近来，中国香港特别行政区的街头暴力激进活动不断升级，引起世界广泛关注。中国和非洲国家一样，都有被西方国家侵略和殖民的历史。香港自1840年起遭受英国殖民统治，于1997年回归中国。为实现国家统一这一中华民族的共同愿望，中国创造性的提出了“一国两制”，即“在一个中国的前提下，国家的主体坚持社会主义制度，香港保持原有的资本主义制度长期不变”。回归22年来，香港始终保持着国际金融、航运、贸易中心地位，GDP较1996年增长了超过1倍。实践证明，“一国两制”是保持香港长期繁荣稳定的最佳制度安排。
In recent days, radical street violence in the Chinese Special Administrative Region (SAR) of Hong Kong has been widely watched by the world. Like African countries, China experienced the bitter history of being the victim of aggression and colonization. After more than 100 years of British colonial rule since 1841, Hong Kong was returned to China in 1997. In order to achieve the common aspiration of unification of the Chinese nation, China proposed the creative “One Country, Two Systems” policy. Under this arrangement, the country is committed to the overall socialist system, and pledges to maintain Hong Kong’s capitalist system under the prerequisite of the “One China” principle. Twenty-two years after its return, Hong Kong remains an important international financial, shipping and trading center, with GDP doubling its size on the back of 1996. The “One Country, Two systems” policy put in place the best institutional arrangement to maintain Hong Kong’s long-term prosperity and stability.
香港目前与19个国家和地区有移交逃犯安排，与30个国家和地区有刑事司法协助安排，但与中国内地、澳门、台湾地区一直没有相关安排。为了弥补法律漏洞，更好打击犯罪，彰显法治公平正义，香港特区政府提出修订《逃犯条例》和《刑事事宜相互法律协助条例》。但部分香港反对派和激进势力以“香港法制遭受侵蚀”“反修例”等为幌子，煽动群众上街示威。
As of today, Hong Kong has extradition agreements with 19 countries and/or regions, and has criminal/judicial cooperation arrangements with 30 countries and/or regions. However, Hong Kong has no such arrangements with mainland China, Macau and Taiwan. To remedy legal loopholes in a bid to combat crime and uphold the rule of law and justice, the Hong Kong SAR proposed to revise the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance. However, under the unwarranted accusation of eroding Hong Kong’s rule of law, some opposition groups and radical elements instigated the people to go on the streets in the name of protesting the revision of the extradition bill.
香港特区政府为听取更加广泛的社会意见，目前已决定暂缓修例工作，但部分别有用心者仍然变本加厉，煽动暴力事件不断升级，行动完全超出了和平游行示威的范畴。他们非法打砸香港立法会，公然污损国徽、侮辱国旗，冲击中央政府驻港联络办和香港警署，纵火、制造炸弹，袭击和围殴警察，甚至使用汽油弹烧伤警察。瘫痪机场等交通要道，非法禁锢过往客人。这些行为严重挑战香港法制和社会秩序，严重威胁市民生命财产安全，严重破坏香港繁荣稳定，严重触碰“一国两制”底线。
The Hong Kong SAR decided to postpone the revision work until a broader social voice is heard. However, forces with ulterior motives kept escalating events, turning peaceful protest into outright violence and lawlessness. In recent weeks, criminals vandalized the Legislative Council, the Liaison Office of the Central Government in Hong Kong and the Hong Kong Police Force, insulted the national flag and emblem, attacked police and civilians with fire and improvised petrol bombs, blocked airport and harassed passers-by. Such criminal acts challenge Hong Kong’s rule of law and social order, threaten the security of life and property of Hong Kong people, undermine Hong Kong’s prosperity and stability, and have crossed the bottom line of “One Country, Two Systems”.
美西方在此过程中一直暗中煽风点火，并在媒体报道中奉行“双重标准”。美方部分政要或公开发表言论，或公然会见香港反对派人士，为暴徒撑腰，甚至干扰香港司法独立。美西方政府对本国“占领华尔街”运动等不惜动用大量警力，使用武力，把香港警察依法执法、打击犯罪、维护社会秩序歪曲成“暴力镇压”；美西方媒体对香港暴徒频频暴力打砸、攻击警察等选择性忽视，动辄以“香港警察又向示威人群发射催泪烟”为新闻标题，完全无视因果关系；甚至对自发到“推特”“脸书”等平台发布真相的中国网民进行封号处理，大有“闭嘴，我们在捍卫言论自由”的嘴脸。
Some western countries keep fanning the flames on the sly, and western medias show their double standard in report. Some US political figures met with and endorsed the opposition figures in Hong Kong, and made public remarks to support the rioters in HK. They never hesitated to use heavy police and forces to suppress the “Occupy Wall Street” movement at home while beautifying violent crimes in China’s Hong Kong as “seeking human rights and freedoms”, distorting the law enforcement, fighting of crime and maintenance of social order by the Hong Kong police as “violent suppression”. Western media selectively neglect those rioters’ violence and attacking on police, and use “Hong Kong police fire tear gas to protesters again” as news title at every turn, ignoring the cause-effect logic. Many Chinese web users spontaneously reveal the truth through Twitter and Facebook, but end up in the ban of their personal account, which ironically show “shut up, we are defending the freedom of speech”.
近期，越来越多的香港各界人士持续发声，支持香港特区政府采取更加积极的措施推动香港经济重回正轨，呼吁香港社会团结一心、拒绝暴力，早日恢复和平稳定局面。另一方面，中央政府有足够多的办法、足够强大的力量迅速平息可能出现的动乱升级。我坚信，香港各界不会被反动势力所利用和裹挟，香港必将重回繁荣稳定发展的正轨。
Recently, more and more people from all walks of life in Hong Kong speak out that they support Hong Kong SAR in taking more positive measures to push economy back to track, and call on solidarity of Hong Kong society to refuse violence, in order to resume peace and stability soon. On the other hand, the Chinese central government has enough ways and power to quell possible escalation of riot. I firmly believe the Hong Kong people will not be utilized and held hostage by those reactionary forces, Hong Kong will surely return to the path of prosper and stable development.
