今年是中华人民共和国成立70周年。70年来中国人民不仅创造了人类发展史上的奇迹，而且在奋斗实践中找到了适合自己的中国特色社会主义道路。
This year marks the 70th anniversary of the People’s Republic of China. Through arduous efforts over the past seven decades, the Chinese people have not only created a development miracle, but also found the path of socialism with Chinese characteristics suited to our national reality.
这是一条强国之路。我们仅用70年就走完了发达国家上百年的发展进程，从一穷二白跃居世界第二大经济体、第一大工业国和最大货物贸易国。中国启动工业化比英国晚了200年，比美国大批量生产汽车晚了100年，但我们很快从“自行车时代”跨越到“汽车时代”再到“高铁时代”，从“中国制造”跨越到“中国智造”，从“世界工厂”跨越到“世界市场”。
It is a path leading to national prosperity. In only seven decades, China has accomplished what took developed nations hundreds of years. Once an impoverished country, it is now the world’s second largest economy, the largest manufacturer and the largest trader in goods. China’s industrialization started 200 years after that of the United Kingdom and 100 years after the mass production of automobiles in the United States, and yet we have leaped from the “bicycle era” into the “automotive era” and then into the “high-speed rail era”, from “Made in China” to “Created in China”, and from “the world’s factory” to “the world’s market”.
这是一条惠民之路。8亿多中国人摆脱了缺衣少食，全球贫困人口因此减少超过70%，到明年底，人类历史上将首次出现一个整体消除绝对贫困的国家。它造就了世界最大的中等收入群体，4亿多人“有房有车、有钱有闲”，不时来场“说走就走的旅行”。92.4%的青少年接受9年义务教育，9亿多人拥有养老保险，13亿多人享受医疗保险。
It is a path delivering tangible benefits to the people. We have lifted more than 800 million Chinese out of poverty, accounting for over 70% of the world’s total. By the end of next year, China will be the first-ever country in human history to eliminate absolute poverty. We have a 400 million-strong middle class, the world’s largest, who own apartments and cars, have money and leisure, and can take a vacation whenever they like. We have also ensured access to nine-year compulsory education for 92.4% of school-age children, endowment insurance for over 900 million people, and medical insurance for over 1.3 billion.
这是一条共赢之路。站起来、富起来、强起来的中国是世界经济的发动机，对世界经济增长贡献率连续十几年位居全球第一；是世界和平的稳定器，成为联合国维和经费第二大出资国和安理会常任理事国中派遣维和军事人员最多的国家；是“一带一路”等全球公共产品的提供者和反恐、应对气候变化等全球性问题的重要贡献者。
It is a path seeking win-win cooperation. China, which has stood up, grown rich and is becoming strong, is an engine of the world economy, contributing the most to global growth for more than a decade in a row. It is a stabilizer for world peace, being the second largest contributor to the UN peacekeeping budget, and the largest contributor of peacekeepers among the five permanent members of the Security Council. It is also a provider of international public goods such as the Belt and Road Initiative and a major positive force in addressing global challenges including terrorism and climate change.
中国特色社会主义在中国不仅扎下了根，开花结果，而且越来越焕发出勃勃生机。
Socialism with Chinese characteristics has taken root in China, yielded fruits, and brimmed with vitality.
女士们、先生们，
Ladies and Gentlemen,
中国特色社会主义不仅为本国人民谋幸福，也为人类进步作贡献。面对百年未有之大变局，习近平主席深刻洞悉世界发展大势，提出了一系列新理念新主张新倡议，形成了习近平外交思想，谱写了中国特色大国外交的恢宏篇章。
Socialism with Chinese characteristics not only pursues a better life for the Chinese people but also contributes to human progress as a whole. In the face of the profound changes never seen in a century, President Xi Jinping has laid out a set of new ideas and propositions based on a keen grasp of the trend of the times. They have crystallized into Xi Jinping Thought on Diplomacy, opening up a new chapter in major-country diplomacy with Chinese features.
中国主张同处“地球村”的各国人民齐心协力，构建人类命运共同体，建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界。
China calls on all members of the global village to forge a community with a shared future for mankind, and build an open, inclusive, clean, and beautiful world that enjoys durable peace, universal security, and common prosperity.
中国主张对话不对抗、结伴不结盟，反对以强凌弱、以大欺小，摒弃“丛林法则”，共建“世界花园”。
We champion dialogue and partnership instead of confrontation and alliance, and reject the law of the jungle under which the strong and big bully the weak and small.
中国主张同舟共济，反对同舟共挤，促进贸易和投资自由化便利化，推动经济全球化朝着更加开放、包容、普惠、均衡、共赢的方向发展。
We believe in pulling together instead of turning against one another, committed to promoting trade and investment liberalization and facilitation, and making economic globalization more open, inclusive and balanced so as to benefit all.
中方主张文明没有高低之分，不应只有一个色调、一个模式，应该以文明交流超越文明隔阂、文明互鉴超越文明冲突、文明共存超越文明优越。
We hold that no civilization is superior to others, that human civilizations cannot be reduced to only one single color or model, and that exchange should replace estrangement, mutual learning replace clashes, and coexistence replace a sense of superiority.
中方认为“绿水青山就是金山银山”，主张合作应对气候变化，保护好人类赖以生存的地球家园。
We understand that “lucid waters and lush mountains are invaluable assets”, and encourage international cooperation on climate change so as to jointly protect the Earth, our common home.
中国坚持高质量共建“一带一路”，秉持共商共建共享原则，践行开放、绿色、廉洁理念，追求高标准、惠民生、可持续的目标。
We pursue open, green, and high standard Belt and Road cooperation guided by the principle of extensive consultation, joint contribution and shared benefits, so as to improve people’s lives and promote sustainable development.
中国积极打造全球伙伴关系网络，打造遍及全球的“朋友圈”。
We are developing a global network of partnership to make more friends.
中国积极引领全球治理体系变革，坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序和以世贸组织为核心的多边贸易体制。
We play an active part in the reform of the global governance system, and uphold the international system with the United Nations at its core, the rules-based international order and the WTO-centered multilateral trading regime.
中国愿同各国共创世界美好未来！

Ladies and Gentlemen,
当前，有一种病毒正在香港肆虐蔓延，它不是非典肺炎病毒（SARS），却比SARS更致命。它就是街头暴力。
A virus has been running rampant in Hong Kong, which is even more deadly than SARS. Its name is “street violence”.
局势发展越来越清楚地表明，香港发生的根本不是和平示威，而是丧心病狂的暴力犯罪。暴徒们歇斯底里地打砸抢烧，向正在运行的地铁投掷汽油弹，制造并使用遥控土制炸弹；肆无忌惮地袭击警员、抢夺枪支，残忍地用利器割伤警员颈部静脉和神经，用铁棍、砖头、石块围殴表达不同意见的普通市民直至头破血流。香港市民的生命财产受到严重威胁，香港引以为傲的法治秩序遭到野蛮破坏，人类共同珍视的文明道德被粗暴践踏！
The recent developments have made it increasingly clear that what we are seeing here are in no way peaceful protests, but outright violent crime. The rioters committed arson and vandalism, hurled petrol bombs in operating metro stations, and detonated homemade bombs. They assaulted the police and tried to grab their guns, slashed an officer’s neck with a box cutter and injured his jugular vein and nerve, and beat ordinary citizens bloody with metal rods, bricks and stones, solely because the latter voiced different opinions. Such acts have posed a grave threat to the personal and property safety of Hong Kong citizens, trashed the law and order that has been the pride of the city, and trampled upon human civilization and morality that are so dear to our hearts.
在血淋淋的事实面前，一些外国势力仍然选择性“失明”“失聪”，甚至睁着眼睛说瞎话，昧着良心搞破坏。有良知的人们不禁要问，为什么当街头暴力发生在你们本国时，警察执法就是天经地义、维护法治，而在香港就成了过度执法、侵犯人权？为什么在你们本国实行禁蒙面法就是正当必要，而在香港就成了压制民主和自由？那些蒙面黑衣人，如果是表达民主诉求，又为什么不敢以真面目示人？他们的“民主”就那么见不得人、需要蒙面吗？见不得光的，到底是他们挂在嘴上的“民主”，还是违法暴行？
To our astonishment, however, some foreign forces have been selectively blind and deaf to such solid facts, and even told blatant lies and plotted to sow more trouble. People with a sense of justice cannot help but wonder: why do they justify their police as safeguarding law and order in countering street violence on their own soil, but accuse the Hong Kong police of excessive force and infringement upon human rights? Why do they applaud the anti-mask ban in their countries as just and necessary, but criticize it for suppressing democracy and freedom when it comes to Hong Kong? If the masked black-clad crowds are simply expressing democratic aspirations, why should they cover their faces? Is it because the “democracy” they are asking for can only remain in darkness, or is it their violent crime that cannot come into the light.
上周，美国会众议院通过了所谓“香港人权与民主法案”、“保护香港法案”和“与香港站在一起”决议案。有良知的人们不禁要问，这些议员何其虚伪，一方面污蔑中国中央政府侵蚀特区自治权，另一方面却通过美国立法赤裸裸地干涉中国内政和香港事务？他们又何其傲慢，竟对法治和自由指数排名均比美国高的香港指手画脚？他们究竟是“保护香港”，还是纵容暴力、庇护暴徒？他们道貌岸然、口口声声“与香港站在一起”，为何所作所为却“与暴徒站在一边”？
The US House of Representatives passed the so-called “Hong Kong Human Rights and Democracy Act”, the “Protect Hong Kong Act” and the “Stand with Hong Kong Resolution” last week. The just people cannot help but ask: Isn’t it typical hypocrisy that these congressmen are passing domestic laws to meddle with Hong Kong affairs and China’s internal affairs as a whole, even as they accuse China’s Central Government of eroding Hong Kong’s high degree of autonomy? Isn’t it pure arrogance that they keep pointing fingers at Hong Kong, which ranks higher than the US in terms of both the rule of law and freedom? Are they truly “protecting Hong Kong” as they claim, or condoning violence and protecting the rioters? Why do they “stand with Hong Kong” in word, but stand with the rioters in deed?
人们越来越看清楚，反修例根本就是一个幌子。香港反对派及其背后外国势力的真实目的就是要搞乱香港，推翻合法政府，抢夺管治权，就是要把香港变成独立或半独立的政治实体，颠覆“一国两制”。这是痴心妄想！香港是中国的香港。任何外部施压都吓不倒、压不垮包括750万香港同胞在内的14亿中国人民，都挡不住中华民族前进的步伐！打“香港牌”只会搬起石头砸自己的脚！
What has happened fully shows that opposing the amendments to the Fugitive Offenders Ordinance is merely a pretext. The true motive of the opposition in Hong Kong and the foreign forces behind them is to mess up the city, overthrow the legitimate government, seize jurisdiction, and ultimately destroy “One Country, Two Systems” by turning Hong Kong into an independent or semi-independent political entity. But that is nothing more than wishful thinking. Hong Kong is an inalienable part of China. Any external coercion or pressure will not intimidate the 1.4 billion Chinese people, including our 7.5 million Hong Kong compatriots. Nor will it hold back the development of the Chinese nation. Any attempt to play Hong Kong as a card is doomed to fail and backfire.
“街头暴力”病毒没有国界、毫无底线，而且极易与“民粹主义”、“分裂主义”、“极端主义”等其他病毒交叉感染，甚至变异为“恐怖主义”毒瘤。香港街头暴力已经在其他一些国家和城市被复制，“港独”势力与外国分裂势力正在加紧勾连合流。在西班牙、在英国、在智利，示威者们高呼要把当地变成第二个香港。一旦“违法达义”和街头暴力的“潘多拉盒子”被打开，没有国家能够独善其身，人类文明将面临浩劫。
The virus of street violence knows no boundaries or limits. It is highly susceptible to being complicated by other viruses such as populism, separatism and extremism, and may even develop into the tumor of terrorism. Recent days have seen the street violence in Hong Kong imitated in other cities and countries around the globe, and the activists championing so-called “Hong Kong independence” colluding with foreign separatists at a faster pace. From Spain to the UK to Chile, protesters are threatening to “do a Hong Kong”. Should the Pandora’s Box of street violence be opened and the rioters continue to “defy the law for the sake of justice” as they claim, human civilization as a whole would be plunged into calamity, and no country would stay immune.
止暴制乱刻不容缓！国际社会不能保持沉默，不能隔岸观火，不能幸灾乐祸，更不能助纣为虐。大家要做香港繁荣稳定的“帮手”，坚决制止煽动街头暴力的“黑手”，共同抗击“暴力病毒”！
Therefore, not a single second should be lost to stop violence and end the chaos. The international community cannot afford to remain silent, sit idly by, or gloat at the unrest in Hong Kong, still less endorse the rioters. We call on friends from around the world to lend a helping hand to Hong Kong in maintaining its prosperity and stability, condemn the “black hand” that incites street violence, and jointly combat the virus of violence.

Ladies and Gentlemen,
粤港澳大湾区是当前世界乱象中难得的清流和蓝天，它是粤港澳三地的机遇，是中国的机遇，也是世界的机遇。
The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is a rare source of stability and hope in a chaotic world. It is an opportunity not only for the three regions, but also for China as a whole, and for the entire globe.
大湾区是中国新一轮改革开放的新探索。在这片试验田上，“创新驱动、改革引领”是最鲜明的特色，“有效对接国际国内两个市场、两种资源”是最独特的优势。大湾区追求的不只是数量的增长、速度的提升，而是更高质量的发展，不只是商品和要素的自由流动，而是更高水平的制度型开放。从代工生产到自主研发再到区域协同创新，从前店后厂到优化布局再到全球配置资源，伴随大湾区建设的步伐，中国改革的动力将越来越足、开放大门将越来越大。
The GBA is a new frontier of China’s fresh round of reform and opening-up. As an experimental field, the GBA features innovation-driven and reform-led development, and enjoys a unique strength by effectively coordinating the markets and resources both at home and abroad. It will focus on higher-quality development instead of faster quantitative growth, and on institutional openness at a higher level instead of merely the free flow of goods and productive resources. By shifting from original equipment manufacturing to independent R&D and further to coordinated regional innovation, and from the optimization of the traditional regional division of labor to global allocation of resources, the GBA initiative will inject fresh impetus into China’s reform and opening-up.
大湾区是“一国两制”事业的新实践。大湾区建设的一项基本原则就是坚守“一国”之本，善用“两制”之利，严格依照宪法和基本法办事。港澳是大湾区建设的主场，也是主角，不仅将在经济领域拓展新空间、开辟新路径、获得新动能，而且将在就业、教育、医疗、公共服务等民生方面加强与内地的衔接合作，促进港澳融入国家发展大局，进一步释放“一国两制”的红利与活力。
The GBA is a new endeavor under “One Country, Two Systems”. One of the principles in its development is to both stay committed to the basis of “One Country” and well leverage the benefits of “Two Systems”, and abide by the Constitution and the Basic Law. Hong Kong and Macao have a major role to play in the initiative. Economically, they will expand space for development and open up new possibilities. In areas concerning people’s livelihood such as employment, education, healthcare and public services, they will also enhance cooperation with the mainland and better integrate into national development, thus fully tapping the potential of “One Country, Two Systems”.
时间不等人，机遇不等人。相信在林郑月娥行政长官的领导下，香港同胞一定能和衷共济，尽快止暴制乱，“东方明珠”一定能驱散一时的阴霾，回到发展经济、改善民生的正途上来，重整行装再出发！
As an idiom goes, “An opportunity missed is an opportunity lost.” We are convinced that under Mrs. Carrie Lam’s leadership, Hong Kong compatriots will stop violence, end the chaos and restore order with united efforts at an early date. We have every confidence that the dark clouds over the Pearl of the Orient will be lifted, and that Hong Kong will return to the right track of developing economy and improving people’s livelihood, and embark on a new journey.
大湾区建设也是中国与世界合作共赢的新平台。大湾区对接高标准的贸易投资规则，探索放宽市场准入，完善对外资实行准入前国民待遇加负面清单模式。到2020年，负面清单以外的外商投资备案办理时限将压缩至1个工作日，开办企业时限控制在4个工作日内。大湾区还将建设全球科技创新高地和新兴产业重要策源地，打造国际交通物流枢纽、金融枢纽、文化交往中心，为“一带一路”建设提供全方位支撑。一个内联外通、开放共融的大湾区正张开双臂，欢迎世界各国共享机遇，期待全球企业和人才共创未来！
The GBA is also a new platform for win-win cooperation between China and the rest of the world. The GBA will explore easing market access in line with high-standard trade and investment rules, and improve the pre-establishment national treatment and negative list management approach for foreign investment. By 2020, it will take only one working day for foreign investors not on the negative list to complete the filing process, and less than four working days to start a business. The GBA aims to develop itself into a global tech innovation leader, an incubator of emerging industries, an international hub of transport, logistics and finance, as well as a global center for cultural exchange, and render strong support to the Belt and Road Initiative. An interconnected and open GBA is looking forward to sharing opportunities with the rest of the world, and creating a better future with businesses and talents from around the globe.
女士们，先生们，
Ladies and Gentlemen,
命运不是运气，而是选择；不是等待，而是把握。
The future is not shaped by chance, but by choice. Therefore, stop waiting, seize the opportunity, go out and get it.
中华民族伟大复兴是不可阻挡的历史潮流，合作共赢是中国和世界的时代选择，香港融入国家发展大局是再创辉煌的必由之路。让我们共同祝愿香港早日浴火重生、凤凰涅槃！祝愿大湾区建设日新月异、蒸蒸日上！祝愿中国与世界合作共赢、和平繁荣！
The rejuvenation of the Chinese nation is an unstoppable trend of the times, win-win cooperation the best choice for China and the world, and integration into national development a sure way for Hong Kong to scale new heights. May Hong Kong bounce back from the difficulties, may the GBA make greater success, and may China and the rest of the world achieve common prosperity through win-win cooperation.
