带一路”倡议和“全球海洋支点”战略达成重要共识,引领中印尼关系驶入互利共赢、携手发展的快车道。雅万高铁是中印尼对接发展战略的第一阶段标志性项目,也是东南亚首条高速铁路。目前,雅万高铁建设已进入全面实施推进阶段,征地拆迀稳步推进,包括一大批桥梁、隧道在内的50多个工点已开工建设,大型盾构机已下井安装调试,首榀箱梁浇筑成功,工程建设取得越来越多可视化进展。我们期待着雅万高铁早日建成,将目前雅加达至万隆3至5小时车程缩短至40分钟,不仅便利两地人员往来,并将形成高铁经济走廊。

As you may already know, it was here in Indonesia in 2013 that the 21st Century Maritime Silk Road Initiative was first proposed by President Xi Jinping during his state visit to Indonesia. To achieve national rejuvenation of China and Indonesia, President Xi and President Joko Widodo have reached the important consensus on promoting synergy between China’s BRI and Indonesia’s “Global Maritime Fulcrum” Vision. Since then, China-Indonesia relations have entered the fast track of development for mutual benefit and win-win results. The Jakarta-Bandung High-speed Rail is the signature project of the first phase of synergizing strategies, and first high-speed rail in Southeast Asia. The project has now entered the stage of full construction and implementation. In the past year, I have visited construction sites of the high-speed rail 8 times. Steady progress has been made in land acquisition and resettlement. Construction has begun on more than 50 work sites including quite a number of bridges and tunnels. The large-scale tunnel boring machine has been installed and commissioned. Concrete-pouring of the first box beam was completed. Construction is making more and more visible progress. We hope the Jakarta-Bandung High-speed Rail will be completed on an early date. By then, the 3-5 hour or more commuting time by car between the two cities will be shortened to less than 40 minutes, which will not only facilitate the exchange of personnel and also help form an economic corridor along the high-speed rail.

 

去年5月中国国务院总理李克强访问印尼期间,两国就启动发展战略对接第二阶段项目“区域综合经济走廊”合作签署了政府间谅解备忘录。后天,中印尼“区域综合经济走廊”建设合作联委会首次会议将在巴厘岛召开。走廊建设将极大促进印尼外岛建设与发展,为双方发展战略对接注入新的动力。

During Chinese Premier Li Keqiang’s visit to Indonesia last May, the two countries signed an intergovernmental MOU on Regional Comprehensive Economic Corridors which is the signature project of the second phase of synergizing development strategies between China and Indonesia. The day after tomorrow, the first meeting of the China-Indonesia Steering Committee on Regional Comprehensive Economic Corridor will be held in Bali. This project will greatly stimulate growth in the outlying islands and reinvigorate the alignment of development strategies.

 

中印尼合作的积极态势正是中国同众多友好国家和地区开展“一带一路”建设合作的缩影。过去几年来,越来越多的国家通过支持和参与“一带一路”倡议对接发展战略,释放合作潜能,为世界经济增长提供了宝贵动力。共建“一带一路”倡议和共商共建共享的核心理念已经写入联合国等重要国际机制成果文件。140多个国家和国际组织同中国签署共建“一带一路”合作协议。中国同相关国家贸易总额超过6万亿美元,对相关国家投资额超过800多亿美元,为当地创造24万多个工作岗位。

The positive trend of China-Indonesia cooperation is the epitome of China’s BRI cooperation with so many friendly countries and regions. Over the past few years, more and more countries have aligned their respective strategies with the BRI which unleashed cooperation potentials and generated new drivers for the global economy. The BRI principle of joint consultation and collaboration for shared benefits has been incorporated into the outcome documents of major international mechanisms including the UN. To date, more than 140 countries and international organizations have signed BRI agreements with China. Trade between China and the BRI partner countries has exceeded US$6 trillion. The more than US$80 billion of Chinese investment in these countries has created more than 240,000 local jobs.

 

“一带一路”是当今时代最恢宏的合作构想,也是最宏伟的民生工程。它不仅为各国合作勾画了大蓝图,也为一个个普通家庭和参与者实现了他们的小梦想,雅万高铁工地上有一位95年出生的泗水女孩儿名叫洛菲娅,她2016年从中国黄河水利学院工程专业毕业后加入了雅万高铁项目部,从翻译做起,一步步成长为“白领”骨干,实现了个人与项目和企业共同成长。洛菲娅到雅万高铁公司工作3个月后,给妈妈购置了一辆小汽车,实现了她儿时的梦想。现在,她最大的愿望就是高铁不仅可以早日完成,还可以早日修到她的家乡泗水。

In addition to being a grand vision for cooperation, the BRI also aims to improve people’s livelihood. It is not just a blueprint for cooperation among countries, but also enables ordinary families and people to realize their dreams. Ms. Rofiah was born in Surabaya in 1995. She now works for the Jakarta-Bandung High-speed Rail project. After graduating from the Engineering Department of Yellow River Conservancy Technical Institute in 2016, she joined the project as a translator and now has become a white-collar employee. Her career grows together with the project. Three months after joining the company, Rofiah bought her mother a car, a dream she had since her childhood. Now, her biggest dream is that one day the high-speed rail would not only be completed at an early date, but also extended to her hometown in Surabaya.

 

在东南苏拉威西省的青山工业园,过去5年圆满完成了年产300万吨不锈钢的生产目标,使印尼一跃成为世界并列第二的不锈钢生产大国。27岁的当地小伙儿旺吉,经过几个月的岗前培训,从小工成为了工业园的吊车驾驶员,月工资涨到八百万盾,全家都为他感到高兴。像旺吉这样的本地员工,在园区内还有28000多名,并且这个数字还在不断增长。

Within past five years, the Qingshan Morowali Industrial Park in Sulawesi has reached the production target of 3 million tons of stainless steel per year, making Indonesia the second largest stainless-steel producer in the world. Wangji, a 27-year-old local young man, became a crane driver in the industrial park after several months of pre-job training. His monthly salary has risen to eight million rupiah. The whole family was happy for him. There are more than 28,000 local employees just like Wangji working in the park, and the number keeps growing.

 

华为公司从2000年最初的5名员工,发展到如今在印尼已有2500多人,员工本地化率达到86%,每年间接带来就业岗位2万多个。2017年起,华为与8所印尼高校合作开展“印尼智慧一代”项目,分享最新科技和应用,为超过3千名本地优秀大学生提供了实习和工作机会。2018年,华为响应佐科总统发展职业教育的号召,为来自12所印尼职高的上千名学生免费提供ICT职业培训,为印尼培养自己的站点工程师。华为还邀请了100多名印尼学生前往中国学习通信领域专业知识,为他们提升能力、拓宽视野提供给了宝贵机会。

Another example is Huawei. Starting with only 5 employees in 2000, Huawei Indonesia now has over 2,500 staff. And local staff accounts for 87% of the workforce. The company indirectly generates more than 20,000 jobs each year. In 2017, Huawei launched the Smart Generation Program in collaboration with 8 Indonesian universities to share the latest technologies and applications. It has provided internships and job opportunities for more than 3,000 outstanding local university students. In 2018, in response to President Jokowi’s call for developing vocational education, Huawei provided free ICT training for thousands of students from 12 local vocational schools, all in an effort to help Indonesia cultivate its own engineers. Huawei has additionally invited more than 100 Indonesian students to go to China to study communications, which is a valuable opportunity for them to enhance their abilities and expand their horizons.

 

女士们、先生们,

Ladies and gentlemen,

 

如果我们回顾过去5年多来“一带一路”合作究竟为印尼带来了什么,我想以上就是答案。它带来了投资与合作,带来了机遇与梦想,带来了成长与进步,带来了憧憬与希望。

If we look back at the past five years of BRI cooperation and ask what it has brought to Indonesia, I believe the above stories have answered the question. It has stimulated investment and cooperation, created opportunities and dreams, advanced growth and progress, and brought hope and aspiration.

 

尽管如此,国际上仍有人批评中国在推进“一带一路”合作中,不顾所在国负债情况和偿债能力,为一些项目提供贷款,加重了这些国家的债务负担,从而获得控制权。这种说法毫无根据。

Nonetheless, there are still people in the world criticizing China for disregarding other countries’ liabilities and solvency when issuing loans, and adding to the debt of some countries, in an attempt to gain control over projects. Such accusation is groundless.

 

在“一带一路”建设项目的投融资问题上,中国始终坚持以经济效益为导向,根据项目国实际情况提供贷款支持项目建设,避免给项目国造成新的债务风险和财政负担。为确保融资合作的可持续性,包括中方在内的27个国家共同制定了《“一带一路”融资指导原则》,携手致力于建设透明、友好、非歧视和可预见的融资环境,在动员资金时兼顾债务可持续性,确保“一带一路”行稳致远。

China always sticks to an economic benefit-oriented approach, extending loans based on the real conditions of the relevant countries, supporting project construction and avoiding creating more debt risks or increasing fiscal burdens of the host countries. To ensure sustainable financing, 27 countries including China have jointly formulated the “Guiding Principles on Financing the Development of the Belt and Road”, which aims to foster a transparent, friendly, non-discriminatory and foreseeable financing environment and gives equal consideration to debt sustainability, so as to make steady and sustained progress in building the BRI.

 

应该看到,“一带一路”沿线地区长期面临巨大的资金缺口,这始终是制约地区经济发展的瓶颈。根据亚洲开发银行数据,到2030年,亚洲地区每年大概需要基础设施投资1.7万亿美元,目前大体能满足每年大概8000多亿美元,有一半缺口。非洲开发银行报告也显示,未来非洲每年需要基础设施投资1300亿到1700亿美元,目前大概每年满足率不足1/3。在这一背景下,“一带一路”合作项目给相关国家带来的是有效投资、有价值的资产和急需的发展资金,促进了当地经济增长和民生改善。

It should be noted that the regions along the BRI have long faced with a significant financing gap, which has always been a bottleneck restricting regional development. According to the Asian Development Bank, by 2030, Asia will need 1.7 trillion US dollars infrastructure investment per year. Currently, it can receive over 800 billion US dollars annually, which is only filling half of the gap. The African Development Bank report also shows that in future, Africa will need 130 billion to 170 billion US dollars’ worth of infrastructure investment each year. Yet the current annual investment only fulfills less than 1/3 of the demand. Against such background, the BRI projects bring effective investment, valuable assets and much-needed development funds to the relevant countries, and help promote local economic growth and improvement of people’s livelihood.

 

习近平主席强调,共建“一带一路”倡议源于中国,但机会和成果属于世界。中国不打地缘博弈小算盘,不搞封闭排他小圈子,不做凌驾于人的强买强卖。5年多来的事实表明,中国推动共建“一带一路”不附加政治条件,不谋取政治私利,而是致力于通过加强各国间互联互通,进一步改进和完善全球供应链、价值链、产业链,让那些处在不利位置上的囯家,能够更好地参与到全球分工当中,更多地从全球价值链当中获益,从而为各国发展和世界经济增长创造更大的动力。

As remarked by Chinese President Xi Jinping, “the BRI may be China’s idea, but its opportunities and outcomes are going to benefit the world; China has no geopolitical calculations, seeks no exclusionary blocs and imposes no business deals on others”. Facts have proven that over the past five years, there has been no attachment of political strings to BRI cooperation or any attempt to seek selfish political gains. Instead, the BRI is committed to further improving global supply, value and industry chains by strengthening the connectivity among countries, so that disadvantaged countries can better participate in the international division of labor and benefit more from global value chain in order to create greater momentum for their development and the world economic growth.

 

女士们、先生们,

Ladies and gentlemen,

 

当前,国际经济金融形势正经历复杂深刻变化,贸易保护主义、单边主义不断拾头,对世界经济特別是发展中国家的发展环境带来不容忽视的负面彩响。在此背景下,“一带一路”国际合作的积极效益进一步凸显。下一步,中国将继续坚定、扎实推进“一带一路”国际合作。中国愿同包括印尼在内的各国一道,坚持共商共建共享原则,深入对接彼此发展战略,为促进地区乃至世界的共同发展和持久繁荣而努力。

At present, the global economic and financial situation continues to evolve while protectionism and unilateralism are mounting, dealing a blow to the global economy and growth environment of the developing countries. Against such a backdrop, the BRI cooperation plays an increasingly positive role. Going forward, China will resolutely take solid steps to further implement the BRI. China stands ready to work with all countries including Indonesia to follow the principle of joint consultation and collaboration for shared benefits, further synergize development strategies, and jointly contribute to the common development and lasting prosperity of the region and beyond.

 

4月,第二届“一带一路”国际合作高峰论坛将在北京举行。我们期待着此次峰会取得更加丰硕和重要的成果,将“一带一路”合作提升到更高的水平,为包括印尼在内的沿线各国带来更多机遇与实惠。

In coming April, the 2nd Belt and Road Forum for International Cooperation will be held in Beijing. We look forward to achieving more fruitful results that will elevate the BRI cooperation to new heights and deliver more opportunities and benefits to Indonesia and other BRI countries.
