耿爽大使在联合国收集“伊斯兰国”罪证调查组视频通报会上的发言

Remarks by Ambassador Geng Shuang at Security Council Briefing on UNITAD

主席先生：

Mr. President,

中方感谢卡里姆·汗特别顾问的通报。

I thank Special Advisor Mr. Karim Khan for his briefing.

自今年5月新政府宣誓就职以来，伊拉克在推进国内政治进程、应对经济社会挑战、发展和平友好对外关系等方面取得积极进展。同时，恐怖主义仍在威胁伊拉克和平稳定。国际社会应当继续支持伊拉克打击恐怖主义，将恐怖分子绳之以法，巩固来之不易的反恐成果。调查组的工作应有助于实现这一目标。

Since the new government was sworn in this May, Iraq has made positive progress in moving forward its domestic political processes, tackling economic and social challenges, and developing peaceful and friendly foreign relations, among others. At the same time, terrorism remains a threat to peace and stability in Iraq. The international community should continue to support Iraq to combat terrorism, bring the terrorists to justice, and consolidate the hard-won achievements in countering terrorism. The work of UNITAD should be conducive to achieving this goal.

中方注意到调查组提交的第五份工作报告，赞赏调查组克服新冠肺炎疫情挑战，积极履职尽责。伊拉克政府的支持和伊拉克人民的信任对调查组开展工作至关重要。希望调查组保持独立、公正，严格按照授权履职。根据安理会第2379号决议，伊拉克是所收集证据的主要接收方，调查组应及时、完整向伊方移交证据。同其他会员国分享信息应征得伊方同意，并坚持透明、非歧视原则。

China takes note of the fifth report submitted by UNITAD and appreciates UNITAD’s active implementation of its mandate, despite challenges posed by COVID-19. The support of the Iraqi Government and the trust of the Iraqi people are essential to the work of UNITAD. We hope that UNITAD will maintain its independence and impartiality, and fulfill its duties in strict accordance with its mandate. According to Security Council resolution 2379, Iraq is the main recipient of the collected evidence, therefore UNITAD should hand over the evidence to Iraq in a timely and complete manner. Prior consent of Iraq should be obtained before information can be shared with other member states, and the principles of transparency and non-discrimination should be followed.

国际社会应切实尊重伊拉克主权和对发生在伊领土上罪行的司法管辖权，支持伊方根据国内法律将恐怖分子绳之以法。我们欢迎伊方推进对前伊斯兰国恐怖分子追责立法工作，希望此项工作能够早日取得成果。有关各方和联合国还应支持伊拉克处理在伊外国恐怖作战分子问题，秘书处应密切跟踪形势并有效收集信息，有关会员国也要负起责任。

The international community should genuinely respect Iraq’s sovereignty and jurisdiction over crimes committed on Iraqi territory and support Iraq in bringing the terrorists to justice in accordance with domestic laws. We welcome Iraq’s legislative efforts aiming at promoting accountability of former ISIL terrorists, and hope that these efforts will produce results as early as possible. The parties concerned and UN should also support Iraq in addressing the issue of foreign terrorist fighters (FTFs), and the UN Secretariat should closely monitor the developments and effectively gather information, while the member states concerned need to shoulder their respective responsibilities.

主席先生，

Mr. President,

恐怖主义是人类公敌，反恐没有国界。各国必须坚持多边主义，加强国际合作，反对一切形式的恐怖主义，坚决打击所有被安理会列名的恐怖组织，不能采取“双重标准”。中方愿同安理会成员一道努力，继续积极推进国际反恐合作。

Terrorism is the common enemy of mankind and knows no borders. All countries must uphold multilateralism, strengthen international cooperation, fight against terrorism in all its forms and manifestations, resolutely crackdown on all terrorist groups designated by the Security Council and without practicing double standards. China will continue working closely with Council members to promote international cooperation on counter-terrorism.
