耿爽大使在安理会伊拉克问题公开会上的发言
Remarks by Ambassador Geng Shuang at Security Council Briefing on UNAMI

主席先生：
Mr. President,
中方感谢亨尼斯—普拉斯哈特特别代表的通报，欢迎伊拉克代表出席今天的会议。
China thanks Special Representative Ms. Jeanine Hennis-Plasschaert for her briefing and welcomes the presence of the Representative of Iraq at today’s meeting.
今年5月，安理会一致通过2576号决议，将联合国伊拉克援助团授权延长一年，体现了国际社会对伊和平、重建、发展事业的决心与承诺。在此，我愿重申中方对特别代表和联伊援助团工作的支持。结合秘书长报告和特别代表的通报，我愿谈三点看法：
In May this year, the Security Council unanimously adopted Resolution 2576, renewing UNAMI's mandate for one year. It embodies the resolve and commitment of the international community to Iraq’s peace, reconstruction and development. I wish to reiterate China’s support for the work of the SRSG and UNAMI. In light of the Secretary-General’s report and the SRSG’s briefing, I have three points to make.
第一，国际社会应继续支持伊拉克推进国内政治进程。伊将于10月举行国民议会选举，这是伊当前最重要的政治议程，也是伊政治过渡的重要一步。中方支持伊拉克人民自主选择符合本国国情的发展道路，乐见选举筹备工作取得积极进展。我们支持联合国向伊拉克提供选举援助，希望联伊援助团在“伊人主导、伊人所有”原则前提下，为伊选举平稳、顺利举行发挥建设性作用。中方日前向伊最高选举委员会提供了2批办公物资援助，以实际行动支持选举筹备工作。
First, the international community should continue to support Iraq in advancing its domestic political process. The upcoming elections in October are a top priority on Iraq’s current political agenda and a crucial step forward in its political transition. China supports the Iraqi people’s independent choice over development path that caters to their national realities. We are happy to see positive progress in electoral preparations. We support the UN in providing electoral assistance to Iraq, and hope that UNAMI will play a constructive role in ensuring the smooth and successful conduct of the elections underpinned by the Iraqi-led and Iraqi-owned principle. Our recent two shipments of office supplies to Iraq’s Independent High Electoral Commission are but one example of our practical support to Iraq’s electoral preparations
伊拉克国内各方增进团结协作、实现包容和解、加快融合发展符合伊人民根本利益。我们支持伊中央政府和库尔德地区政府改善关系，就落实2021年联邦预算法加强协调，就共同关心的问题寻找包容性解决方案。
Greater unity and cooperation among all Iraqi parties for more inclusive reconciliation and faster integration and development serves the fundamental interests of the Iraqi people. We support the central government of Iraq and the Kurdistan regional government in improving their relationship, strengthening coordination on the enactment of the 2021 Federal Budget Law, and finding inclusive solutions to issues of common concern.
第二，国际社会应继续支持伊拉克打击恐怖主义，维护国家安全稳定。今年以来，伊境内恐怖袭击显著增加，造成大量人员伤亡和基础设施损坏。国际社会应加大支持力度，帮助伊拉克应对恐怖主义威胁，打击恐怖组织残余势力，加快推进外国恐怖作战分子遣返。要进一步发挥联合国收集“伊斯兰国”在伊罪证调查组作用，支持伊拉克根据国内法律将恐怖分子绳之以法。
Second, the international community should continue to support Iraq in combating terrorism and maintaining national security and stability. Since the beginning of this year, there has been a marked surge in terrorist attacks on the Iraqi soil, causing extensive casualties and damage to its infrastructure. It is imperative to increase international support to help Iraq address the threat of terrorism, combat the remnants of terrorist groups and accelerate the repatriation of foreign terrorist fighters. To do so, it is necessary to give play to the role of UNITAD to support Iraq in bringing terrorists to justice in accordance with its domestic legislation.
伊拉克同地区国家发展睦邻友好关系，有利于共同应对跨境挑战。中方欢迎伊拉克与科威特围绕科失踪人员和财产问题开展合作并取得进展。伊拉克多次就外国在其境内的单边军事行动提出抗议。我们敦促有关方面切实尊重伊主权和领土完整，停止危害伊安全稳定、加剧地区紧张局势的行为。
Good neighborly relations between Iraq and regional countries can bolster their collective efforts to address cross-border challenges. China welcomes the joint work of Iraq and Kuwait on the issue of missing Kuwaitis and Kuwaiti property and the progress so achieved. Iraq has repeatedly protested against unilateral foreign military actions on its territory. We urge the parties concerned to respect Iraq’s sovereignty and territorial integrity in good faith, and to put an end to any act that may endanger Iraq security and stability and aggravate regional tensions.
第三，国际社会应继续支持伊拉克抗击疫情，加快重建与恢复发展。2003年以来，伊拉克饱受战争冲击，人民历尽苦难，渴望重建家园。国际社会应把对伊援助承诺转化为实际行动，切实帮助伊重建基础设施，加快经济社会发展，改善流离失所者等弱势群体处境。有关援助不应附加任何政治条件。
Third, the international community should continue to support Iraq in fighting COVID-19 and speeding up its recovery and development. Iraq has borne the brunt of wars since 2003. Its people have been through tremendous suffering and are eager to rebuild their homeland. The international community should translate its assistance commitments to action, effectively help Iraq rebuild its infrastructure, accelerate socioeconomic development and reverse the plight of vulnerable groups including displaced persons. Such assistance must not come with political strings attached.
疫情防控是当前伊拉克政府面临的紧迫任务。我们对伊政府积极推进疫苗接种计划表示赞赏，呼吁国际社会为伊提供更多抗疫援助。疫情暴发以来，中方率先向伊拉克提供抗疫物资、援建核酸检测实验室，率先派遣抗疫医疗专家组，率先提供疫苗援助。8月12日，中国政府援助的第三批疫苗已运抵巴格达。中方愿同国际社会一道，继续支持伊拉克政府抗击疫情，加快重建，恢复发展，实现长治久安。
Pandemic control is a pressing task facing the Iraqi Government. We commend the Iraqi Government for actively rolling out the vaccination program and call on the international community to provide more assistance to Iraq in its fight against COVID-19. After Iraq was hit by the pandemic, China was one of the first countries to come to their help by providing anti-COVID supplies, helping them set up a PCR testing lab, sending a team of health experts and providing them with vaccines. On August 12, the third shipment of vaccines from the Chinese Government arrived in Baghdad. China stands ready to continue working with the rest of the international community to support Iraq in fighting COVID-19, accelerating reconstruction, restoring economic and social development and achieving long-term peace and security.
