总台央视记者：第十三届全国人大常委会第二十一次会议11日表决通过《全国人民代表大会常务委员会关于香港特别行政区第六届立法会继续履行职责的决定》，明确香港特区第六届立法会继续履行职责不少于一年，直至第七届立法会任期开始为止。你对此有何评论？
CCTV: The 21st session of the Standing Committee of the 13th National People’s Congress (NPC) on August 11 passed the decision of the Standing Committee of NPC for the sixth Legislative Council (LegCo) of the Hong Kong Special Administrative Region (HKSAR) to continue to discharge duties. It clearly stipulates that the sixth LegCo of the HKSAR will continue to discharge its duties for no less than one year until the commencement of the seventh LegCo. Do you have any comment?
赵立坚：全国人大常委会根据宪法和香港基本法，作出关于香港特区第六届立法会继续履行职责的决定，为香港特区第六届立法会继续履职提供了坚实的法律基础，有利于维护香港特区宪制秩序和法治秩序，有利于保障香港特区政府正常施政和社会正常运行。国务院港澳办、香港中联办已分别发表声明，坚决拥护这一决定。
Zhao Lijian: The NPC Standing Committee, in accordance with the Constitution and the Basic Law, has decided that the sixth Legislative Council will continue to discharge duties. It provides solid legal foundation for the LegCo to continue performing its duties and is conducive to upholding constitutional and legal order in the HKSAR, the administering by the HKSAR government and the normal operation of the society. The Hong Kong and Macao Affairs Office of the State Council and the Liaison Office of the Central People’s Government in the HKSAR expressed staunch support in their respect statements.
我想强调，香港是中国的特别行政区，香港特区立法会选举是中国的地方选举，香港事务纯属中国内政，不容任何外国政府、组织和个人插手干预。
I want to stress that Hong Kong is a special administrative region of China and the LegCo election is China’s sub-national election. Hong Kong affairs are China’s internal affairs and there’s no place for interference from foreign government, organization or individual.
《中国日报》记者：据报道，美国卫生与公共服务部部长阿扎11日在台湾大学发表演讲，称中国共产党本有机会向世界示警并共同抗疫，但选择不这样做。中国未履行《国际卫生条例》规定的义务，违背全球卫生所需的合作精神。如此种病毒出现在台、美等地，可能很容易就被遏制了。中方对此有何评论？
China Daily: US Health and Human Services Secretary Alex Azar said in a speech at National Taiwan University on August 11: “The Chinese Communist Party had the chance to warn the world and work with the world on battling the virus. But they chose not to... the People’s Republic of China did not live up to the binding obligations it had under the International Health Regulations, betraying the cooperative spirit we need for global health... if this virus had emerged in a place like Taiwan or the United States, it might have been snuffed out easily”. I wonder if China has any comment on this?
赵立坚：我们再次正告美方，中方坚决反对美台以任何借口搞官方往来。在涉及中方核心利益的问题上，美国一些人切勿心存幻想和侥幸，玩火者必自焚。
Zhao Lijian: We must repeat this solemn message to the US side again that China firmly opposes official exchanges between the US and Taiwan under whatever pretext. On issues concerning China’s core interests, certain individuals in the US must not have any illusions or imagine they can get away with inappropriate behaviors. Those playing with fire will end up burning themselves badly.
我也要提醒台湾当局，不要执迷不悟，甘当玩偶、仰人鼻息、挟洋自重、以疫谋独的把戏是死路一条。
We also remind the DPP authorities in Taiwan to stop pursuing its misguided course. A dead end will meet them if they so willingly choose to act like self-important puppets with strings in foreign hands and seriously believe that they have a chance at independence by taking advantage of the epidemic.
关于抗疫问题，我们已经多次以时间线的方式介绍中方抗疫举措和成效，事实非常清楚。新冠肺炎疫情发生以来，中方本着公开、透明、负责任态度，认真履行《国际卫生条例》规定的职责和义务，采取了最全面、最严格、最彻底的防控举措，全力遏制疫情扩散蔓延，积极开展国际防控合作。中国政府坚持人民至上、生命至上，交出的抗疫答卷经得起时间和历史的检验。中国为全球抗疫付出的巨大牺牲和作出的重大贡献有目共睹。
With regard to COVID-19, we’ve released the timeline showing clearly China’s effective response. Since the very beginning of the outbreak, China has been acting in an open, transparent, and responsible manner and earnestly fulfilling its duties and obligations under the International Health Regulations. With the most comprehensive, stringent, and thorough measures, we contained the spread of the virus while engaging in international cooperation in prevention and control. Putting people and life front and center, the Chinese government’s epidemic response can stand the test of time and history. China’s tremendous sacrifice for and contribution to the global fight has been witnessed by all.
反观美国，当前美国新冠肺炎确诊病例已突破500万例，死亡病例逾16万。面对如此严峻的疫情形势，美国卫生领域的主要官员不坐镇抗疫前线，尽心尽责控制好国内疫情，弃数百万在病痛中挣扎的民众于不顾，远赴台湾地区政治作秀。这位美国官员是否知道，就在他所谓“访问”的3天里，美国新增确诊病例超过15万，2000多人被疫情夺去生命。美方官员这波“操作”再次证明，在他们眼中，美国人民的生命和政治私利相比一文不值。
Turning to the US, confirmed cases passed five million and deaths over 160,000. In the face of such a grave situation, the principal US health official, instead of manning the front-line and devoting himself entirely to bringing the virus under control, has walked out on the millions of people suffering at home, all for a political posturing faraway in Taiwan. I wonder if this official knew that during his three-day visit, more than 150,000 new cases were confirmed in the US and over 2,000 lives lost. Their ridiculous stunts this time just make us more convinced that for them, American people’s lives are nothing compared with their selfish political gains.
眼下美国疫情发展失控，这恐怕同阿扎部长有着直接关系。我们不知道他从哪里来的底气和勇气，竟然大言不惭地批评中国的抗疫成果。如果世界各国要比抗疫谁最差，恐怕非阿扎部长莫属。他之所以批评中国，是因为他想让中国当美国抗疫不力的“替罪羊”。停止政治作秀，集中精力救美国民众的命，这才是一个卫生部长的本职工作。这位美方官员说，如果此类病毒出现在美国等地可能很容易就被遏制。我们期待他赶快展现自己真正的实力，早日遏制住国内疫情。
Secretary Azar, I’m afraid, is directly responsible for the unchecked spreading of the epidemic in the US. We wonder why he is so blatant to even speak ill of China’s anti-epidemic efforts. If he entered a world competition of “who performed the worst in managing this epidemic”, he will almost surely come out on top. He lashed out against China because he wanted to make China a scapegoat to cover for US officials’ incompetence. Stopping these political shows and focusing on saving American lives, this is what he should do as the health secretary. Azar claimed that if this virus had emerged in a place like the United States, it might have been snuffed out easily. We can’t wait to see him working wonders and bringing the epidemic situation at home under control as soon as possible.

Bloomberg: Two questions relating to the China-US phase one trade deal. First, reports say that Beijing will push for measures related to TikTok to be included on the agenda. I’d like you to confirm this if possible. The second part of my question is about White House top adviser Larry Kudlow, who said the trade deal is fine. I’d just like to know if you have some comments on Mr. Kudlow’s remarks.
赵立坚：中方在中美经贸问题上的立场是一贯的、明确的。至于你提到的具体问题，建议你向主管部门询问。
Zhao Lijian: China’s position on the trade deal is clear and consistent. As for the specific details, I would refer you to the competent authorities.
关于TikTok问题，我想说的是，TikTok就是一个给包括美国民众在内的世界各国人民提供休闲娱乐、才艺展示、交流分享的平台，跟国家安全毫不相干。美国一些人在拿不出任何证据的情况下，泛化国家安全概念，无理打压非美国企业，吃相十分难看。
I want to add a few words on TikTok. It is simply a platform for the American public to showcase their talent and spread joy. It has nothing to do with national security. Without any solid evidence, some people in the US have been abusing the concept of national security to suppress non-American enterprises. These US moves are “utterly disgraceful”.
全球化浪潮下的科技交流与合作应当是“百花齐放”，绝不应该是“木秀于林风必摧之”。美国一些人出于一己私利挥舞“封禁”大棒，到头来的结果只能是作茧自缚，损人不利己。
In the era of globalization, all parties should flourish together through scientific and technological exchanges and cooperation. It shall never be the case that whoever excels will be terminated. Some self-serving people in the US prefer to wield their sticks of sanctions to hit others, which will inevitably end up hurting themselves.
凤凰卫视记者：美国总统特朗普接受采访时称，新冠肺炎疫情大流行大暴发后，他同中方领导人已经很久没有通话了。中方对此有何回应？
Phoenix TV: President Trump said in an interview that he hasn’t spoken to the Chinese leader in a long time since the epidemic broke out. Do you have any comment?
赵立坚：新冠病毒是人类共同的敌人。中方一贯主张，世界各国应携手努力、共同应对，不应将病毒标签化、政治化。向中国“甩锅”、推责赶不走病毒，救不了病人。
Zhao Lijian: The novel coronavirus is the common enemy of mankind. China believes that countries should join hands to fight the virus instead of politicizing and pinning a label to the virus. Shifting the blame to China can never drive away the virus or cure the sick.
中美之间在相互尊重的基础上，各层级、各领域是可以沟通、也是有沟通的。
China and the US can and do have communications at various levels and in many fields based on mutual respect.
路透社记者：美国民主党总统候选人拜登宣布提名联邦参议员哈里斯作为该党副总统候选人。哈本人主张就人权问题向中方“施压”，但不认同特朗普总统对中方征税的做法。你有何评论？
Reuters: Senator Kamala Harris was named as Joe Biden’s running mate ahead of the upcoming US election. She’s called for increased pressure on China over human rights but has rejected Trump’s tariffs on China. Does the ministry have any comment on her new position?
赵立坚：我们多次说过，美国大选是美内部事务，我们没兴趣评论。
Zhao Lijian: As we said many times, the election is US internal affair and we are not interested in commenting.
至于有关人士谈到的具体问题，中方的立场是一贯、明确的。
On the specific matters mentioned by the relevant person, China’s position is consistent and clear.
路透社记者：据报道，印度税务部门近期突击检查了一些中国在印公司，据了解与洗钱调查有关。印方有关部门在声明中称，相关公司存在洗钱行为。中方有何评论？
Reuters: Indian tax authorities raided the premises of some Chinese entities and their associates as part of a money laundering investigation. The authorities said this in a statement on Tuesday. It said that they were involved in money laundering. What is the ministry’s comment on it?
赵立坚：我不掌握你说的情况。我可以告诉你的是，中国政府一贯要求中国企业在遵守国际规则和当地法律法规的基础上开展对外合作，同时致力于维护中国企业与公民的合法权益。希望印方为中国企业在印度正常运营提供公平、公正、非歧视的环境。
Zhao Lijian: I am not aware of the situation. What I can tell you is that the Chinese government always requires Chinese enterprises to abide by international rules and local laws and regulations when conducting cooperation with foreign countries. At the same time, the Chinese government is committed to safeguarding the legitimate rights and interests of Chinese enterprises and citizens. We hope the Indian side will provide a fair, just and non-discriminatory environment for Chinese enterprises’ operations in India.
彭博社记者：关于捷克布拉格市长计划和捷参议长共同赴台“访问”一事，中方对此有何评论？
Bloomberg: A question regarding the proposed visit by the mayor of Prague to Taiwan. He will be joined by the Czech senate president. Do you have any comment on the proposed visit?
赵立坚：中方一贯反对建交国同台湾进行任何形式的官方往来。
Zhao Lijian: China consistently opposes official exchanges between Taiwan and countries that have diplomatic relations with China.
我也愿在此强调，中华民族的复兴和海峡两岸的统一，都是历史的必然。逆势而动，必将穷途末路；分裂国家，注定遗臭万年。
I also want to stress that the renewal and reunification of the Chinese nation is an unstoppable trend. Anyone who attempts to resist this trend and to split China is doomed to fail and their names will go down in history as anathema.
法新社记者：还是有关中美经贸的问题。据报道，中美将于近期举行会晤，评估中美第一阶段经贸协议执行情况。你能否证实？
AFP: A question regarding some reports. China and the US will have a meeting soon to see how the implementation of the phase one trade deal is going. Can you confirm this?
