On May 18, H.E. Xi Jinping, President of the People’s Republic of China delivered a statement at the virtual event of the opening of the 73rd World Health Assembly. In the statement, he called for global solidarity and cooperation to defeat the pandemic and build a Global Community of Health for All. The five measures proposed by President Xi will provide important opportunities for China-Zambia cooperation in epidemic prevention and control, economic and social development, debt management and vaccines.
5月18日，中国国家主席习近平在第73届世界卫生大会视频会议开幕式上致辞，主张全球团结合作战胜疫情，共同构建人类卫生健康共同体。习主席宣布的五点主张将为中赞在疫情防控、经济社会发展、债务、疫苗等领域合作提供重要机遇。
A. Both China and Zambia are contributing to halting the global spread of the COVID-19
一、中国和赞比亚都在为阻断国际疫情传播做贡献
With painstaking efforts and enormous sacrifice, China has turned the tide on the virus and protected the life and health of its people. Acting with openness, transparency and responsibility, China has provided information to the World Health Organization and relevant countries in a most timely fashion. China has released the genome sequence at the earliest possible time. China has shared control and treatment experience with the world without reservation. China has done everything in its power to support and assist countries in need.
经过艰苦卓绝努力，付出巨大代价，中国有力扭转了疫情局势，维护了人民生命安全和身体健康。中方始终本着公开、透明、负责任的态度，及时向世卫组织及相关国家通报疫情信息，第一时间发布病毒基因序列等信息，毫无保留同各方分享防控和救治经验，尽己所能为有需要的国家提供了大量支持和帮助。
Positive progress has been made in COVID-19 prevention and control in Zambia. Adhering to the principle of putting people first and putting life first, the Zambian government has taken strong measures in important areas such as surveillance and disease intelligence, laboratory and diagnostics infection prevention and control. Medical and health experts, community-level health officials and medical personnel are working on the front line and have made tremendous sacrifices in their efforts to effectively control the epidemic and protect people’s health. This is worthy of admiration. The Zambian media actively publicized and reported on the pandemic and sensitized the public. Universities and scholars are working hard to develop drugs and medical devices. In addition, Zambia has conducted joint prevention and control with its neighboring countries to facilitate cross-border logistics and minimize the impact of the epidemic on economic and social development. I sincerely wish Zambia an early victory over the epidemic.
赞比亚疫情防控取得积极进展。政府坚持以民为本、生命至上，在监控、检测、防护等重要领域采取有力举措。医疗卫生专家、基层卫生官员和医务人员奋斗在一线，为赞有效控制疫情、保护人民健康不懈努力，付出巨大牺牲，值得敬佩。媒体积极宣传报道，帮助民众增强疫情防护意识。高校、学者努力研发药物和医疗设备。此外，赞比亚同周边邻国开展联防联控，努力畅通跨境物流，将疫情对经济社会发展影响降至最低。我衷心祝愿赞比亚早日战胜疫情。
B. China and Zambia have actively carried out cooperation on epidemic prevention and control
二、中国和赞比亚积极开展疫情防控合作
Since the outbreak, the Zambian government and society have adhered to inclusiveness, openness and unity, providing a favorable environment for Chinese businesses and Chinese nationals to work and live in Zambia. The Chinese and Zambian governments join hands to ensure that over 4000 Zambian students in China are not infected and major cooperation projects are progressing steadily.
疫情发生以来，赞比亚政府和社会坚持包容、开放、团结，为中国在赞企业、侨民安心工作、生活提供有利环境。两国政府合力确保在华4000多名赞比亚留学生无人感染，重大合作项目稳步推进。
China has taken concrete actions to support Zambia in its fight against the epidemic. We delivered the Levy Mwanawasa Hospital to the Zambian side ahead of schedule, adding 850 valuable hospital beds. China was the first country to provide testing kits to Zambia. The Chinese government has provided two batches of medical supplies to Zambia, and the Jack Ma foundation has provided three batches to Zambia and other African countries. Around 70 Chinese enterprises and Chinese communities in Zambia have donated 13 million kwacha of goods and materials to the government, social organizations and individuals. The Chinese side has held video conferences to share protection knowledge with Zambian health experts and primary-level medical personnel five times so far. Chinese medical teams in Lusaka, Ndola and Livingston have been working at their posts.
中国以实际行动支持赞比亚抗击疫情。我们提前向赞方交付姆瓦纳瓦萨援建医院，新增850个宝贵床位。中国是最早向赞提供检测试剂的国家。中国政府向赞援助两批医疗物资，马云基金会向赞比亚等非洲国家提供三批医疗物资。约70家在赞中国企业、侨团累计向赞政府、社会组织、个人提供1300万克瓦查物资捐助。中方通过视频会议方式，迄今五次同赞卫生专家、基层医务人员分享防护知识。中国援赞医疗队在卢萨卡、恩多拉、利文斯顿坚守岗位。
C. In response to the global spread of the pandemic, China and Zambia call on the international community to strengthen solidarity
三、应对疫情全球蔓延，中国和赞比亚呼吁国际社会加强团结

The World Health Organization is the most authoritative organization in the field of public health cooperation. What I heard most at the World Health Assembly was countries affirming WHO’s work and calling for greater support for it. In his address to the assembly, Hon. Minister Chilufya called on all countries in the world to actively support WHO and work together to tackle the current crisis. China continues to support the leadership of the WHO. At this crucial juncture, to support WHO is to support international cooperation and the battle for saving lives as well. China calls on the international community to increase political and financial support for WHO so as to mobilize resources worldwide to defeat the virus.
世界卫生组织是公共卫生合作领域最权威机构，此次会议各国发言中，我听到最多的就是各国肯定其所做工作，呼吁加大对其支持。奇卢菲亚部长在会议致辞中表示，赞比亚呼吁世界各国积极支持世卫组织，团结一致共同应对当前危机。中国一如既往支持世卫组织发挥领导作用。国际抗疫正处于关键阶段，支持世卫组织就是支持国际抗疫合作、支持挽救生命。中国呼吁国际社会加大对世卫组织政治支持和资金投入，调动全球资源，打赢疫情阻击战。

President Xi appealed to the international community to provide greater support for Africa. ”Developing countries, African countries in particular, have weaker public health systems. Helping them build capacity must be our top priority in COVID-19 response. The world needs to provide more material, technological and personnel support for African countries.” said he. China has made Africa a priority in its anti-epidemic cooperation. China has sent a tremendous amount of medical supplies and assistance to over 50 African countries and the African Union. Five Chinese medical expert teams have also been sent to the African continent. In total, in the past seven decades, over 200 million people in Africa have received care and treatment from Chinese medical teams. At present, 46 resident Chinese medical teams are in Africa helping with COVID-19 containment efforts locally.
习主席特别呼吁国际社会加大对非洲国家支持，他表示“发展中国家特别是非洲国家公共卫生体系薄弱，帮助他们筑牢防线是国际抗疫斗争重中之重。我们应该向非洲国家提供更多物资、技术、人力支持”。中国将非洲作为抗疫合作重点，已向50多个非洲国家和非盟交付了大量医疗援助物资，专门派出了5个医疗专家组。目前，常驻非洲的46支中国医疗队正在投入当地的抗疫行动。

Wuhan, China was the first place to report cases of COVID-19, and several countries have recently announced the detection of the virus or antibodies to the virus in blood samples taken before. While the virus is still raging, it is extremely unwise to politicize and stigmatize the pandemic. Therefore, President Xi’s remark quoted as “China supports the idea of a comprehensive review of the global response to COVID-19 after it is brought under control to sum up experience and address deficiencies. This work should be based on science and professionalism, led by WHO and conducted in an objective and impartial manner” has been widely supported by the international community.
中国武汉是首个报告新冠肺炎病例的地方，近期已有多个国家宣布在此前提取的血液样本中检测出病毒或病毒抗体。在全球抗击疫情的关键时刻，将疫情政治化、污名化的做法极不明智。因此，当习主席表示“中国支持在全球疫情得到控制之后，全面评估全球应对疫情工作，总结经验，弥补不足。这项工作需要科学专业的态度，需要世卫组织主导，坚持客观公正原则”后，获得了国际社会的广泛好评。
D. China will support Zambia and other African countries in epidemic prevention and control, economic and social development, debt management and vaccines
四、中国将在疫情防控、经济社会发展、债务、疫苗等领域为包括赞比亚在内的非洲各国提供支持
The five measures announced by President Xi include: 1) China will provide US$2 billion over two years. 2) China will establish a cooperation mechanism for its hospitals to pair up with 30 African hospitals and accelerate the building of the Africa CDC headquarter. 3) COVID-19 vaccine development and deployment in China, when available, will be made a global public good. This will be China’s contribution to ensuring vaccine accessibility and affordability in developing countries. 4) China will work with other G20 members to implement the Debt Service Suspension Initiative for the poorest countries. 5) China will work with the UN to set up a global humanitarian response depot and hub in China
习主席宣布的五点主张，一是中国将在两年内提供20亿美元国际援助。二是中国将建立30个中非对口医院合作机制，加快建设非洲疾控中心总部。三是中国新冠疫苗研发完成并投入使用后，将作为全球公共产品，为实现疫苗在发展中国家的可及性和可担负性作出中国贡献。四是中国将同二十国集团成员一道落实“暂缓最贫困国家债务偿付倡议”。五是中国将同联合国合作，在华设立全球人道主义应急仓库和枢纽。
Zambia, China’s all-weather partner, will fully benefit from the five measures. The two sides will conduct more in-depth cooperation in epidemic prevention and control, economic and social development, debt management and vaccines.
赞比亚是中国的全天候伙伴，将在这五点主张中优先、充分受益，双方将在疫情防控、经济社会发展、债务、疫苗等领域开展更加深入合作。
As the Chinese ambassador to Zambia, I will work harder to promote the development of China-Zambia relations. After the outbreak, I visited Chinese mining enterprises in the Copperbelt province and asked them to do a good job in staff protection and maintain production to the maximum extent possible. I have also visited Kenneth Kaunda International Airport, which is about to be expanded and completed. I believe that the Zambian people are expected to experience this modern international airport this year. I also held video conferences with many Chinese companies to encourage them to stay on the job and ensure the construction of the Kafue Gorge Lower Hydropower project and the Mulungushi International Conference Center. I have every reason to believe that the 12-hour load-shedding will not last long.
作为中国驻赞比亚大使，我将努力推动中赞关系发展。疫情发生后，我曾专门赴铜带省考察中国矿企，要求他们务必做好员工防控，最大程度维持生产。我也考察了即将扩建竣工的卡翁达国际机场，相信赞民众有望年内亲自体验这座现代化的国际机场。我也同多家中国企业举行视频会议，为他们坚守工作岗位加油打气，确保下凯富峡水电站、穆隆古希国际会议中心等项目建设，我有理由相信12小时的限电将不会持续太久。
E. The two peoples overcome difficulties together
五、中赞两国人民共克时艰
The history of human civilization is one of fighting diseases and tiding over disasters. The virus does not respect borders. Nor is race or nationality relevant in the face of the disease. Confronted by the ravages of COVID-19, the people of all countries should look out for each other and pull together as one so as to forge extraordinary synergy in the fight against COVID-19.
人类文明史也是一部同疾病和灾难的斗争史。病毒没有国界，疫病不分种族。面对来势汹汹的新冠肺炎疫情，国际社会应该继续守望相助、风雨同舟，汇聚起同疫情斗争的磅礴之力。
The Chinese and Zambian peoples should respect each other, treat each other as equals, strengthen communication and enhance understanding. I call on Chinese enterprises and Chinese nationals in Zambia to strictly abide by the laws, regulations and measures of Zambia during the fight against COVID-19 and actively fulfill their social responsibilities. I am deeply convinced that by working together to strengthen cooperation, the two sides will surely tide over this difficult time and finally overcome the pandemic.
中赞两国人民要相互尊重、平等相待，加强沟通、增进了解。我呼吁在赞中国企业、侨民严格遵守赞比亚在抗疫期间的各项法规举措，积极履行社会责任。我深信，双方携手加强合作，一定能共同渡过这一艰难时刻，最终战胜疫情。
