Opening Remarks by Ambassador Chen Xu at the Intersessional Seminar on the Contribution of Development to the Enjoyment of All Human Rights

尊敬的主席女士、高专女士，

各位同事、各位代表：

Madam President,

Madame High Commissioner,

Colleagues and delegates,

我谨代表中国政府对“发展对享有所有人权的贡献”会间研讨会召开表示祝贺，感谢人权高专办为筹备此次会议所作努力。

I would like to start by extending, on behalf of the Chinese Government, congratulations on the convening of the intersessional seminar on the Contribution of Development to the Enjoyment of All Human Rights, and my thanks to the Office of the High Commissioner for Human Rights for its efforts in preparing this seminar.

发展是人类社会的永恒主题，是解决一切问题的基础和关键，为实现各项人权创造了条件。只有更好地发展，才能更好地促进和保护人权。当前，新冠肺炎疫情仍在全球蔓延，对各国经济、社会和民生产生严重影响，过去取得的发展成就有可能被逆转。面对严峻挑战，我们应加强团结合作，携手战胜疫情，推动各国经济社会恢复发展。

As the eternal theme of human society, development is the basis for and key to resolving all problems, and creates conditions for the realization of all human rights. Only with greater development can human rights be better promoted and protected. Currently, the COVID-19 pandemic continues to spread around the world, making a severe impact on the economy, society and people’s livelihood in all countries. The development gains that have been achieved risk being reversed. In face of the serious challenges, we need to, more than ever before, strengthen solidarity and cooperation, and work together to defeat the pandemic and restore economic and social development in all countries.

我们应切实保障生命权和健康权，当前尤其应摒弃“疫苗民族主义”，确保发展中国家及时公平获得疫苗。我们应加大减贫力度，提高人民生活水平，充分保障粮食权、教育权、住房权和体面工作权等各项人权。我们应促进社会公平正义，加强社会保障，让发展成果公平惠及不同群体，保护妇女、儿童、残疾人、老年人等弱势群体权利，加大力度打击种族主义、种族歧视和仇恨言论。我们应加强国际发展合作，消除发展鸿沟，国际社会应为发展中国家发展提供必要支持，保障发展中国家正当发展权益。我们还应保护环境，应对气候变化挑战，呵护人类的共同家园，实现人与自然和谐共生。

We should protect the right to life and right to health, and in particular, do away from “vaccine nationalism” to ensure timely and equitable access to vaccines for developing countries. We should step up efforts to alleviate poverty, improve the quality of life and guarantee various human rights of the people, including the right to food, right to education, right to adequate housing and right to decent work. We should promote social equity and justice and upgrade social security, so that the fruits of development benefit in a fair manner various groups and communities, and the rights of vulnerable groups, including women, children, the disabled and the elderly can be protected. Redoubled efforts should be made to combat racism, racial discrimination and hate speech. We need to strengthen international development cooperation and close development gap. The international community should provide necessary support to developing countries to safeguard their legitimate development rights and interests. We should also protect the environment, tackle with climate change, protect the shared home of all human beings and bring about harmony between human beings and nature.

中国积极致力于推动国际合作，促进共同发展，促进人权的普遍享有，这是中国在人权理事会推动“发展对享有所有人权的贡献”决议的初衷。我们期待各方在今天的研讨会上就发展对人权享有的促进作用展开交流，进一步明确机遇和挑战，分享有益作法和经验，为在全球范围内实现可持续发展、促进和保护人权做出贡献。预祝本次会间研讨会取得成功。

China is committed to promoting international cooperation, common development and the universal enjoyment of human rights. This is why we initiated the resolution at the Human Rights Council on “the Contribution of Development to the Enjoyment of All Human Rights”. I expect that all of you will have a full exchange of views on the role of development in promoting the enjoyment of human rights, further identify opportunities and challenges, share good practices and experiences, and work together to contribute to the realization of sustainable development and the promotion and protection of human rights on a global scale. I wish this intersessional seminar a great success.
