我很高兴参加今天这场期待已久的开工仪式。首先，请允许我代表中华人民共和国政府，向传统领袖、副总统阁下、密联邦政府和人民，就波纳佩州二级公路和卡玛桥项目的开工表示热烈的祝贺。今天是一个值得高兴的日子，因为这一项目的成功启动，标志着密联邦交通基础设施的发展达到一个新的水平，并将取得又一项里程碑式的成就。
It is indeed my great honor and pleasure to attend this long-awaited Groundbreaking Ceremony today. First of all, on behalf of the Government of the People’s Republic of China, please allow me to express my warmest congratulations to Your Honorables, the Respective traditional leaders, Your Excellencies, Your Honorables and to the government and people of FSM on the groundbreaking of the Secondary Road and Kahmar Bridge project. It is indeed a happy occasion as it marks a new level and another important milestone of the transportation infrastructure development in the FSM which is badly needed in the FSM and will significantly help FSM to achieve sustainable development.
今年是中密建交30周年。1989年两国建交后，中国政府高度重视发展中密友好关系，始终将密联邦作为好兄弟、好伙伴、好朋友。
Year 2019 marks the 30th anniversary of the establishment of diplomatic relations between China and the FSM. In 1989, following the independence of the FSM 3 years before that, China became one of the earliest countries to recognize the independent sovereignty of the FSM and establish diplomatic relations with the FSM. Since then, the Chinese government has always attached great importance to its development and treated the FSM as a good brother and sister, good partner and good friend.
一个中国原则不仅是我们伙伴关系最根本的基石，也是每个国家都应该遵守的神圣国际法。我们的伙伴关系取得成功的唯一最重要原因就是密方严格遵守了神圣的一个中国原则。世界上只有一个中国，中华人民共和国政府是代表全中国（包括台湾）的唯一合法政府。台湾是中国的一部分。
One China Principle is not only the most fundamental cornerstone and bedrock of our partnership, but also it is the sacred international law that every country should obey. The single most important reason for the success of our partnership is the strict abidance by the FSM to the sacred One China Principle. There is only but one China in the world. The government of the People’s Republic of China is the sole legitimate government representing the whole China including Taiwan. Taiwan is part of China.
我们衷心感谢密克政府和人民，感谢你们在本地区的领导，维护这一神圣的一个中国原则。如果没有一个中国原则的基础，我们整个伙伴关系的大厦就会崩塌。
We highly appreciate the FSM government and people for your leadership in this region to safeguard this sacred One China Principle. Without this bedrock of One China Principle, the whole building of our partnership would collapse.
2014年习近平主席与密联邦前总统莫里决定建立相互尊重、共同发展的战略伙伴关系，翻开了中密关系新的一页。2018年11月，习近平主席与密联邦前任总统克里斯琴在巴新举行会晤并取得重要成果，共同决定将中密关系提升为全面战略伙伴关系，为两国关系长远发展指明了方向。密联邦新任总统帕努埃洛就任后再次重申，密政府将坚定恪守一个中国原则，将推动中密全面战略伙伴关系迈上新高度。我作为中国驻密大使的任务，就是全面贯彻落实中密两国领导人的共识，全力推动中密全面战略伙伴关系在今后30年和更远的未来不断迈上新台阶。中密建交30年以来，中方本着平等、互利、开放和可持续的原则为密联邦可持续发展提供了力所能及的无私援助。我们的援助是真诚的、无私的，是不附加任何政治条件的，为中密两国人民带来了实实在在的福祉。
In 2014, Chinese President Xi Jinping and his FSM counterpart, FSM President Mori, decided to establish a Strategic Partnership featuring mutual respect and common development, opening a new chapter of the China-FSM relations. In November, 2018, as a significant achievement of their summit at Port Moresby, Papua New Guinea, President Xi Jinping and the then leader of the FSM, former FSM President Peter Christian, jointly announced the elevation of the China-FSM relations to a Comprehensive Strategic Partnership, chartering the course for the long-term development of our bilateral relations. The new President H.E. Panuelo has strongly committed to promoting China-FSM Comprehensive Strategic Partnership to a new high. And my mission here in the FSM is to fully implement the important consensus reached between the leaders of both China and FSM to continuously enhance our partnership to a new high for the next 30 years and beyond. Over the past 30 years, China has been providing aid and assistance to the FSM within her capabilities, based on the principles of equality, mutual benefit, openness and sustainability. Our assistance to the FSM is selfless and without political preconditions, which has brought tangible benefits to both of our peoples.
中国有句俗语叫“要想富，先修路”。交通基础设施对一国经济社会发展至关重要。密克罗尼西亚联邦拥有众多有利的发展条件，但受制于落后的基础设施状况，相当一部分经济潜力不能得到充分发挥。而今天我们见证的波纳佩州二级公路和卡玛危桥改造项目，正是打破密联邦发展瓶颈的关键一步。中方将帮助密方在马德莱尼姆市修建六条公路，线路总长约8708米。本项目工期18个月。中方将帮助密方在奈特市修建一做新桥，新建桥梁长度为56米，两侧接线长100米。本项目工期10个月。我曾亲自考察这些路段，由于道路狭窄，坑洼不平，交通状况十分恶劣，交通安全难以保证。中国援建的二级公路和新卡玛桥建成后，将显著改善道路状况，减少通行时间，降低事故概率，还将有力改善当地环境，增加就业岗位，带动沿路的发展，为当地经济社会发展提供坚实保障。
As a Chinese saying goes, “if you want to get rich, build your roads first”. Transportation infrastructure is crucial to the economic and social development of a nation. The FSM has many favourable natural endowments for its development, however, subject to poor infrastructure, a fair amount of its economic potential cannot be fully tapped. The project of Pohnpei Secondary Road, the Groundbreaking Ceremony of which we are witnessing today, is exactly a key step to break the bottleneck of the FSM’s development. The Chinese Government will help the FSM to build six sections of Roads in Madolenihmw, Pohnpei, with a total length of 8,708 meters. And the project will be finished within 18 months. The Chinese Government will help the FSM to build a new bridge in Nett, Pohnpei. The length of the new bridge is 56 meters and the length of the connection on both sides is 100 meters. And the project will be finished within 10 months. I have travelled those roads. Due to the narrow and uneven road, traffic conditions are very bad, and traffic safety is difficult to guarantee. After the completion of this China-aided Secondary Road and the new Kahmar Bridge, it will undoubtedly improve the road conditions, reduce the travel time and cut down road accidents. It will also effectively improve the local environment, promote employment, drive the development along the road, and provide a solid foundation for the sustainable social-economic development of local people.
习近平主席提出构建人类命运共同体重要思想，就是要坚持国家不分大小、强弱、贫富一律平等，推动建立以相互尊重、公平正义、合作共赢为核心的新型国际关系，推动建立持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界，这既是新时代中国特色大国外交的总目标，也是中密关系发展的根本遵循。
By putting forward the important thought of the Community with a Shared Future for the Humanity, President Xi Jinping aims to hold high the belief that all countries are equal, regardless of their size, strength and wealth. Therefore, China will work with the international community to build a new type of international relations featuring mutual respect, fairness and justice, win-win cooperation, to make our world open and inclusive, clean and beautiful with lasting peace, common security, and common prosperity. This is the overall goal of China’s major-country diplomacy with Chinese characteristics in the new era and the fundamental path forward for future development of the China-FSM relations.
建设“一带一路”是推动构建人类命运共同体的创新实践。丝路精神的核心是和平合作、开放包容、互学互鉴、互利共赢。自2013年习近平主席提出“一带一路”倡议以来，“一带一路”建设已成为当今世界规模最大的国际合作平台和各方普遍欢迎的全球公共产品。包括密联邦在内的全球100多个国家和国际组织积极支持和参与“一带一路”建设，一大批有影响力的标志性项目成功落地。波纳佩州二级公路对落实两国元首巴新会晤共识、共建“一带一路”具有十分重大的意义。中方视密方为“一带一路”建设重要伙伴，愿帮助密方加强基础设施建设。中方将继续秉持习近平主席提出的正确义利观、真实亲诚方针和“授人以渔”理念，在基建、经济技术援助和农业、渔业合作传统领域基础上，加大对科学、教育、文化、卫生、民间交往等领域投入，与密方广泛开展合作，共同努力建设“一带一路”和人类命运共同体。
To pursue the Belt and Road Initiative is an innovative practice of building the Community with a Shared Future for the Humanity. The legacy of the Ancient Silk Road centers on peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit. Since its introduction in 2013 by President Xi Jinping, the Belt and Road Initiative has become the broadest platform of international cooperation and a popular international public good. More than 100 countries and international organizations, including the FSM, vigorously support and participate in its pursuit. A substantial number of symbolic projects with significance have been successfully completed. Pohnpei Secondary Road Project is of great importance to the implementation of the consensus at the PNG summit reached by our two heads of state to jointly pursue the Belt and Road Initiative. China regards the FSM as an important partner under the Belt and Road Initiative and is willing to help the FSM in infrastructure construction. China will continue to uphold the values of friendship, justice and shared interests as well as the principles of sincerity, practical results, affinity and good faith, along with the idea of “helping friends to know how to fish instead of just giving fishes”, all put forward by President Xi Jinping. In addition to the existing cooperation in the traditional areas of infrastructure, economic technology, agriculture and fishery, China is ramping up assistance to the FSM in new areas like science, education, culture, health, and people-to-people exchanges, etc. China will work hard with the FSM in wide areas to jointly pursue the Belt and Road Initiative and build the Community with a Shared Future for the Humanity.
我认为，在一带一路倡议下，中密两国在交通基础设施领域的合作前景十分广阔。中国将继续致力于支持密联邦交通基础设施发展，推动这一领域及其他各领域合作上一个更高水平。中铁14局集团是中国国有大型建筑企业，既有很强的资质和实力，也有在亚洲、非洲、大洋洲开展援助项目的丰富经验。我相信，他们将不辱使命，按时、按要求、保质保量地完成二级公路项目，向密克罗尼西亚联邦政府和人民交上一份满意的答卷。
I therefore see great prospect for China-FSM cooperation in transportation infrastructure development under the framework of the Belt and Road Initiative. China will continue to support the development of transportation infrastructure in the FSM, bring our cooperation in this sector and other fields to a higher level. China Railway 14 Bureau Group is a large state-owned construction enterprise in China. It has not only strong qualifications and strength, but also rich experience in developing assistance projects in Asia, Africa and the Pacific Areas. I believe that, they will fulfill its mission, complete the project in time and with high quality, and deliver to the government and people of the FSM a quality final product.
今年是中密建交30周年。除波纳佩州二级公路和卡玛桥改造项目外，波纳佩州政府大楼修缮、丘克公路等多个项目和一系列人文交流活动正在积极推进中，必将为庆祝中密建交30周年增光添彩。中方愿与密方齐心协力，携手共进，不断充实中密全面战略伙伴关系内涵，共商共建共享“一带一路”，共同推动构建人类命运共同体，共同创造两国关系新的美好明天。
This year marks the 30th anniversary of the establishment of diplomatic relations between China and the FSM. In addition to this Secondary Road project and Kahmar Bridge project in Pohnpei, there’re a number of other aid projects like the Pohnpei Government Building Renovation and the Chuuk Road project, together with a series of people-to-people exchanges, planned for the celebration of the 30th anniversary. China is willing to work side by side with the FSM to enrich the implications of our Comprehensive Strategic Partnership, to pursue the Belt and Road Initiative by holding fast to the principle of achieving shared growth through discussion and collaboration, and to jointly promote the building of the Community with a Shared Future for the Humanity, to the end of creating a brighter future for the people of our two countries.
