Remarks by Ambassador Dai Bing at Security Council Briefing on Central Africa

主席先生，

Mr. President,

我感谢秘书长中部非洲问题特别代表法尔所作通报。结合秘书长报告，我愿谈以下几点：

I thank SRSG for Central Africa Mr. Fall for his briefing. Based on the briefing and the SG report, I wish to make the following comments.

第一，我们要继续支持地区国家把抗击疫情作为重中之重。新冠肺炎疫情暴发以来，中部非洲地区的国家采取严格防疫措施，并在中部非洲国家经济共同体协调下实施抗疫地区战略，成功推动疫情形势缓解。当前疫情还在全球蔓延，地区合作抗疫不能松劲。联合国中非办要支持地区国家加强联防联控，开展信息分享、检测方法、临床救治等方面的合作。中方已向地区国家提供多批抗疫物资，并向刚果（金）、刚果（布）、圣多美和普林西比、安哥拉等派遣了医疗专家组。我们愿继续帮助地区国家抗击疫情。

First, we must continue to support the efforts by the countries in the region to prioritize their fight against the COVID-19 pandemic. Since the outbreak of the pandemic, countries in Central Africa have adopted strict measures and have implemented ECCAS coordinated regional strategy. As a result, the pandemic has been alleviated. That said, this pandemic is still spreading globally and regional cooperation should by no means be relaxed. UNOCA must help countries in the region in joint prevention and control and promote cooperation in information sharing, testing methods and clinical treatment. China has provided the region with multiple shipments of anti-pandemic supplies, and has dispatched medical experts to DRC, Sao Tome and Principe, and Angola. We remain committed to offering further assistance in this regard.

第二，我们要继续支持地区国家经济恢复和发展。疫情对中部非洲地区各国发展造成不小冲击，经济下行风险加大。国际社会有责任帮助地区国家维护宏观经济稳定，扩大就业，保持产业链、供应链安全畅通。中方积极落实二十国集团缓债倡议，是二十国集团成员中落实缓债金额最多的国家，以实际行动支持喀麦隆、刚果（布）、刚果（金）、安哥拉等地区国家渡过难关。希望联合国中非办动员发达国家和多边金融机构加紧行动，尽早兑现承诺，切实减轻地区国家债务负担。

Second, we must further support countries in central Africa in the economic recovery and development. Central Africa is seriously affected by the pandemic and facing increasing downward risk. The international community has the obligation to help them maintain macroeconomic stability, expand job opportunities and ensure a secure and smooth industrial chain and supply chain. China has been actively implementing the G20 Debt Service Suspension Initiative and has honored the largest amount in this regard among G20 members. With concrete efforts we have helped Cameroon, the DRC, Angola and other countries in the region overcome difficulties. It is our hope that UNOCA will urge the developed countries and multilateral financial agencies to speed up actions and honor their commitments at an early date so as to genuinely alleviate the debt burden of the region.

第三，我们要继续支持地区国家自主维护和平的努力。中部非洲形势总体稳定，得益于地区国家的协同努力。同时，“博科圣地”、“上帝抵抗军”等仍在地区活动，几内亚湾海盗依然活跃。国际社会要采取行动支持地区国家打击恐怖主义和有组织犯罪。同时应始终尊重地区国家主权和主导权，今明两年本地区多个国家将举行选举，联合国中非办可应当事国请求为其选举提供技术和物资援助。喀麦隆西南、西北大区问题是喀内部事务，我们相信喀麦隆政府有能力处理好相关问题，维护好国内稳定。中非政府面临加强安全能力建设的重要任务，中方继续呼吁安理会早日解除对中非武器禁运。

Third, we must remain committed to supporting national efforts in safeguarding peace. The overall stability in Central Africa is a result of the concerted efforts of the countries in the region. However, it must be noted that Boko Haram and LRA are still active in the region, while piracy in the Gulf of Kenya remains rampant. The international community must take actions in support of regional fight against terrorism and organized crimes. In so doing it is imperative to respect at all times national sovereignty and ownership. With multiple elections to be held this year and next year, UNOCA can provide upon request of the countries concerned technical support and assistance in kind. The question of the southwest and northwest of Cameroon falls into domestic affairs of the country. We are convinced that the government of Cameroon is able to handle it properly and maintain national stability. The CAR government is faced with arduous task of security capacity. China continues to call upon the Council to lift its arms embargo against CAR at an early date.

第四，我们要继续支持中部非洲地区一体化进程。中共体积极推动机构改革，成立中共体委员会，启动“地区和平安全”框架，地区一体化迈出坚定步伐。联合国中非办要支持地区国家促进睦邻友好，深化经济融合，把落实联合国2030年可持续发展议程纳入地区战略和各国发展战略。我们希望联合国中非办同联合国其他相关机构、次区域组织、非盟等加强沟通协调，发挥彼此优势，形成合力，促进地区稳定和繁荣。

Fourth, we must continue to support regional integration in Central Africa. ECCAS has pushed for institutional reforms, established ECCAS Commission, and launched regional peace and security framework, thus making solid strides in regional integration. UNOCA must facilitate good neighborly relations and deepen economic integration in the region. Implementation of the 2030 agenda must be integrated into regional and national development strategies. We hope that UNOCA will strengthen communication and coordination with other relevant UN agencies, sub-regional organizations and the AU, leverage respective advantages and form synergy with a view to promoting regional stability and prosperity.
