问：据了解，斐济政府近日勒令台湾当局驻斐“商务代表团”更名为“台北驻斐济商务办事处”，摘除含有原名称的铭牌，并没收其使用的外交车牌。截至目前，台湾所有非“邦交国”的“驻馆”名称中都没有“中华民国”或“台湾”的字眼了。中方对此有何评论？
Q: The Fijian government recently demanded that the “trade mission” of the Taiwan authority to Fiji change its name into “Taipei Trade Office in Fiji”, asked it to remove the plaque with its original name and took back its diplomatic license plates. Now none of Taiwan’s “missions” to countries other than its “diplomatic allies” have “the Republic of China” or “Taiwan” in their names. Can you comment on that?
答：我认为斐济政府做了一件非常正确的事。中方对斐济政府根据一个中国原则处理涉台问题表示高度肯定和赞赏。这再次充分表明，坚持一个中国原则是国际社会人心所向、大势所趋。
A: I think the Fijian government has done a very right thing. China highly applauds the Fijian government for dealing with Taiwan-related issues according to the one-China principle. This again proves that following the one-China principle is an internationally popular trend.
问：据报道，昨日，美国财政部宣布对伊朗外长扎里夫实施制裁。中方对此有何评论？
Q: The US Treasury Department yesterday announced sanctions on Iranian Foreign Minister Zarif. I wonder if you have any comment on that?
答：我们注意到美方有关报道和扎里夫外长本人的有关回应。中方在这一问题上的立场非常明确。中方反对美方实施单边制裁和所谓“长臂管辖”，认为这无助于问题的解决，对话谈判才是解决问题的根本出路。近期，美方多次表示愿同伊方进行无条件对话。我们希望美方言行一致，多做有利于地区和平稳定的事，少做火上浇油的事。这才符合国际社会的共同利益。
A: We note relevant US reports and Foreign Minister Zarif’s personal response. China’s position is clear. We oppose US unilateral sanctions and “long-arm jurisdictions”. They are not helpful at all. The only way to resolve the issue is through dialogue and negotiation. Recently the US has said on many occasions that it would like to have unconditional dialogue with Iran. We hope the US will honor its words, contribute to regional peace and stability instead of adding fuel to the fire. By doing so it will truly serve the common interests of the international community.
问：据报道，阿尔及利亚国有能源公司称，7月19日被伊朗扣押的两艘油船中，有一艘属于阿尔及利亚，并与中国国有能源企业签有运输协议。你对这两艘油轮被扣以及其对中国原油运输可能带来的风险有何评论？你对美国针对从伊朗进口原油的公司实施制裁有何评论？
Q: Algeria’s state-owned company said one of the two vessels that Iran seized on July 19 belonged to Algeria and had been contracted to carry oil for China’s government-owned energy company. What’s your comment on the seizures of the vessels and potential risks to Chinese crude shipment because of this? Do you have any comment on overall US sanctions on companies that buy crude oil from Iran?
答：我不了解你提到的具体情况。但中方有关立场非常清楚。中国和伊朗有着友好合作关系，中伊在国际法框架下开展包括能源合作在内的各领域合作合情、合理、合法，理应得到尊重和保护。
A: I’m not aware of the specifics you said, but China’s position is clear. China and Iran have friendly cooperation. Our cooperation under the framework of international law in energy and other areas is reasonable and legal. It should be respected and protected.
问：据报道，近日，中国金属业巨头忠旺集团创始人刘忠田因偷逃税在美被起诉。据了解，刘忠田目前在中国。中方是否已就此案与美方进行沟通？
Q: Liu Zhongtian, founder of Chinese metal giant Zhongwang Holdings, has been indicted in the US for his alleged role in a scheme to bypass paying tariffs. Liu is believed to be in China. I’m wondering whether the Chinese authority has got in touch with the US counterpart?

Q: France, Germany and Belgium have expressed concerns about the sentence given to activist Huang Qi. Do you have any comment on this?
答：黄琦是中国公民。中国司法机关对本国公民涉嫌触犯相关法律依法进行审理办案，属于中国内政。希望有关方面切实尊重中国司法主权。
A: Huang Qi is a Chinese citizen. The Chinese judicial authority deals with cases, including those involving Chinese suspects, according to law. This is China’s internal affair. I hope the relevant sides can earnestly respect China’s judicial sovereignty.
问：昨天，有记者问到关于大陆决定暂停大陆居民赴台个人游试点的问题，你让他们向国台办询问。你能否告知实行该限令的原因？
Q: Yesterday several journalists asked you about the travel restrictions on individual mainland tourists traveling to Taiwan. And you referred them to the Taiwan Affairs Office of the State Council. Could you let us know why those travel restrictions were put in place?
答：我很赞赏你的敬业精神，也很想帮助你，但我不能做越俎代庖的事。两岸关系相关问题还是请你向国台办询问。
A: I really appreciate your professionalism and hope I can help you, but I just can’t overstep my authority and speak for them. You may still need to ask the Taiwan Affairs Office of the State Council for cross-strait affairs.
追问：蔡英文称这个决定是个“战略性错误”，你对此有何回应？
Follow-up: Tsai Ing-wen said that this decision is a “strategic mistake”. I was wondering whether China has a comment on that?
答：历史将会证明谁在正确一边，谁在错误一边。
A: The history will eventually prove who is on the right side and who has done it wrong.
问：昨天有外国记者问到中国解放军在香港和内地边界集结的情况。昨晚，解放军驻港部队展示了一部宣传片，提到关于维稳的内容。这是否是中方针对外国对香港事务的关心而释放的军方将进行维稳的态度？
Q: Yesterday a foreign journalist asked about China’s PLA troops gathering near the “boundary” between Hong Kong and the mainland. Last night, China’s Hong Kong PLA garrison released a video clip with scenes of maintaining stability in Hong Kong. Does it suggest China’s military will maintain stability in response to other countries’ concern about Hong Kong affairs?

昨天，解放军驻香港部队举办了庆祝中国人民解放军建军92周年招待会。解放军驻港部队司令员陈道祥少将的致辞很深刻，鼓舞人心。中国中央政府的立场是一贯和清晰的。正如陈少将昨天致辞时所表示的，中央政府坚决支持林郑月娥行政长官带领特区政府依法施政，坚决支持香港警方严正执法，坚决支持特区政府有关部门和司法机构依法惩治暴力犯罪分子，坚决支持爱国爱港人士捍卫香港法治的行动，坚决维护国家主权安全和香港繁荣稳定。
Yesterday, the PLA Hong Kong Garrison held a reception to celebrate the 92nd anniversary of the PLA’s founding. Major General Chen Daoxiang, Commander of the PLA Hong Kong Garrison, made impressive and encouraging remarks. The position of China’s central government remains consistent and clear. Just as Major General Chen said, the central government firmly supports Chief Executive Carrie Lam in leading the SAR government to administer the SAR in accordance with law. The central government firmly supports the Hong Kong police in strictly enforcing law and firmly supports the SAR departments and judiciary in punishing violent criminals. We firmly support the patriots who truly love China and the Hong Kong SAR in upholding rule of law in Hong Kong. We resolutely safeguard China’s national sovereignty and security and Hong Kong’s prosperity and stability.
我们相信解放军驻港部队将继续成为维护香港长期繁荣稳定的定海神针。
We believe the PLA Hong Kong Garrison will continue to be the anchor for Hong Kong’s long-term prosperity and stability.
会后有记者问及：你能否介绍中国企业采购美国农产品的有关情况？
The following question was raised after the press conference: Can you tell us more about Chinese companies’ purchase of American agricultural products?
华春莹：商务部新闻发言人刚刚介绍了有关情况。7月19日以来，一些中国企业，包括国有企业和民营企业，就采购新的大豆、棉花、猪肉、高粱等农产品向美国供货商进行了询价，根据市场条件，已经有一批农产品采购成交。有关的企业已经申请排除对这部分自美进口的农产品加征的关税，国务院关税税则委员会正在进行评审工作，将按照程序办理。
A: The spokesperson of the Ministry of Commerce just briefed on this. After July 19, some Chinese companies, including state-owned and private ones, asked American suppliers about the purchasing prices of soybeans, cotton, pork, sorghum and other agricultural products. Some deals were already made based on market conditions. Relevant companies have applied for the removal of additional tariffs on those agricultural products imported from the US. The Tariff Policy Commission of the State Council is reviewing it. This matter will be dealt with following relevant procedures.
